If the City finds ZNEtechnology, programs, and/or otherstrategies are feasible and cost-effective,the City shall adopt a ZNE ordinance asexpeditiously as possible given Cityresources. For acalendar year beyond that which hasa legislatively adopted greenhousegas reduction target, the greenhousegas emissions reduction goal for2050 outlined in EO S-3-05 shall beused as a future benchmark. Ifthe project’s GHG emissions are found tobe inconsistent with state-wide GHGemission reduction goals, mitigation shallbe identified and implemented to reduceemissions. The project-level GHGemissions analysis shall fully address theproject’s GHG emissions impacts usingthe checklist questions contained in theCEQA Guidelines Appendix G, Item VIII,Greenhouse Gas Emissions.
