ProposedProgrammingA 24,000-square foot public plaza and performance venue –proposed as the Frederick Douglass Plaza and Marion Barry Jr.Amphitheatre – that will be activated with lively outdoor cafes,cultural and arts programming, and other creative elements that willmake it a popular gathering place, welcoming people of all culturesand economic means.Creative water features and lighting animate the courtyardyear-round, while a seasonal rotation of artwork becomes anattraction that draws visitors and showcases local talent. Inaddition, there is the potential to host a weekly farmers marketduring the spring, summer and fall seasons.The strategic use of art and cultural centerpieces will enhancethe retail environment and provide a connection to the uniquecultural fabric that is the heartbeat of the corridor.The two V Street connections combined with the mainentrance will allow for multiple access points leading intothe center features and commercial space.4

NAACPEntails NAACP’s 100% ownership of 50,000-SF officecondominium and substantial ownership of remainingoffice building.NAACP is also proposed as a major owner of themultifamily and retail portions of the project, which willproduce long-term income and appreciation for them.NAACP will participate in overall design and developmentplanning as a key partner.Given Reeves historic affiliation and NAACP’sinvolvement, the property should qualify as a NationalHistoric Site for Black culture.The NAACP will be a trueequity and developmentpartner, we are not lookingfor charity - President Derrick Johnson, NAACPPartner to help achieve the goals of the Centering Equityin the Sustainable Building Sector (CESBS) Initiative toproactively incorporate sustainable building policies andpractices in the Reeves Center development that results inequitable access for all.6

7Alvin AileyThe Ailey School has agreed to establish first satellitelocation at the new Frank D. Reeves Center.In the process of legally documenting a Letter of Intentbetween the parties, which will include a long term lease withtenant buildout per their specifications.Ailey seeks to use school to instruct locally based students,provide a feeder for the International troupe, and offerculturally and socially informed dance to District residents.Washington JazzArts InstituteThe WJAI will be housed in a state of the art recordingstudio, and will host the WJAI Summer and Fall JazzMentor Program.

DevelopmentTeamThe development team will be minority-controlled and -led,consisting of three highly experienced organizations:CSG Urban PartnersA locally based, minority-owned firm established in 2003 byCharles King and Simone Goring Devaney, which has beeninvolved in numerous commercial projects in the 14th Streetand U Street Corridors, across the District, as well as alongthe east coast.Capri Investment GroupA minority-owned Chicago- and Los Angeles-based realestate investment and development firm founded in 1992by Quintin E. Primo III that has completed over 14 billion incommercial investments globally.MRP RealtyA D.C. based majority firm led by Robert J. Murphy andestablished in 2005, that has completed 34.3 million squarefeet of development projects, representing 6.6 billion incapital investment.In all participantorganizations andacross all functions,our team will drawfrom the wealth ofresources within theBlack professionalcommunity, bothlocally and nationally.8
