IntroductionCapita’s Origin ERP solution has traditionally used the Oracle Discoverer tool for reporting. However, Discoverer is now an ageing tool (last release 2010), which Oracle now only offers sustainingsupport on (see Table 1 below). Consequently, Discoverer is now likely to fail IT security audits and PSNaccreditation requirements and be costlier and riskier to maintain.Table 1 – Oracle Discoverer support levelsOrigin Technology Stack LevelPremier support endsExtended support endsSustaining support endsOrigin EBS 12.1.3– Oracle Discoverer 10g01/12/2011Not setIndefinite01/04/201401/06/2017IndefiniteOracle EBS 12.2.5– Oracle Discoverer 11gR1During 2018 we worked with Origin users to identifythe requirements for a modern replacement forDiscoverer that would help police forces to use Originmore efficiently, by gaining insight from the valuableoperational data that it holds. We evaluated the products on the market andrecommended the Orbit Analytics product to theOrigin NSG as the one that best met theirrequirements.Orbit is a modern, powerful, flexible reporting andbusiness information tool that is easy to use andsupports timely decision-making with self-servicefunctionality.West Mercia Police volunteered to be the lead force forthe programme, and it hosted an initial requirementsworkshop for KPI dashboards in November 2018.This document provides an overview of the proposedcontent and phases for the Origin Orbit Analyticsmodule. The next major Origin release (Cambrian)will be the last release where new content is exposedin Discoverer. Subsequent releases will maintain andextend Orbit instead.Key featuresEverything Oracle Discoverer can do, and also A full breakdown of Orbit capability against the usergroup requirements is on the opposite page,in Table 2.Modern UI and visualisationsThe Origin NSG accepted our recommendation toreplace Oracle Discoverer within the Origin solutionwith Orbit Analytics, and agreed to work with us todefine the scope and requirements for the first setof functionality, which would be partly funded by theOrigin Uplift Fund.Interactive dashboardsReal-time analytical capability genuine easeof useCross domain reportingFlexible distribution and scheduling cloud readyMobile app (for iOS and Android) low cost ofmigration

Orbit package contentPhase oneOrigin transactional domainA new Orbit physical and business metadata layermodel (domain) is to be developed to replace theexisting Origin Discoverer EULs. The full scopeand design of the new Orbit domain is yet to befinalised, but the starting premise is that there will becomparable coverage of the core Origin schemas ascurrently provided by the Origin Discoverer EULs /business areas. Orbit system administrators will havethe ability to control which elements of the metadatalayer a user or group can access for report writing.Discoverer migration utilityOrbit Analytics includes a Discoverer migration utilitythat works by importing an exported Discovererworkbook in .eex format, and dynamically creating thesupporting Orbit objects via inspection of the OracleDiscoverer SQL. This enables police forces to migratetheir existing Discoverer reports ‘as is’ into Orbit, andto make use of all the additional ad hoc analysis Orbitfunctionality available natively to Orbit reports suchas dynamic filtering, grouping and totalling, computedcolumns, etc.DiscovererserverOrbitserverWorkbooksreportsEnd userlayersdomainsPrebuilt reports for Oracle e-business suiteThe Origin Orbit Analytics package includes a suiteof prebuilt Orbit reports across both human capitalmanagement (HCM) and financials business areas.Within the HCM business area, the reports are groupedunder the following folders:HCM folderNumber ofprebuilt reportsBEN advanced benefits15HR human resources72OLM learning management10Pay payroll61LD labour distribution10OTL time and labour17PERF performancemanagement3

Phase twoKPI dashboards Workforce planning (e.g. establishment strength,FTE, RDIL owed, TOIL owed, restricted duties, leave booked / left to booked, etc.) Sickness management / wellbeing Duties Performance management Learning and Development FinancePrebuilt reports for OriginOrigin has a historical set of standard OracleDiscoverer reports built to satisfy the original NSPIS HRrequirements. Customers no longer commonly use mostof these reports, either because the reports no longerprovide useful data or because police forces havedeveloped specific extensions / replacements. For this reason, we’ve agreed with the user communitythat, except for the reports listed below, these old /existing Discoverer standard reports won’t be includedin the Origin Orbit solution. Instead, we’ll focus ondeveloping and maintaining a set of KPI dashboardsthat provide self-service analysis of the core Origindata sets.Existing Origin standard Discoverer reports to be rebuiltand maintained as standard Orbit reports:TitleDescriptionOfficer skill detailsreportPolice officers’ skills, split by rank.Officer booking onoff reportDetails of officers booked onor off duty.Officer overtimedetails reportOvertime per rank.Planned and actual Details of employee’s plannedduty details report duties and actuals(revised Origin 2013).Rota duty detailsreportRotas and shift lengths for thechosen organisational level.Unsocial hours perday per groupTotal unsocial hours rows perperson per day, grouped by day, inname within date orderAll unsocial periods Reports one row per unsocialper personperiod per person per day, intimes worked within date order, grouped by personPhase 3Origin BI DomainTo add extra value for Origin Orbit customers, we propose to expose the previously separately-licensable DMS BIstar-schema as an Orbit data domain. We’ll also replicate a selection of DMS BI dashboard content as Orbit analysisreports that can be included in Orbit KPI dashboards - both default and customer-specific Origin dashboards.
