This Manual defines occupationalspecialties found on tables of organization in TFSMS that lead to generationof the authorized strength report containing information enabling the MarineCorps to carry out its assigned mission to organize, recruit, classify,train, assign, and manage the force.b. Summary of Revision. This revision contains substantive changes.There are new officer MOSS created in occupational fields {OccFld) 73 and 80.There are new enlisted MOSs created in OccFlds 45 and 80. The purpose of this manual is to present the Marine CorpsOccupational System. The occupational system identifies and codifies thepersonnel skill requirements, derived through the Expeditionary ForceDevelopment System, the Marine Corps Front-End Analysis Program, and thedevelopment of individual training standards as found in training andreadiness manuals. The occupational system enables identification andpublication of personnel skill requirements and for the HRDP to build andmaintain personnel inventory to meet the needs of the force.0002. COMPOSITION. This manual is comprised of four chapters. Chapters 1and 2 contain officer MOSs and chapters 3 and 4 contain enlisted MOSs.0003. APPLICATION. MOSs are created for use by the HRDP to representorganizational skill requirements identified on Tables of Organization inTFSMS, and skill qualifications assigned to personnel in MCTFS as outlined inreference (ce), Assignment, Classification, and Travel System (ACTS) Manualand provisions of this manual.0004.MAINTENANCE OF THE MANUAL1. The Marine Corps Occupational System is established and maintained by theCommanding General (CG), Marine Corps Combat Development Command (MCCDC).All recommended changes and modifications to any particular MOS oroccupational field, or to policy set forth in this Manual, must be submittedto the CG, MCCDC (C 466), 1019 Elliot Road, Quantico, VA 22134-5001.2. Information contained in recommendations for changes to the Manual mustbe in sufficient detail to enable complete staffing to cognizant headquartersstaff agencies. Changes to tables of organization, grade structure, mergersof MOSs, often require changes to the Manual. CG MCCDC (C 466) is the singleentry portal and point of contact for staffing and coordination of all MOSchange issues. See paragraph 3 for more detail on submitting changes.Proposed changes from either major field commands or Deputy Commandants andfunctional leaders at Headquarters, Marine Corps must include the followingenclosures.a. Enclosure (1) will be a complete occupational description as shown inparagraphs 1101.4 and 3101.2 of this Manual.b. Enclosure (2) will contain the purpose and justification for theproposed modification in the format shown in figure 0-1 of the Introductionto this Manual presented as a problem/deficiency and recommendation withexplanation of how the recommended change will result in a better state.viEnclosure (1)

NAVMC 1200.1Gc.Restrictions(1) Restricted Officers cannot hold non-primary MOSs and will belimited to PMOS-BMOS matches.(2) Colonels are MAGTF Officers and, with the exception of lawyersand MOSs 8059/61 Acquisition Management Professionals, will only hold MOSs8040, 8041, or 8042 as PMOS. Non-PMOSs will not be associated with GeneralOfficers and Colonels with the exception of MOSs 822X/824X Foreign AreaOfficers and Regional Affairs Officers.(3) MOSs must be required in sufficient numbers as BMOS in TFSMS tobe justified. MOSs with no T/O requirement or no inventory are subject todeletion/disapproval.(4) MOSs must serve an HRDP purpose (establish a skill requirement,manpower planning, manage the forces, manage training, identify special paybillets). MOSs not meeting this criteria will be deemed as nonperformingMOSs and subject to deletion/disapproval.(5) Billet requirements identified by a MOS must include aa trainingconcept when established that builds an inventory of Marines prepared forassignment to the BMOS. A concept that awards an MOS after successfullyserving in a billet is not valid.3. Change requests are submitted by the respective Deputy Commandants andfunctional leaders in the annual revision request to CG MCCDC (C466).Commanders of the Operating Forces, Supporting Establishment, and individualMarines are encouraged to recommend changes to the Marine Corps OccupationalSystem by submitting them directly to the Headquarters, U.S. Marine CorpsOccupational Field manager at the appropriate Deputy Commandant or functionalleader, as defined in reference (c), The Total Force Structure Process, forevaluation. The minimum information to initiate Occupational Field managerconsideration is set forth below:a.Identity of the OccFld/MOS involved in the change.b.Detailed discussion of the problem or deficiency.c.Recommended solution.0005. MARINE CORPS OCCUPATIONAL SYSTEM. This Manual describes the MarineCorps Occupational System. The Commanding General, Marine Corps CombatDevelopment Command, as Deputy Commandant