It contains maneuvering signals, standard operational signals, the more common administrative signals, and basic maneuveringinstructions. The book is designed for communication between naval ships of all types. It can be used withany method of signaling.102 SECURITY WARNINGAlthough this book is classified, a simple unchanging code is used and the groups herein have no security atall. If the method of signaling utilized is subject to interception by any means, great care should be taken tolimit the messages to those that contain unclassified information. NATO-UNCLASSIFIEDMTP 1(D), Vol. II103 USE AND INTERPRETATIONa. ARRANGEMENT OF SIGNALS. The signal vocabulary of this book is collected into chaptersand arranged under headings for ease of reference. Chapter 2 contains single flag and pennant signals.Chapter 3 contains emergency alarm and emergency action signals. Chapters 4 to 9 contain maneuveringsignals utilizing a special pennant. Chapters 10 to 35 contain the main signal vocabulary, which consists ofoperational and administrative signals arranged alphabetically under appropriate headings. The signal index at the end will assist the user in finding the desired groups when encoding signals. The use of all capitalletters in a signal indicates the primary word(s) or phrase(s) under which the signal is indexed. Do not reada word or phrase in all capital letters as part of the signal, unless it is required to complete the meaning of thesignal.b. ENCODING. To encode a signal, reference should be made first to the signal index where thegroups will be found indexed under the key words of the meaning of the group. Reference must then bemade to the signal vocabulary chapters, which are indicated by the reference numbers in the index. Themeanings in the index are not complete; instructions have been omitted and only the basic meaning isgiven. For this reason, the index is not to be used separately for encoding signals.c. DECODING. To decode a signal, reference should be made to the single flag and pennant chapter, special pennant chapters, or the main signal vocabulary, as applicable, for the basic signal.d. SENSE WHEN ACTION IS SIGNALED. A signal from this book ordering an action to be carried out is to be read in its imperative sense if made by a senior; if made by a junior, the signal should read asa request for the action to be carried out by the senior to whom it is addressed.e. SPECIAL FLAG AND PENNANT SIGNALS. The special pennant signals in Chapters 4 to 9 arein general arranged so that, for those requiring action, the special pennant precedes the alphabetical flag,and for those signaled for information, the special pennant follows the alphabetical flag. The informationsignals in Chapters 4 to 9 are not to be repeated or answered unless preceded by a call. Information signalsare not to be used to order an action.f. SELECTION OF THE APPROPRIATE SIGNAL. The instructions peculiar to the execution ofany particular signal are found in this book along with the meaning of the signal. However, the consideration affecting the choice of any particular signal, as well as the restrictions on its use, are contained inAllied Maritime Tactical Procedures and Instructions (Volume I). When required, relevant chapter references are shown as a note against the signal.g. SINGULAR AND PLURAL. Groups in this book may be used in
