From the totalgenerated, award funds are separated into categories for eligible owners (40%), breeders (40%) andstallion owners (20%). Additionally, the first 25% of all awards generated is set aside for Owner BonusAwards, paid to owners of ATB horses finishing first, second or third in open company races. ENTRY SCHEDULELone Star Park at Grand Prairie will be on a 7 Day entry schedule without any scratch time or alsoeligibles. All riders must be named at entry time. The Racing Office will open at 8:00 am on entrydays and entries will close at 10:00 am.Thursday for ThursdaySunday for SundayFriday for FridayMonday for MondaySaturday for SaturdayELIGIBILITYNo entries will be accepted for the following: A horse that is more than 12 years of age may not start in a pari-mutuel race in this state unless:(a) The horse has finished first, second or third in an officially sanctioned race during the 12month period preceding the race in which the horse is to start; or(b) Upon due consideration of the horse’s past performance, the board of stewards has givenspecific authorization for the horse to start. Entries will not be accepted for horses that are deemed to be non competitive or unfit to race bythe Racing Secretary, Stewards or State Veterinarian.COGGINS AND HEALTH CERTIFICATESTo be admitted on to Lone Star Park at Grand Prairie’s grounds, a horse must have:1. A negative test for equine infections anemia conducted in accordance with rules of the TexasAnimal Health Commission in the twelve-month period preceding the horse’s arrival. It is acriminal offense to transfer ownership of a horse (by Bill of Sale or Claim) without a currentnegative Coggins. To keep Coggins test from expiring during the meeting, they MUST be datedafter July 12, 2020.2. A health certificate issued in the 30-day period preceding horse’s arrival.3. We also continue to require that all horses admitted to the stable area to have a current (within180 days) FDA approved EHV-1 vaccine or EHV-1 booster. Vaccine information must be notedon the health certificate for admittance to Lone Star Park at Grand Prairie’s grounds.SHOE RULESUnder TXRC Section 313.426 (a) A Thoroughbred or Arabian is ineligible to start in a race when it hasshoes (racing plates) that have toe grabs with a height greater than two millimeters (0.07874 inches),bends, jar chalks, stickers or any other traction device on the front hooves.(b) A Quarter Horse, Paint Horse or Appaloosa is ineligible to start in a race when it has shoes (racingplates) that have toe grabs with a height greater than four millimeters (0.15748 inches), bends, jarchalks, stickers or any other traction device on the front hooves.On the turf course, the only shoes allowed are queen xt and silver queen xt.All shoes will be inspected upon arrival in the paddock and violators will be scratched and are subjectto be fined.To nominate to a stake by e-mail, please send e-mails to:racing@lonestarpark.comTo nominate by phone, Call: (972) 237- 5046(When the office is closed, please leave a voice mail.)In both cases please be sure to leave all the information required on a nominationblank in particular a phone number where you can be reached.-7-

ENTRY RULES1.2.3.4.5.6.7.8.Racing Office will open for entries at 8:00 am. Entries close at 10:00 am. No entries accepted onoverfilled races after closing of entries.A horse must be tattooed, and the registration papers, current negative Coggins must be on file inthe Racing Secretary’s office not later than one hour before post time for the first race of thatday.When a person makes a coupled entry, the entry with the better date will be preferred in anovernight race. If they have the same date, the trainer must make first and second choice. Twohorses having a common tie through ownership or trainer cannot start to the exclusion of a singleinterest (excluding stakes races). However, a second choice has preference over an in-todayhorse. All coupled entries must have a second rider named by one hour prior to the first posttime.A blinker change must be approved by the starter and reported at time of entry.In all races, winners are preferred except where the conditions of the race state otherwise.Maidens entering in winner’s race must declare at time of entry that the horse is a maiden.Owners and Trainers must be careful to claim allowances and preference date at time of entry.This is the sole responsibility of the person making the entry.Horses not entitled to the first allowance in a race are not entitled to the second and, if not to thesecond, then to any subsequent allowances.No horse shall be entered in more than one race on any racing day (excluding stakes races).WORKOUTS AND FIRST-TIME STARTERSIf a horse has not started in the 60-day period preceding a race, the horse must have onepublished workout to be eligible to start in that race.If a horse is a first-time starter, the horse must have two published workouts, one ofwhich must be from the starting gate within 90 days and one must be within the last 60 days ofthe race entered, in order to be eligible to start in a race. The first-time starter must also be approvedfrom the starting gate by an approved facility for proficiency in the starting