for Combat Development andIntegration and owner of the Expeditionary Force Development System, isresponsible for developing Marine Corps combat requirements includingdoctrine, organization, training and personnel. Organizational requirementsare set forth in Tables of Organization (T/O) are tabulated with number codesderived from the Marine Corps Occupational System described in this Manual.The codes define the different individual skills required by Marine Corpsorganizations. The same codes are used by the Deputy Commandant, Manpowerand Reserve Affairs to develop and maintain a personnel inventory of skilledMarines for assignment to meet the organizational requirements of theorganizations. Exceptional use of MOSs not required by the Human ResourceDevelopment Process (HRDP) is carefully controlled. The Occupational Systemby necessity must be somewhat rigid in its process and categorization tomaintain accuracy of the meaning of the number codes. To maintainviiEnclosure (1)

NAVMC 1200.1Gflexibility, the Manual will be reviewed and revised regularly, usuallyannually as outlined in reference (cc). Organization of the Manual anddetermination of the MOS codes to be assigned rests with the DeputyCommandant for Combat Development and Integration as published in thisManual.1.Generala. The Marine Corps Occupational System uses a four-digit number codeconstructed on the concept that occupations with similar skill, knowledge, orfunctional application requirements are grouped into functional areas, knownas occupational fields (OccFlds), and skill-knowledge sets, known as MilitaryOccupational Specialties (MOSs). This provides for management of efficientand effective classification, assignment, and utilization of Marine Corpspersonnel. The Occupational System identifies Marine Corps personnel,duties, skill-knowledge attributes, and requirements within the specificfunctional areas.b. OccFlds are identified by the first two digits of the four-digit codeand a descriptive title. The OccFld is a grouping of related MOSs. Criteriato be considered in establishment of an OccFld include the total number ofMarines in the OccFld, the number of MOSs (diversity), unity of functionalmanagement, and training requirements.c. The MOS is a four-digit code consisting of the OccFld code completedby two additional digits. It describes a set of related duties and tasksthat extend over one or more grades required by units of the Operating Forcesand Supporting Establishment.(1) The MOS is used to identify skill-knowledge requirements ofbillets in T/Os, to assign Marines with capabilities appropriate to requiredbillets, and to manage the force.(2) Criteria to be considered in establishment and type (seeglossary, table 0-1) of an MOS include the number of Marines required in thespecialty, deployment rotation base, training requirements, specialtyrequirements/prerequisites, career potential, and ability and need formanpower management.d. MOSs will not be created without corresponding requirementsof organization. Requests for MOSs to keep track of skills withoutrequirements are referred to other manpower and personnel inventorymanagement systems. MOSs will not be maintained in the Manual whenmanpower inventory levels indicate it is no longer in use or neededthe force.2.in tablesvalid T/Otheto manageCertificationa. MOSs are awarded when performance based criteria have been met as setforth in the applicable Training and Readiness (T&R) Manuals. The simulatedenvironment of a formal school and the actual work environment on the job areboth suitable for entry-level performance evaluation under controlledevaluations by competent authority. Every effort should be made to train atMOS producing schools so that unit commanders can dedicate their resources tomission oriented objectives.viiiEnclosure (1)

Unless prescribed in the specific MOS entry in this Manual,consistent with references (d) and (e), certification to award an enlistedMOS shall be authorized when any of the following conditions are met:(1) Marine graduates from formal school using CG TECOM/TrainingCommand approved Program of Instruction (POI) or a CG TECOM/Training Commandapproved Course Descriptive Data (CDD) in conjunction with an other-servicePOI equivalent that designates the MOS to be awarded. The entry-level schoolprovides core skill training as set forth in the applicable 1000 level of the3500 series, Training and Readiness (T&R) Manual.(2) Nearly all PMOSs are awarded by attending the appropriate formalschool, however, unless specifically prohibited elsewhere in this Manual, inthose cases where formal school is either not available or the Marine isunable to attend, in the interest of readiness and force utilization anAdditional MOS (AMOS) can be awarded by the commanding officer when:(a) When the criteria for awarding the MOS isspecifically described in the MOS Manual under "Requirements" for the MOS(b) The Marine meets other necessary prerequisites (i.e.citizenship, age, physical, moral, and security).