SDG&E is currently implementing its developed SMS processes and will continueto measure and evaluate program effectiveness for continuous safety improvement .Forecast Explanations:Labor - Base YR RecThe forecast method developed for this cost category is Base Year Recorded Plus Incremental Increases .For labor, base year provides an appropriate baseline in comparison to future targets for the organization.Incremental labor increases from the base year are requested in order to complete the proposed initiatives.This is a new program with less 5 years of cost history. Therefore, a Base Year forecast plus incrementalincreases is appropriate since the program is not fully built out and did not incur consistent costs over thepast three to five years to support an Average cost forecast . Base Year costs include SMS dedicatedsupport (2 FTEs) that manage the development and implementation of the SMS. Test Year forecastincludes additional SMS dedicated support (2 additional FTEs) focused on effective change management,ongoing review and data analysis, as well as the following proposed risk mitigation activities that wereincluded in SDG&E's RAMP filing (SMS Cross-functional Factor Chapter) to realize the full benefit of theSMS and provide continuous safety improvement within the SMS framework: Enhanced engagement,including SMS competence, awareness, surveys/training; Integration of new technology and enhanced dataand analytics capabilities for early risk identification and continuous safety improvement; Enhanceddocumentation and recordkeeping practices; Enhanced Stakeholder feedback and Key PerformanceIndicator monitoring, tracking and reporting; Implementation of a strong Management of Change platformwith benchmarking, measurement and maturity assessments.Non-Labor - Base YR RecThe forecast method developed for this cost category is Base Year Recorded Plus Incremental Increases .For non-labor, base year provides an appropriate baseline in comparison to future targets for theorganization.
