HIV AND AIDS REPORT CARD FOR GOVERNMENT MINISTRIES, DEPARTMENTSAND AGENCIESFOR THE YEAR 2014/15JULY 2015

IntroductionIntroduction of Performance Contracting in 2004 for state corporations and governmentministries aimed at improving efficiency and effectiveness required that all Ministries, Statedepartments, Public Universities, State corporations, statutory boards and tertiary institutionsreport on a number of performance indicators including Prevention of HIV and AIDS infectionsand submit quarterly reports to lead agencies for performance evaluation. This information iscollected every quarter through the Public Sector HIV Routine Monitoring System.Kenya AIDS Strategic Framework (KASF) 2014/2015 to 2018/2019 defines a multi-Sectoralapproach to combat HIV and AIDS, where all sectors get fully involved in addressing thepandemic. KASF expects to achieve this through leveraging on different sectors and emergingtechnologies for HIV prevention (NACC, 2014/15-2018/19, p. xi). Despite the fact that theMinistry of Health plays a key role in the multisectoral response with regard to providingtechnical direction and service delivery in biomedical areas of prevention, treatment and care,other sectors beyond health are expected to develop interventions and invest resources for theHIV response.Report Card for FY 2014/2015Kenya Gazette (2013) describes the organization of the Government of Kenya. According to theexecutive order No.2/2013 the government is constituted of 18 Ministires, 11 Departments, 168state coporations under the ministries and 21 constitutional commissions and independentoffices. To create accountability to the public for trageted results, the perfomance contractrequires that all these Governmnet entities submit quarterly reports to NACC on HIV Preventionactivities for performance evaluation.In the financial year 2014/2015 (11th Performance Contract cycle) 326 MDA’s were expected toreport on HIV Prevention activities however only 50.3% (190) reported. Inconsistent and latereporting were identified as the major challenges during the reporting period (See Annex 1 forthe detailed MDA reporting).pg. 2

Over1,849,309 Kenyans and their families were reached with HIV awareness messages through the publicsector HIV response. Of the 7.1 million persons tested for HIV in Kenya during the period under reviewthe public sector contributed directly to over 619,312. The sector further supported distribution of over7,400,000 condoms and approximately 832,613 adults and children with HIV supported through variousCooperate Social Responsibility initiatives. Reporting ChallengesReview of the reporting by quarter revealed that quarter 4 had the lowest number of MDAsreporting but this can be attributed to the fact that the reporting deadline for is always the 20thday following the end of the quater. Inconsistent reporting amongst MDA’s has been noted as amajor challenge amongst other challenges that include lack of understanding for HIVmainstreaming, submission of incomplete data and late reporting.
