This Initiative considers critical, political will and the achievement of the Sustainable Development Goals (SDGs),in particular, goals 3, 5 and 16, on sound health and wellbeing, gender equalityand inclusive and peaceful societies, respectively.- The SI programme isimplemented through a multi-sectoral response. This approach requires a group ofstakeholders to agree to work in a coordinated manner, share a survivor-centeredphilosophy and apply human rights standards of survivor safety and offenderaccountability.The SI programme in Guyana addresses the root causes of violence againstwomen andgirls (VAWG) by focusing on the prevention of family violence.This form of violence is reflected in physical, social, sexual, economic, andemotional abuse and acts of aggression within familial relationships or1

connections.1 A high prevalence of violence against women, which is oftenculturally accepted and, in many cases, remains underreported, exists in Guyana.2Anecdotal evidence suggests that intimate partner violence/domestic violence, forinstance, remains pervasive, with an increased level of brutality. The interventionsunder the Guyana Spotlight Initiative programme will allow for the followingforms of Gender-Based Violence to be addressed: Sexual Violence; SexualViolence and Disability; Sexual Exploitation and Abuse; Child Marriage/ EarlyUnions; Child Abuse; Trafficking in Persons; Domestic Violence/ Intimate PartnerViolence; and Elderly Abuse.The SI programme in Guyana addresses the culture of VAWG through a survivorcentered approach. This approach incorporates a human rights-based approachthat survivors’ rights and needs are placed first. Thus, the survivor has a right tobe treated with dignity and respect, rather than being blamed for the violenceexperienced. The survivor has a right to choose the course of action to address theviolence experienced, instead of being left to feel powerless. The survivor has aright to privacy and non-discrimination based on gender, age, race/ethnicity,ability, and sexual orientation.3It is noteworthy that the Government of Guyana has made strides towards theimplementation of a responsive mechanism that seeks to hold several categories ofpractitioners/ professionals accountable and improve the quality of care andservices being provided to survivors of sexual violence.4 There exists extensivecommitment on the part of the Government of Guyana to respond to and preventviolence against women and girls. However, many women and girls still have littleor no access to the support and services that can protect them, assist in keepingthem safe, and address the short and long-term consequences of experiencingviolence. Guyana’s obligation to exercise due diligence requires the State toestablish effective measures to prevent, investigate and prosecute cases ofviolence against women. This includes effective means to respond to each case ofviolence, as well as address the structural causes and consequences of theviolence, by ensuring comprehensive legal and policy frameworks, gender1Spotlight Secretariat. sensitive justice systems and police protocols, available health and social services,awareness raising activities and ensuring the quality of all measures.5The provision, coordination and governance of essential health, police, justice andsocial services can significantly mitigate the consequences that violence has on thewell-being, health and safety of women and girls’ lives, assist in the recovery andempowerment of women, and stop violence from reoccurring.6 For governmentservices providing care directly to survivors of Gender-based Violence (GBV),information management systems which ensure the safe and ethical managementof highly sensitive service data are a key component in achieving survivorcentered care, and promoting quality, coordinated service provision. Thesesystems should facilitate safe and ethical GBV data collection and sharing in orderto support a continuous process of evaluation in the improvement andcoordination of services, while providing a set of tools which help service7providers to support survivors, in an integrated manner.As part of the effortto strengthen the delivery of an Essential Services Package, efforts will be made toassess the need for, and adapt or develop, and subsequently support the rolloutof nGBV information management system to strengthen the capacity of theMinistry of Human Services and Social Security as well as other relevantstakeholders to deliver strengthened GBV case management services in Guyana.This is in keeping with the vision of the Ministry of Human Services and SocialSecurity.Scope of Work:Since 2006, the Gender-based Violence Information Management System(GBVIMS) has been considered the only inter-agency, globally endorsed GBVincident monitoring system built to reflect the principles of the WHO ethical andsafety recommendations for researching, documenting and monitoring sexualviolence in emergencies. Since 2018, Primero/GBVIMS - the latesttechnological advancement on the GBVIMS - has been rolled out to provide a safe,ethical and survivor-centred innovative solution integrating both GBV incidentmonitoring and case management documentation, as well as numerousfunctionalities supporting quality care monitoring and supervision. GBVIMS hasnot yet been rolled out with governments, but a pilot project is currently testingthis approach in three countries, with results expected in 2022. At the internationallevel, the Inter-Agency Gender-Based Violence Information Management System(GBVIMS) Steering Committee is comprised of UNFPA, UNICEF, UNHCR,International Rescue Committee, and the International Medical Corps.5UN Women, WHO, UNFPA, UNDP, & UNODC. With the forgoing considered, UNFPA is seeking to hire a GBV InformationManagement Specialist who, in close collaboration with the InternationalGBV Case Management Specialist, will address the objectives outlined below.Overall objective:To support the Ministry of Human Services and Social Security in Guyana as wellas other relevant stakeholders in Guyana to effectively identify the requiredactions to facilitate rollout of GBVIMS or equivalent in Guyana.Key deliverables will include:1) Desk Review: The review will be focused on GBV/HP informationmanagement systems and tools. Data collection protocols, storage systems,analysis, reporting and sharing will be reviewed. The literature review willlook at tools and other information management systems within thegovernment, civil society and across board, as well as relevant nationallaws and policies concerning GBV data management andterminology/classification.2) In collaboration and coordination with the GBV Case ManagementSpecialist Consultant, key informant interviews will inform a GBV IMstakeholder analysis, including identifying stakeholder locations; contexts;access requirements; goals for GBV data tools and information systems;the flow of information; end-user perspective; perceived barriers tostandardization, harmonization, or interoperability. The Consultant willdevelop the tools necessary to implement the KIIs and stakeholderanalysis.3) In collaboration and coordination with the GBV Case ManagementSpecialist Consultant, the GBV IM Specialist will contribute to the designand facilitation of a workshop to assess needs and gaps in GBV CaseManagement and Information Management. This will include sessions onthe basics of safe and ethical GBV data management, and the componentsof a GBV administrative data and case management informationmanagement system, and will map capacity and practice gaps, as well asinformation flow.4) Development of a context analysis and risk assessment report (using andadapting existing tools) taking into account the prerequisites for thedeployment of the/a GBVIMS .5) Development of recommendations and tools/approaches for harmonizingdata collection amongst prioritized sectors and civil society organizations,and recommendations for the design and implementation of a GBV datanational framework including necessary capacity, together with the GBVCase Management Specialist, to constitute a costed roadmap for theadaptation and deployment of a GBV information management system.6) A feedback meeting during which presentation of the assessment andworkshop outcomes will be shared with relevant stakeholders, with a viewto achieving validation of the roadmap recommendations.4

