Tuition Break, the New England Regional Student Program (RSP)Tuition BreakTuition rate and savingsThe New England Board of Higher Education (NEBHE)Tuition Break – officially known as the New EnglandRegional Student Program (RSP) – enables eligiblestudents to be charged a tuition rate that is lower than theregular out-of-state tuition rate for eligible programs atparticipating New England public colleges and universities.The RSP or regional tuition rate and savings varies byinstitution. The RSP tuition rate is usually in-between thein-state and out-of-state tuition rates. The average annualsavings for a full-time RSP student is 8,000. View tuitionrates and savings at nebhe.org/tuitionbreak.How eligibility worksHow to apply (new students) Select a college and eligible program of study. Check if the program has special eligibilityrequirements or restrictions. B. Eligible programs are published annuallyNEBHE publishes lists of degree programs, offeringinstitutions and eligible states at nebhe.org/tuitionbreakunder “Find a Program.”Complete the college’s admissions application anddeclare an RSP program as the intended area of study.(NEBHE does not require a separate application.) C. Types of program eligibilityThe colleges and universities decide which programs areeligible.Once accepted to the college, confirm that the collegehas granted RSP status. A student may be enrolled on afull-time or part-time basis, unless the institution has adifferent tuition policy for part-time study.Eligibility for enrolled studentsA. New England residency requiredAn eligible student must be a permanent resident ofConnecticut, Maine, Massachusetts, New Hampshire,Rhode Island or Vermont.1. Specialized programs of studySome colleges choose to offer selected programs, thatare eligible only for students from states where thepublic colleges do not offer the program. Eligibility isdetermined through a program review by the home-statepublic institutions.Note: The fact that a program is not offered in-statedoesn’t guarantee eligibility. A college may decideagainst offering a program under the RSP.2. Flexible programs of studySome colleges offer programs under the Flexible Policy,whereby programs are eligible for residents of all fiveother states. On this basis, colleges may offer specificprograms, or most or all programs. These colleges andprograms are flagged with “[F]”.3. ProximitySome colleges allow proximity eligibility – for studentswhose home is closer to an out-of-state college than anin-state college. These colleges are flagged with a [P]:See list of colleges on the last page of this catalog.4. Eligibility for graduate programs by petitionSome graduate schools allow students to petition foreligibility for specialized graduate programs, whichmay not already be listed as approved. For details, referto RSP Policy 3B1c.4New England Board of Higher Education nebhe.org/tuitionbreakA student planning to switch to an eligible program needsto request RSP status by contacting the registrar and/orthe college’s RSP representative (listed in this catalog).Eligibility is at the discretion of the college.A student switching from an RSP program to one noteligible, will be charged the regular out-of-state tuition rategoing forward.If a college decides to withdraw a program from the RSP,but still offers the program, a currently enrolled eligiblestudent is grandfathered and retains RSP eligibility if theycontinuously pursue the program and required courses.An eligible student must make progress in an RSP programby taking the required courses and is monitored accordinglyby the college.Eligibility for financial aidFinancial aid is awarded based on need and/or merit at thediscretion of the institution. If a student has been acceptedfor admission and received a financial aid award prior todeclaring an RSP program as their intended major, theinstitution may revise the financial aid award. There isno guarantee that a student’s RSP status will provide anadditional discount; however, it should not result in a netincrease in out-of-pocket expenses.
