Docket No. 19-06-01RE01I.INTRODUCTIONA.SUMMARYPage 2In this Decision, the Public Utilities Regulatory Authority (Authority) reviews EDFEnergy Services, LLC’s (EDF Energy) and Wattifi, Inc.’s (Wattifi) compliance with theConnecticut renewable portfolio standards in year 2018 (Connecticut 2018 RPS). Basedon that review, the Authority determines that EDF Energy’s renewable source deficiencyconsists of 1,738 Class II renewable energy credits (RECs), resulting in an alternativecompliance payment (ACP) of 43,450 ( 37,871 to The Connecticut Light and PowerCompany (Eversource) and 5,579 to The United Illuminating Company (UI)), andWattifi’s renewable source deficiency consists of 3 Class II RECs and 22 Class III RECs,resulting in an ACP of 757 ( 559 to Eversource; 28 to UI; and 171 to the Green Bank).B.BACKGROUND AND CONDUCT OF THE PROCEEDINGOn March 3, 2021, the Authority issued a Decision in Docket No. 19-06-01, AnnualReview of Connecticut Electric Suppliers' and Electric Distribution Companies'Compliance with Connecticut's Renewable Energy Portfolio Standards in the Year2018 (2018 RPS Decision). According to the 2018 RPS Decision, neither EDF Energynor Wattifi filed a revised Exhibit A in response to Interrogatory EOE-1. 2018 RPSDecision, pp. 9 and 11, respectively. Based on the information in the record, the Authorityin the 2018 RPS Decision determined that both EDF Energy and Wattifi have renewablesource deficiencies and therefore are required to pay an ACP.On April 12 and 14, 2021, Wattifi and EDF Energy, respectively, filed motions withthe Authority in which they requested that, due to an issue with the service list in DocketNo. 19-06-01, it reconsider their compliance with the Connecticut 2018 RPS. See MotionNos. 3 and 4, respectively, in Docket No. 19-06-01. Wattifi and EDF Energy eachattached to their respective motion a revised Exhibit A, which contained updatedinformation regarding each company’s compliance with the Connecticut 2018 RPS. SeeId.On May 3, 2021, pursuant to § 16-9 of the General Statutes of Connecticut, theAuthority reopened the 2018 RPS Decision on its own motion and based on Motion Nos.3 and 4 in Docket No. 19-06-01 for the limited purpose of reviewing EDF Energy’s andWattifi’s compliance with the Connecticut 2018 RPS.The Authority offered the participants an opportunity to request a hearing in thereopened proceeding. No participants requested a hearing and no hearing was held.The Authority issued a proposed final Decision in this docket on May 5, 2021, andoffered the participants an opportunity to submit written exceptions and present oralarguments.

EDF Energy Services LLC (EDF Energy): EDF Energy claims to have a surplusof Class I and Class III RECs, but a deficiency of 1,738 Class II RECs, resultingin an ACP of 43,450 ( 37,871 to Eversource and 5,579 to UI). Wattifi, Inc. Based on that review,the Authority determines that EDF Energy’s renewable source deficiency consists of1,738 Class II RECs, resulting in the assessment of 43,450 ( 37,871 to Eversource and 5,579 to UI) in ACP, and Wattifi’s renewable source deficiency consists of 3 Class IIRECs and 22 Class III RECs, resulting in the assessment of 757 ( 559 to Eversource; 28 to UI; and 171 to the Green Bank) in ACP.The findings and determinations regarding EDF Energy’s and Wattifi’s compliancewith the Connecticut 2018 RPS in Subsection A of Section II of this Decision supersedethe findings and determinations regarding EDF Energy’s and Wattifi’s compliance withthe Connecticut 2018 RPS in Subdivision 1 of Subsection C of Section II of the 2018 RPSDecision. In addition, the quantities of remaining RECs that EDF Energy and Wattifi

Finally, OrderNos. 1 and 2 in this Decision supersede Order Nos. 8 and 19 in the 2018 RPS Decision.B.ORDERSFor the following Orders, file an electronic version through the PURA’s website atportal.ct.gov/pura. Submissions filed in compliance with the PURA’s Orders must beidentified by all three of the following: Docket Number, Title and Order Number.1.No later than June 11, 2021, Wattifi Inc. shall submit to the Authority, receiptsshowing payments of 559 to Eversource; 28 to UI; and 171 to the Green Bank.2.No later than June 11, 2021, EDF Energy shall submit to the Authority, receiptsshowing payments of 37,871 to Eversource and 5,579 to UI.
