He was a l e a d e r among e d u c a t o r s , a d e d i c a t e d t e a c h e r p u r s u i n ge x c e l l e n c e i n academic p u r s u i t s and a man deeply devoted t o t h eyoung people of n o t only h i s c o l l e g e , but t o t h e young people oft h i s nation.He was t h e p r e s i d e n t of p r e s i d e n t s , a man h i g h l y admired anda very w a r m and valued f r i e n d . with higher education in Connecticut died Sept. 2 at his home in Simsbury . - a Herbert David Welte, 88, for 39 years was president of what is today Central Connecticut State University, New Britain. When Dr. Welte retired from Central in 1968, he was the American college/university p
