Every effort is made to ensure that the Contractor Expectation Manual including, policies andprocedures are continuously updated.Contractors must ensure they are implementing the most current practices at the frontline within thePetro-Canada Lubricants Centre. The Contractor Coordinator and EHS department are key Contractorcontacts for any questions or clarification on this process.ATTENTION: Contractors are responsible for reviewing the most up to date version Manual beforeaccepting any work. Safety PoliciesIssue DateSeptember 17, 2015Revision#:4Revision Date:February 7, 2020Review Date:CriticalYes: XNo:1.3 DefinitionsCompetent Worker – A worker who is suitably trained, adequately qualified (skills & abilities) and hassufficient experience to safely perform the work they are responsible for within their job functionwithout supervision.Contractor Coordinator - The Petro-Canada Lubricants Contractor Coordinator role is responsible forassuring the implementation of the established Petro-Canada Lubricants’ Contractor Managementprocess so that contract work is administered to meet requirements. Refer to Section 2.6 of this Manualfor Contractor Coordinator responsibilities.Field Work Coordinator – The Field Work Coordinator is responsible for the overall execution of theentire planned scope of work (Petro-Canada Lubricants & Contractor tasks). For responsibilities, refer tothe Responsibilities Section 2.7 of this Manual. At Petro-Canada Lubricants management discretion, theContractor Coordinator & Field Work Coordinator roles may be executed by the same person or twodifferent people doing each role.Petro-Canada Lubricants Inc. Management – Petro-Canada Lubricants employees who have Contractorsreporting into their designated fieldwork coordinator, or are directly responsible for Contractors at thePetro-Canada Lubricants Centre. This may include VP, Directors, EH&S, Team Leaders, Craft Supervisors,and Area Maintenance.ISNetworld – This is a database where Contractors upload their safety documentation, and PetroCanada Lubricants Inc. have access to these documents. All Contractors who do work on Petro-CanadaLubricants’ sites are required to register with ISNetworld and complete the prequalification steps andget approved.Safety Sensitive Contractors - Contractors who perform work at the Petro-Canada Lubricants Centrewith the potential to impact process chemicals, technology or equipment that affect refinery process.These Contractors will be required to be prequalified with ISNetworld as a higher risk Contractor.Non-Safety Sensitive Contractors - Contractors who perform work in the plant but does NOT have thepotential to impact process chemicals, technology, or equipment that affect a refinery process. TheseContractors will be required to complete prequalification steps and be pre-qualified through theISNetworld site using the lower risk criteria.Prequalification instructions will be provided by Petro-Canada Lubricants’ Procurement Department.Staged Contractor - Staged Contractors are members of a flexible workforce planned and scheduled ona calendar basis. They are planned andscheduled on a job-to-job basis. Each job performed has a separate purchase order to which Contractorcharges are coded. They do not belong to a work centre and generally are contracted for a definite timeperiod that can be extended if necessary.Visitors - Other personnel that come onsite, and will not take part in any kind of work that require a safework permit or the signing of the General Cold Work Book. Visitors including vendors attendingmeetings, sales reps, trainers, deliveryman, consultants, and other non-construction personnel. Visitorsmust display their visitor badge at all times when on
