The ECAM allows the Company to adjust its rates each year to capture thedifference between the Company's actual power supply expenses and the power expensesembedded inbasepower supply costssupply costsarerates. The adjustmentareis aseparate line itemcustomer bills that increases ifonhigher than the amount already included in base rates, or decreases if powerlower. The ECAM does not affect the Company's earnings.The Company's present ECAM Application, if approved, would increase rates in allcustomer classes. However, these increases would be offset bysameperiod-most significantlyfederal taxcuts passed ontoTherefore, Idaho customers would experienceIdaho customers under Schedule 197.net rate decreaseanumber of savings during theaevenif the Company's presentECAM Application is approved. The Company asks that the Commission process its Applicationby Modified Procedure, and that thenewrates takeeffectonJune1,2019. These costs vary with changes in the Company's fuel (gas and coal) costs, surplus powersales, power purchases, and associated transmission.Each month, the Company tracks thedifference between the actual net power costs (NPC) it incurred toservecustomers, and theembedded (or base) NPC it collected from customers through base rates. difference between actual NPC and base NPC intoabalancing account for later dispositionend of the yearly deferral period. At that time, the ECAM allows the Company to creditoratthecollectthe difference between actual NPC and base NPC through a decrease or increase in customer rates.This year, the deferred NPC differenceabout 15.1 million.wasYOU ARE FURTHER NOTIFIED that, besides the NPC difference, this year's ECAMincludes: (1)(3)aaLoad Change Adjustment Rate(LCAR); (2)anadjustment for coal stripping costs;true-up of 100% of the incremental Renewable Energy Credit revenues; (4) Production TaxCredits; (5) Deer Creek amortization expenses; and (6) the Lake SideThe ECAM includesa2generation resource"90/10 sharing band" in which customersadder.pay/receive 90% of theincrease/decrease in the difference between actual NPC and base NPC, LCAR, and the coalstripping costs; and the Company incurs/retains the remaining 10%.