Duration andWorking Schedule:The contract of this consultancy will be for two (2) months in 2021; November 9– December 17, 2021. The following deliverables are expected of this consultancy:Deliverables - Phase OneCompletionDate1. Final Report that effectively identifies the required actionsto facilitate rollout of GBVIMS or equivalent in GuyanaPlace whereservices are to bedelivered:December 17,2021The International Consultant engaged to execute this consultancy will beexpected to work whilst utilizing their own computer, internet, telephone andother equipment, as needed, to undertake this assignment.The Ministry of Human Services and Social Security and UNFPA will facilitateany work that the International Consultant may need to physically conduct withthe Ministry of Human Services and Social Security, and from theAdministrative Regions.Delivery dates andhow work will bedelivered (e.g.electronic, hardcopy etc.):The International Consultant is expected to submit the deliverables in English, softcopies, the Ministry of Human Services and Social Security and UNFPA forreview and approval, according to the Duration and Working Schedule. TheInternational Consultant will be expected to interact both physically (if theCOVID-19 situation allows) and virtually, as needed, with Ministry of HumanServices and Social Security staff, the UNFPA Liaison Officer for Guyana andother stakeholders. The International Consultant must therefore have good accessto virtual communication services.All documents produced as a result of the consultancy will be the property of theMinistry of Human Services and Social Security.Monitoringandprogress control,including reportingrequirement,periodicity formatand deadline:The International Consultant will work closely with the Spotlight focal pointwithin the Ministry of Human Services and Social Security, the UNFPA LiaisonOfficer for Guyana, who serves as the technical coherence lead for the Guyana SIprogramme, as well as other key stakeholders. The International Consultant willbe expected to maintain fluid communication; to this end, virtual and physicalmeetings will take place throughout the consultancy. Importantly, the design,monitoring and implementation of this initiative will involve all GBV partners6

through two existing Spotlight mechanisms, the Spotlight Gender TechnicalWorking Group as well as the Spotlight Civil Society National Reference Group.The Sub-Regional Office reserves the right to discontinue the contract if it feelsthat the consultant does not live up to the expectations or if the consultant acts ina way that is detrimental to UNFPA’s reputation and image.Supervisoryarrangement:The International Consultant will report to the Spotlight focal point within theMinistry of Human Services and Social Security and the UNFPA Liaison Officerfor Guyana.The International Consultant will be required to complete the tasks in a structuredmanner and according to the timeline specified in the working schedule.Expected travel:The International Consultant will benefit from prior work completed under theGuyana Spotlight Initiative programme, inclusive of the Readiness Assessmentand the development of the Essential Services Package for women and girlssubjected to violence. As such, travel to the various target communities acrossthe target administration regions of Guyana will be very limited.Required expertise,qualifications andcompetencies,including languagerequirements:The International Consultant will need to meet the following requirements:1.EDUCATIONAn Advanced University degree (degree or equivalent) in public health, socialwork, social science, or other related degree is required. A first-level universitydegree in combination with two additional yearsof qualifying experience maybe accepted in lieu of the advanced university degree.2. WORK EXPERIENCE At least five (5) years’ experience in GBV programming, including at leastone (1) year implementing a GBV program in a humanitarian context. Prior training in the GBVIMS Basic Tools Training in Primero/GBVIMS desirable Demonstrated understanding of the survivor-centered approach and GBV casemanagement Experience in developing and facilitating workshops and training Demonstrated capacity to analyse data/statistics for humanitarian operations Excellent computer skills: MS Word, Excel, Access and database software,including in depth knowledge of pivot table/chart analysis Demonstrated understanding of issues related to confidentiality, data safetyand other ethical concerns related to the sharing on sensitive data betweenhumanitarian agencies7