(c) The Marine holds a billet in the unit for the specific MOSbeing awarded.c. All Marines in recruit training are classified to receive MOStraining and typically attend the MOS-awarding school before being assignedto a unit. To reduce the time spent for Marines Awaiting Training (MAT), theformal school MOS training requirement can be delayed if a school seat is notavailable or other circumstance impedes school attendance for an unacceptablylong period. In such cases, and only if a school seat is held for a futuredate within 6 months, the Marine may be assigned to the intended unit for onthe-job training (OJT) while waiting for the scheduled course.0006.THE DEPARTMENT OF DEFENSE (DOD) REQUIRED REPORT1. The DoD requires that a report of the following information be submittedat such times as modifications to the occupational system are affected:a.Copy of new or revised MOS description.b.Recommended DoD code for each MOS.2. The CG, MCCDC (C 465) will submit a report of changes to NAVMC 1200.1D tothe Defense Manpower Data Center, 1600 Wilson Blvd., Suite 400, Arlington, VA22209-2593.3. Report Control Symbol DD-1200-02 (EXTERNAL RCS DD-P&R(AR)959) has beenassigned to this report.0007. Table 0-1. NAVMC 1200.1GGlossary and Business RulesAdditional MOS (AMOS)Any existing MOS awarded to a Marine who alreadyholds a PMOS. Marines are not promoted in an AMOS.Examples: (1) After a lateral move, a Marine'sprevious PMOS becomes an AMOS; (2) After a skillprogression school, a Marine's previous PMOS becomesan AMOS (e.g. 0369 PMOS, previously an 0311); (3) AFMOS or NMOS, in addition to any previously held ornewly awarded PMOSs, that now appears in a Marine'srecord (e.g. Marine being promoted in 0369 (PMOS)with 0311 (previous PMOS prior to promotion) and0317 (NMOS 03XX) AMOSs).Basic MOSEntry-level MOSs required for the P2T2 T/O forentry-level Marines or others not yet qualified byinitial skills training. In addition, when aReserve Component (RC) Marine transfers to a newunit and does not possess the MOS required for thebillet filled, he will be assigned a Basic MOS untilthe completion of required formal school training oris otherwise certified to be MOS qualified.Billet DesignatorsAn FMOS requirement indicator as a BMOS that can befilled by any Marine appropriate grade that isincluded in the MOS definition (i.e. MOS 8007 BilletDesignator-Unrestricted Ground Officer (I) FMOS).Normally, FMOS as a sill designator cannot be a BMOSin the Total Force Structure Management System(TFSMS).Categories of MOSsOccupational Fields 01-79, 80XX, and 90XX.Core Plus SkillsTasks that are mission, advanced, rank, or billetSpecific. Prior enlistedcommissioned officers are considered to be in entrylevel training until they receive their initialofficer PMOS. NAVMC 1200.1GException MOS (EMOS)Non-PMOS that is generally FMOS, but includeexceptions that require a PMOS.Free MOS (FMOS)Non-PMOS that can be filled by any Marine regardlessof primary MOS. A free MOS requires skill setsunrelated to primary skills.Human ResourceDevelopment Process(HRDP)The overarching process that makes the manpower sideof combat capability through force structure,manpower, and training sub processes. It determinesquantity and skills requirements of the operatingforce units and supporting establishment, and thenattains, classifies, trains, assigns, retains,promotes, and otherwise manages an inventory ofMarines to meet those requirements. The HRDP owneris Deputy Commandant Manpower and Reserve Affairswho coordinates with Deputy Commandant CombatDevelopment and Integration for identification andintegration of force structure requirements andtraining.Initial Strength TestA gender normed assessment intended to ensure eachrecruit has the requisite physical strength toconduct recruit training. The performance standardsfor male recruits are: 2 pull-ups, 44 crunches, and13:30 1.5 mile run. The performance standards forfemale recruits are: 12 second flexed-arm hang, 44crunches, and 15:00 1.5 mile run. An enlistedapplicant (male or female) seeking a ProgramEnlisted For (PEF) code associated with thefollowing MOSs: 0311, 0313, 0321, 0331, 0341, 0352,0811, 0842, 0844, 0847, 0861, 1371, 1812, 1833,2131, 2141, 2146, 2147, 7212, must meet thefollowing gender neutral standards: 3 pull-ups,13:30 1.5 mile run, 44 crunches, and 45 ammo canlifts.Intended MOSA tool used by Manpower, a primary MOS that theMarine Corps intends to award a Marine, prior tothat Marine completing all primary MOS requirements.MOS ClassificationStandardsBased on a recruits final CFT and PFT, or anofficer’s CFT and PFT during the Basic Officer’sCourse, specific event performance, a gender neutralassessment to validate MOS Classification into thefollowing MOSs: 0302, 0303, 0307, 0311, 0313, 0321,0331, 0341, 0352, 0802, 0811, 0842, 0844, 0847,0861, 1302, 1371, 1802, 1803, 1812, 1833, 2131,2141, 2146, 2147, 7204, and 7212.
