Phase I Environmental Site Assessment828 Goerig StreetWoodland, WashingtonEXECUTIVE SUMMARYA Phase I Environmental Site Assessment was conducted by PBS Engineering and EnvironmentalInc. for the property (“site” or “subject property”) located at 828 Goerig Street in Woodland,Washington. The assessment was conducted for Fort Vancouver Regional Library.Property Description and Current UseThe subject property is a 2.42-acre parcel that is occupied by a two-story funeral home andresidential structure constructed in the 1960s. The site is currently in use as the Woodland FuneralHome, with the second level used as a residence. Exterior areas include landscaping and pavedparking. A historical underground heating oil tank is present, but has been out of use sinceapproximately 2001. PBS completed a Phase II ESA for the tank concurrently with the Phase IESA, and soil and groundwater contamination were identified.Historical Use – Subject PropertyThe subject property was occupied by a residence and a barn by the 1930s; a small orchard waslocated in the east portion of the lot. The original residence was demolished sometime in the 1950sand the current structure built by 1968. The Berry family has owned and occupied the property for67 years.In 2001, a heat pump system was installed for the funeral home/residence, and the undergroundheating oil tank (UST) emptied.Embalming was reported to have occurred on the site from time to time, not on a routine basis, inthe 1970s. Formaldehyde has been used at part of the embalming process since the early 1900s.The property is currently connected to the city sanitary system.Historical Use – Adjoining PropertiesAdjacent properties to the west and south have been in residential use since at least the 1930s.The adjacent property to the north was occupied by a residence in the 1930s and 1940s, vacant by1951 and in parking lot use by the late 1990s.The east adjacent properties were undeveloped in the 1930s, with Interstate 5 completed by the1960s.Regulatory ReviewUnited States EPA and state environmental databases were reviewed to identify sites that pose apotential environmental concern to the subject property due to contaminant migration. The subjectproperty does not appear on any database. Based on a review of the listed sites, none appear topose a significant environmental concern to the subject property.Recognized Environmental ConditionsBased on the findings of this study, the following recognized environmental conditions areassociated with the subject property: PBS conducted a Phase II ESA concurrently with the Phase I ESA to evaluate conditionsaround the existing heating oil UST. Due to the close proximity of the UST to the north sideof structure, installation of soil borings was limited to locations to the west and north of theUST. A separate report detailing thefield activities and laboratory results will be generated.Controlled Recognized Environmental ConditionsBased on the findings of this study, no controlled recognized environmental conditions areassociated with the subject property.Historical Recognized Environmental ConditionsNo historical recognized environmental conditions were identified in connection with the subjectproperty.Other Issues of ConcernOther Issues of Concern were identified during this assessment and are discussed in Section 8 ofthe report.OpinionBased on the findings of this study, the following additional studies are warranted: Additional soil assessment is warranted to determine the lateral extent of soil contaminationto the south of the UST, beneath the structure, by installing one or more borings in thestructures basement. Soil testing for formaldehyde is warranted around historical septic systems and sewer lines. A Hazardous Building Materials Survey should be performed prior to demolition. If development to the east portion of the property occurs in the future, shallow soil samplingis recommended in the area of the former orchard.Limitations (see Section 11 of the report for additional information) This assessment was performed in general compliance with EPA All Appropriate InquiryRules (November 2013) and the ASTM Standard E1527-13, Standard Practice forEnvironmental Site Assessments: Phase I Environmental Site Assessment Process.