gate. Lone Star Park’sstarter reserves the right to refuse an approval from another facility.All horses working at Lone Star Park at Grand Prairie must be identified by name(breeding if unnamed), type of workout and distance to the Gap Attendant. Failure to report thisinformation will result in referral to the stewards. Foal certificates must be on file in the Lone Star Parkat Grand Prairie Racing Office before a horse will receive an official work.HOTWALKERSFor lease or service information about any of the hotwalkers please contact the racing office at(972) 237-1130 or toll-free at (888) 4RACING.RECEIVING BARNAll horses shipping in to race must stable in the receiving barn. Horses shipping in to Lone Star Park atGrand Prairie to work or shipping earlier than their scheduled race day must contact the StallSuperintendent before shipping. All horses shipping in to work must vacate the receiving barn by noonon Thursdays and by 10:00 am on Fridays, Saturdays, Sundays and Holidays due to early post time.SCRATCH POLICYAll horses scratched at Lone Star Park at Grand Prairie may only be made by permission of thestewards.-9-

PREFERENCE ce date will not be assigned until the horse’s papers and current negative Coggins testsare on file in the Racing Office. To keep Coggins tests from expiring during race meet they mustbe dated on or after July 12, 2020.In any overnight race, regardless of conditions, an ‘in today’ horse is ALWAYS least preferredand the second part of an entry (by owner or trainer) cannot enter to the exclusion of a singleinterest. Though the second part of an entry is preferred over an ‘in today’ horse.Condition eligibility preference applies to all races except stakes. In optional allowance/claimingraces, horses eligible to the allowance condition will have first preference.Preference dates will not supersede the conditions of a race.All registration certificates including digital certificates received on or before Wednesday, April7, 2021 will receive a zero, which is the lowest possible date. A horse keeps his zero until heruns, scratches, or the papers are removed from the Office (unless, for just cause - tattoo,corrections, etc.) the Racing Secretary may determine the status of the preference dateestablished.All registration certificates including digital certificates received after Wednesday, April 7, 2021through Thursday, April 22, 2021 will receive a preference date of E1. Registration certificatesincluding digital certificates received after Thursday, April 22 will receive an “E” datecorresponding to the race day that the certificates are submitted to the Racing Office. Certificatesthat are submitted to Racing Office on a non race day will be assigned the next upcoming raceday date.Horses that run will receive a running “R” date of the same day and lose any date previouslyheld. This excludes Stakes in which they will retain their previous date.Horses that remain in a race that is transferred to the main track from the turf course will revertback to their previous date.Horses which scratch or are scratched will receive a scratch “S” date for the day that they wereentered to run.All horses placed on the Steward’s, Starter’s or Veterinarian’s lists will be posted on the bulletinboard. They will not be permitted to enter until they have been approved to start. A horse whichraced before going on a list will keep its “R” date. Horses which were scratched will be given an“S” date of the day the horse comes off the list.Entry “E” dates will have preference over a running “R” dates of the same date. Entry “E” datesand running “R” dates will have preference over scratch “S” dates of the same date.In no way does claiming, ownership transfer or trainer transfer of a horse affect the preferencedate.It is the responsibility of the person making an entry to claim preference at time of entry. TheStewards will consider no claims that do not comply with the above regulations.When a horse’s name appears in a race and is entered for the following day, such entry will begiven no consideration should the race in which it is entered is overfilled.Registration certificates that are not tattooed or digital certificates that are not TRPBverified will not receive a preference date.NAMING OF JOCKEYS-Each horse to be drawn into the race must have its jockey named by the time established by theRacing Secretary for the draw of post positions and before the overnight is printed.An apprentice allowance may only be claimed before entries have closed.It is the trainer’s responsibility to name a jockey before the drawing of the race. Should a jockeyremain unnamed at the time of the drawing of entries, the Stewards or their appointee shall selectone. No jockey, once named, shall be changed except for good cause by the Stewards.-11-

