This is a revised update tothe Joint Task Force Guantanamo(JTF-GTMO) standard operatingprocedures (SOP) for Camp Delta.Thispublicationhasbeenreorganized and consolidated toinclude all aspects of detention andsecurity operations toward beingmore efficient for its intended users.Summary.Thisrevisionimplements established DepartmentofDefensedirectivesandestablishes policies and proceduresfor the securing, treatment, care, andaccountability required for detaineesin support of the Global War onTerrorism (GWOT). Policies andprocedures established herein apply tothe services and agencies thatfunction in, and support thereof,detainee operations at JTF-GTMO ingeneral and Camp Delta specifically.Applicability.This is a multiservice, multi-agency set of standardoperating procedures. It applies to theArmy, Navy, Air Force, MarineCorps, and Coast Guard as well asUnitedStatesGovernmentorganizations and international nongovernmental organizations operatinginside Camp Delta 1 - 3.Proponent and exception authority.The proponent of this set of operatingprocedures and special orders is theCommander,JointDetentionOperations Group (JDOG). Theproponent has the authority toapprove exceptions to this SOP thatare consistent with controlling law,regulations, and directives from theNational Command Authority. Theproponent may delegate this approvalauthority, in writing, to either theJDOG Deputy Commander or JDOGS3.Army management control process.Army Regulation 11-2 does not applyto this SOP.Supplementation.Supplementation of this SOP andestablishment of command or localforms is prohibited without priorapprovaloftheJDOGCommander.Suggested Improvements. Usersare invited to send comments andsuggested improvements throughtheir chain of command to theJDOG S3 for proper considerationand staffing.Interim Changes. Policies andprocedures will be reviewed every120 days. Any interim changeswill be signed by the JDOGCommander and posted to the frontof this SOP until incorporated inthe next revision.Distribution. This document, andany part therein, are classified as“for official use only” and knowledgeinthedirectperformance of their duties as wellas those directly associated withJTF-GTMO. This standard operating procedure (SOP)provides policy, procedures, and responsibilities for thesecurity, administration, and treatment of detainees incustody at Camp Delta. This SOP also establishesprocedures for transfer or release of custody fromCamp Delta.b. This SOP is consistent with the intent and spiritof the Geneva Conventions for the Protection of WarVictims, dated 12 August 1949, in accordance withdirectives from the National Command Authority(NCA) and chain of command.c. All personnel will enforce all orders andregulations pertaining to the daily operation of thefacility and their assigned posts. Further, all personnelwill be familiar with all facility directives, emergencyplans and all special orders pertaining to their post;carry out all general orders for a sentry on post, andwear the prescribed uniform of the day.d. This policy is punitive in that a violation of anyprovision of this policy may provide a basis forappropriate administrative or judicial/disciplinaryaction under the Uniform Code of Military Justice(UCMJ), or appropriate military/civilian personnelregulations, ejection from Camp Delta, and/or denial ofentry.e. All personnel will sign a statement ofunderstanding/acknowledgement that they have readand will adhere to the provisions of all SOPs for CampDelta.1-2. Minor SOP Modificationsa. Any personnel may send suggestions forimprovement of the SOP through their chain ofcommand to the JDOG S-3.b. Minor revisions will be made in a memorandumformat, appropriately staffed, and approved by theCJDOG. Example is in Appendix C.c. Copies of memorandums will be distributed andplaced in the front of all SOP books.d. The SOP will be reviewed every 120 days toincorporate any changes. All suggested changes inprocedures for operations would be in writing,endorsed by the CJDOG, and approved by CJTF.e. SOPs may be modified through a Guard Mountmessage. JDOG S-3 must approve these messagesprior to their release.f. No SOP modification is valid unless inmemorandum approved by CJDOG or in an approvedGuard Mount message.g. A copy of all Guard Mount messages andapproved memorandums will be filed by the JDOGDetention Services Branch (DSB). This file will beused to update the SOP during the revision process.After the memorandum or Guard Mount message isincluded in the SOP through rewrite, it will be placedin a separate file of items included in the SOP.1-3.
