Letter from Superintendent and board chairMAnDear Paulding County School District Community,OStrategic Plan 2017-2022 Letter from Superintendent and Board Chairman2n behalf of the Paulding County School District, we are pleased to present an updated five-yearstrategic plan. The plan reflects feedback and priorities set by our Strategic Planning Team, which iscomprised of students, parents, teachers, administrators and community members. We believe this plan isjust the next step in moving the Paulding County School District forward.The launch of the 2017-2022 strategic plan provides an exciting new chapter for Paulding County Schools.We believe it creates a culture where our students will be engaged, inspired and prepared for their future.We believe if we focus on doing the right things for the right reasons, and we remember WHY we becameeducators, our staff will create an environment where each of our students will be encouraged to discoverand develop their strengths, see the connection between their learning and their future goals, and see theirschool as a safe and engaging environment where they can learn and grow as individuals.The strategic plan includes our newly developed mission and vision, updated beliefs and revised goals. Thismanagement tool is broad in scope and addresses teaching and learning, finances, facilities, personnel,communications and the learning environment. Work within Board policyIn April of 2017, the Paulding County Board ofEducation discussed the opportunity that thisstrategic plan afforded the district and approved the2017-2022 Paulding County School District StrategicPlan in its entirety. Implementation of the planbegan in earnest at the beginning of the 2017-2018school year.According to O’Donovan and Flower (2013), strategicplanning should utilize an adaptive strategyapproach. This fluid approach will allow districtsto implement the plan with fidelity and sustainstructures for monitoring and accountability whileremaining adaptive to changing national, state andStrategic Plan 2017-2022 Executive SummaryIn June of 2016, the Paulding County SchoolDistrict Board of Education voted to utilize aprocess developed by the Georgia School BoardsAssociation (GSBA) and Georgia Leadership Institutefor School Improvement (GLISI) to create an updatedstrategic plan for the school district. This extensiveprocess engaged the community and all stakeholdergroups to create universal ownership and supportfor district and school improvement. Highlights ofthe process included:3

Following this research, thePaulding County School District has put in placea strong process for refining and updating thestrategic plan.A monitoring and data collection process for thedistrict’s plan has been developed with each of thePaulding County School District departments. Thisprocess encourages ongoing district improvement,provides evidence of impact of their work, andprovides an informed basis for decision-making andplanning. Each department provides reports onthe continuous improvement cycle of the plan. Theprotocol used for the progress checks includes thefollowing:Plan: Explain each goal area, performanceobjectives and initiatives that your department isworking on and report current progress.Do: Outline the next steps for implementation.Check: Analyze any barriers to reachingperformance targets and desired results.Act: Identify any additional initiatives and actionsthat need to be made to the strategic plan toensure future success on the desired results.Strategic Plan 2017-2022 Executive Summary4At the school level, principals have led theirschool teams using the strategy and frameworkof the district’s strategic plan to create schoolimprovement plans. The teams have conducted acomprehensive needs assessment aligned to thePaulding County School District Strategic Plan. Theschool teams analyzed multiple data sources andvalidated their improvement needs that align tothe district’s plan. Paulding County School Districthas created a robust strategic plan evaluationand review process that is ongoing and pervasivethroughout the system for the purpose of learning,continual improvement and development.

The Finance Department received theDOAA (Georgia Dept. of Audits andAccounts) Award of Distinction forExcellent Financial Reporting.The Finance Department was awardeda 4 Star Efficiency Rating fromGOSA (Governor’s Office of StudentAchievement) matching or above 94% ofGeorgia’s 180 school districts.PCSD is committed to supporting theFine Arts and nearly 1,000,000 receivedin SPLOST (Special-Purpose Local-OptionSales Tax) funding was used to purchasenew instruments and equipment. PCSD’s graduation rate and CCRPI scoresoutperformed the state. Elementary, Middle, and High Schools andOverall District CCRPI (College and CareerReady Performance) scores outperformedthe state. PCSD’s TechEd’s Model Classroom Projectwon the Districts of Distinction Awardfrom District Administration, a nationalmagazine. STRATEGY MAPThe Strategy Map is a strategic communications tool in the form of a diagram that is used to captureand communicate how the Strategic Goal Areas are being pursued by Paulding County School District.The Strategy Map links the Strategic Goal Areas and Performance Objectives in explicit cause and effectrelationships with each other.