LICENSING***Multiple Year Licenses are available for the following:Jockeys, Owners, Trainers and Veterinarians.Prior to entering a horse at Lone Star Park at Grand Prairie, all participants [Trainer andOwner(s)] should have a current Texas Racing Commission License.TRAINERS:1. All Trainers should be licensed prior to the entry procedure.2. It is the trainer’s responsibility to keep the Texas Racing Commission licensing office current ontheir owners’ and employees’ status. Failure to do so may result in disciplinary action by thestewards.3. Whenever a trainer terminates an employee, the licensing office should be notified and badgereturned. The license badge may be returned to the licensee if and when he/she is employed byanother licensed trainer.OWNERS:All Owners, as listed on the horse’s registration papers, should be licensed prior to the entry ofthat horse.2. Owners’ license will not be issued unless a licensed trainer is named on his/her application.3. If an owner is unable to complete his/her application due to the illness or absence, the licensedtrainer desiring to enter the horse may complete an emergency owner’s license for the absentowner.4. All owners who lease horses for racing purposes are responsible for licensing both the Lesseeand Lessor.5. If the owner is not an individual, each partner who has an ownership interest of five percent (5%)or more must be licensed by the Texas Racing Commission.6. A person may not be licensed as an owner if the person is not the owner of record of a properlyregistered race animal which the person intends to race in Texas which is in the care of a trainerlicensed by the Texas Racing Commission.1.NOTE: Owners, trainers, lessors and lessees must be licensed prior to post time for the first race ofthe day. Horses shipping into the Receiving Barn will need to be in the barn 60 minutesprior to the published post time for the first race of the day. Any horses shipping into barns other thanthe Receiving Barn, need to notify the Commission Veterinarians of their barn and stall location. Timeschedule is based upon these arrangements. All ship-in horses on the Texas Furosemide Programshould be on the grounds at least five (5) hours prior to the post time of their scheduled race. HORSEMEN’S BOOKKEEPINGIn the State of the Texas the horsemen’s bookkeeping system is centralized by the TexasHorsemen’s Partnership, in order to better serve the horsemen running at the numerous tracksthroughout the state. It is now similar to branch banking. STABLE RULES1.2.3.4.5.6.7.8.9.10.11.12.13.14.Lone Star Park Security will inspect and enforce the following:Please remember that all manure must be placed in the bins provided for this purpose.Lone Star Park employees will remove only the manure placed in the bins. It is theresponsibility of each trainer and his employees to see that the excess manure around thebins is raked up and placed inside the bins for proper disposal.Dogs are not allowed in the stable area.Only Lone Star Park rental hotwalkers are permitted.All hoses located in the stable area must have an automatic shut-off nozzle and shall beturned off when not in use.All washing machines must be located near or inside wash racks and empty into wash rackdrains. (EPA Regulation)All horse bathing with soaps or detergents must be done in the wash racks. (EPA Reg.)Trainers will be responsible for Universal Waste left at their barns such as batteries, tires,paints, oils or any chemicals that are considered harmful to the environment.Ponies are not allowed in the paddock or on the turf course.Smoking is not permitted in the barns.Alcoholic beverages are not permitted in the stable area.Firearms or fireworks are not permitted in the stable area.All shavings must be bagged except for your initial bedding.All licensees must wear their badge in the stable area, test barn, holding barn & paddock.Maintenance work orders must be filled out & signed by Trainers or Assistant Trainers &will be addressed on a daily basis. For emergencies, after hours & weekends call x 4307.MANURE HANDLING PROCEDURESDue to federal and state regulations, serious and monetarily substantial regulatory penalties can beimposed on Lone Star Park for allowing the improper handling of manure and bedding materials on theproperty. Every due diligence effort and precaution must be employed to prevent the contamination ofground water and migration of manure effluence into the storm drains. Lone Star Park is responsible for providing sufficient designated manure/beddingcontainers for each barn. It is the trainer’s and his employee’s responsibility to ensure that all manure and bedding isproperly disposed of in the designated containers at each barn at all times. Trainers and their employees are also responsible to ensure that any manure and/orbedding dropped from the wheel barrels between the barn and the designated containers issubsequently picked up and placed in the designated containers. If the designated containers reach their capacity, trainers must call the stall superintendentat (972)237-5058 to request an additional container. Do not overfill the containers. Trainers and their employees are responsible for assuring that all trash, bottles and cans,etc. are properly placed in the trash containers provided at the ends of each barn and not inthe designated manure containers. Trainers and their employees are responsible for picking up and properly disposing of allmanure deposited by their horses while on the hotwalkers. No bedding materials arepermitted around the hotwalkers. Additionally horses must be washed only in the designated horse wash racks inside eachbarn. And all washing machines must drain into the wash rack drains inside the barn.DORMITORY ROOMSDormitory rooms will be assigned to trainers based on the number of stalls they have been assigned.The trainer is required to pay 100 (TB Meet) or 50 (QH Meet) for each room allotted. Keys must bereturned and rooms maintained to the satisfaction of Lone Star Park at Grand Prairie management, ifnot, additional charges may apply. The stall superintendent will assign dormitory rooms.-17-

