Nuclear Security Training andQualification Plan1.0NSTQPRevision 11GENERAL INFORMATION1.1OverviewThe Nuclear Security Training and Qualification Plan establishes the acceptablestandards for training and qualification of personnel assigned to perform theduties of the Nuclear Security Force at the Davis-Besse Nuclear Power Station.The Plan is divided into three sections. Section 1, General Information, providesa general description of the training program. Section 2, Qualifications, addressesthe minimum employment qualifications to be eligible for assignment to theNuclear Security Force. Section 3, Task Listing, lists all tasks which requiretraining, the job level at which the training is required and the training frequency.1.2Training RequirementsTraining for Nuclear Security Force Personnel is designed to provide theindividual with the knowledge to perform assigned duties and tasks proficiently inaccordance with approved procedures. In this regard, initial training is designedto cover all tasks. Requalification training is designed to cover only those tasksthat are designated as requalification training required.The training program structure is based upon a hierarchy position system. Theposition system is Watchman, Security Officer (SO), Nuclear Security Officer(NSO), Nuclear Alarm Station Operator (NASO), and Supervisor-Security Shift.Prior to being assigned unsupervised duties in a position, the trainee shallcomplete all required training, including lower hierarchy position training.Nuclear Security Force Personnel shall requalify yearly not to exceed 30 days pastthe previous year's requalification date. Nuclear Security Contingency ForcePersonnel shall be fully qualified for each assigned duty area prior to assignment.4

Nuclear Security Training andQualification Plan1.3NSTQPRevision 11Training FormatsTraining may consist of classroom instruction and exercises, and on-the-jobtraining.The training required to satisfy this Plan shall be based on the list of tasks inChapter 3 of this Plan. The Manager - Security, or designee, shall review andapprove lesson plans that are developed by the Nuclear Security Section at leastevery two years to ensure technical accuracy. If any technical discrepancies areidentified, the lesson plans shall be revised and changes shall be approved by theManager - Security, or designee.Classroom training and on-the-job training shall be developed under thecognizance of the Manager - Security. All records generated as a result of trainingconducted by the Nuclear Security Section shall be captured in accordance withthe Industrial Security Plan.Examinations with a specific passing grade shall be included as part of classroominstructions. Pre-tests may be used in requalification training as a basis fordetermining training needs. Successful completion of a pre-test is an acceptablealternative to attending the associated classroom instruction. Individuals who donot pass a pre-test shall attend the associated classroom instruction. Individualsmay take a pre-test only once per requalification year.Verification of completion of classroom exercises or on-the-job training shall bedocumented. Whenever a Nuclear Security Force Member is absent from routinework activities for thirty (30) days or greater a determination shall be madewhether familiarization/remedial training should be conducted. Thisdetermination shall be completed by the Supervisor-Security Operations or his/herdesignee.Individuals who fail to successfully complete required requalification training in aduty area shall not be allowed to perform unsupervised duties in that area until therequired training has been completed successfully. This includes individuals whohave not completed requalification training within the prescribed time limits.In the event of a failure to successfully complete initial or requalification training,the Manager - Security, or designee, shall decide the course of action to be takenas described in IS-DP-07000, Nuclear Security Training Guidelines.5

Nuclear Security Training andQualification Plan1.4NSTQPRevision 11Weapons QualificationsNuclear Security Force Personnel shall be allowed three (3) separate attempts toqualify with each assigned firearm. Individuals who fail to qualify, or requalify,with a particular weapon(s) shall be permitted to carry ONLY those weapons forwhich they are qualified. Additional attempts to qualify or requalify with assignedweapons shall require the approval of the Manager - Security, or designee.Individuals who are not fully qualified with the revolver SHALL NOT beassigned to the Armed Response Force. Personnel who are qualified with therevolver but have not completed qualification with all other assigned weapons,may be assigned to the Armed Response Team but shall only carry weapons or beassigned positions on the armed response team for which they are weapon'squalified.1.5DocumentationNuclear Security Training records shall be retained for three years after theemployee ends employment with Nuclear Security. Records shall be maintainedin accordance with Section 12 of the Davis-Besse Industrial Security Plan.2.0QUALIFICATIONS2.1RequirementsPrior to being assigned unsupervised duties as a Watchman, SO, NSO, NASO, orSupervisor-Security Shift, an individual shall meet the general, physical, mental,and educational requirements outlined in Qualification For Employment inNuclear Security, in Chapter 1 of the Davis-Besse Industrial Security Plan.Each armed Nuclear Security Force Person shall demonstrate their physical fitnessin accordance with the requirements in Chapter One of the Davis-Besse IndustrialSecurity Plan.Individuals assigned duties on the Nuclear Security Force shall be screened inaccordance with the Davis-Besse Industrial Security Plan and IS-AC-00516,Unescorted Access Requirements.Additionally, individuals assigned to the positions of SO, NSO, NASO, orSupervisor-Security Shift shall be cleared for access to safeguards information inaccordance with NG-IS-00001, Control of Safeguards Information, prior toviewing safeguards information. Watchmen should also be cleared for access tosafeguards information as required.6

Nuclear Security-Training andQualification Plan2.2NSTQPRevision 11RequalificationPhysical qualifications identified in the Davis-Besse Industrial Security Plan asrequiring requalification shall be completed yearly not to exceed 3 months past theprevious year's physical date.Nuclear Security Force Personnel shall be observed for continual behavioralobservation and documented on an annual basis in accordance with Chapter 1 ofthe Davis-Besse Industrial Security Plan.If, during annual requalification, an individual fails to meet the physical fitness ormedical related requirements, but successfully completes the trainingrequalification, they may continue performing the duties associated with theassigned position with approval of the Manager - Security. Such approval shall bein writing and available for inspection by the NRC.In accordance with Chapter 1 of the Davis-Besse Industrial Security Planindividuals experiencing a mild color blindness shall have written documentationof an on-the-job performance evaluation indicating that the condition does notaffect job performance.3.0TASK LISTING3.1OverviewThis section of the Nuclear Security Training and Qualification Plan delineates thetasks associated with nuclear security positions. The Nuclear Security TaskListing identifies the tasks associated with each duty area of a position.3.2Nuclear Security Task ListingThe Nuclear Security Task Listing is divided into the Five (5) Positions associatedwith Nuclear Security. Those five (5) positions are Watchman, Security Officer,Nuclear Security Officer, Nuclear Alarm Station Operator, and SupervisorSecurity Shift. The Positions are divided into Duty Areas, which are then brokendown into Tasks. Included in this task listing is the frequency of training (i.e. IInitial, R - Requal) required for these tasks.7