MEDICATIONNo prohibited drug, chemical, or other substance may beadministered to an animal within the 24-hour period before thepost time for the race in which the animal is entered.Phenylbutazone: Phenylbutazone (Bute) is the only approved anti-inflammatory drug, which may be present in thebody of a horse while participating in a race. The test level of Bute shall not exceed two (2) micrograms (mg) permilliliter (ml) of plasma.BLEEDER PROGRAM - Texas Racing Commission Excerpts:(a) Diagnosis of EIPH (a Bleeder). A bleeder is a horse that experiences Exercise Induced Pulmonary Hemorrhage(EIPH). Except as otherwise provided by this subsection, the medical diagnosis of EIPH may be made only by acommission veterinarian or a veterinarian currently licensed by the commission. If the first EIPH event experienced by ahorse in another pari-mutuel racing jurisdiction will also constitute a first report of a diagnosed EIPH event for purposesof this section. A veterinarian who diagnoses an EIPH event in a horse participating in pari-mutuel racing in this stateshall report the event to the commission veterinarian in a format prescribed by the executive secretary. On receipt of thefirst report of a diagnosed EIPH event for a horse, the commission veterinarian shall certify the horse as a bleeder.(b) Admission to the Furosemide Program. (1) A trainer may admit a horse to the furosemide program by stating atthe time of entry that the horse will compete with furosemide. (2) A horse that competed with furosemide in its mostrecent start out-of-state must compete on furosemide in Texas unless withdrawn from the furosemide program at thetime of entry. (3) An EIPH event experienced by a horse that is admitted to the furosemide program is deemed to be afirst EIPH event for purposes of Subsection (g) of this section.(c) Administration of Furosemide. Furosemide shall be administered to a horse in the furosemide Program not laterthan four hours before the published post time for the race the horse is entered to run. The furosemide must beadministered intravenously by a veterinarian licensed by the commission. The executive secretary shall periodicallypublish the permissible blood levels of Furosemide in post race specimens and shall post the levels at each licensedracetrack.(d) Requirement to Use Furosemide. A horse in the furosemide Program in Texas must compete with furosemideuntil withdrawn from the Program.(e) Withdrawal from Furosemide. (1) To withdraw a horse from the furosemide program, the trainer must statehis/her intention to race the horse without furosemide at the time of entry (2) A horse in the furosemide program thatcompetes out-of-state without furosemide is considered to have been removed from the Texas furosemide programeffective the date of its first race without furosemide. (3) Withdrawal from the furosemide program does not prohibit ahorse from subsequent readmission to the program in accordance with this section.(f) Readmission to the Furosemide Program. A horse may be readmitted to the furosemide program if: (1) at least 60days have elapsed since the horse was withdrawn from the program. (2) the horse is required to compete withfurosemide pursuant to subsection (b) (2) of this section; or (3) the commission veterinarian diagnoses the horse withanother EIPH event.(g) Bleeders List (1) The commission veterinarian shall maintain a list of horses that have been certified as bleeders anda list of horses that have been admitted to the furosemide Program. (2) On receipt of a report of diagnosed EIPH event,the commission veterinarian shall place the horse on the veterinarian’s list. For the first diagnosed EIPH event, a horseshall be placed on the veterinarian’s list and is ineligible to start in a race before the 12th day after the date of the EIPHevent. For the second diagnosed EIPH event within 365 days of previous incident - 30 days. For the third diagnosedEIPH event within 365 days of previous incident - 180 days. For the fourth diagnosed EIPH event within 365 days ofprevious incident - barred from racing in this state. A horse that does not have a diagnosed EIPH (bleeder) event for365 consecutive days is considered a non-bleeder for the purpose of the paragraph. The report of a diagnosed EIPHevent from any pari-mutuel jurisdiction which officially records EIPH events will be recognized as an EIPH event by thecommission. (3) Notwithstanding the foregoing, if after reviewing a report of a diagnosed EIPH event the commissionveterinarian determines additional days on the veterinarian’s list are essential to the health and safety of the horse, thecommission veterinarian may extend the number of days the horse is on the veterinarian’s list.
