AFFIRMATIVE ACTION: POLICY, PROGRAMME AND ACHIEVEMENTSPolicy:The tragic distortions and imbalances of past government policies requireeffective and responsible intervention to empower the disadvantaged anddisenfranchised communities by economic, skills and capacity development.BTKM is committed to effective and constructive intervention to redressthese imbalances. However, affirmative action must be viewed as atransitional and short-term measure to "level playing fields". BTKM believesthat the long-term agenda of policy makers must not loose sight ofmeritocracy, the quest for excellence, an entrepreneurial andcompetitive spirit and a culture of good moral and work ethic.Programme and Achievements:As previously outlined, the shareholding of the practice is wholly owned bymembers of the formerly disenfranchised and disadvantaged communities. The staff profile represents the commitment to real and effectiveempowerment of the disadvantaged communities, in the profession. ThisQuantity Surveying practice is among the first in the country that wasestablished by members of the disenfranchised communities, with formidablerepresentation nationally. The practice has played a significant role ingenerating interest in the Quantity Surveying profession among theDisenfranchised communities. Financial and training support is considered aduty and policy of the partners.BTKM has trained and continues to train graduates from Universities andTertiary Institutions with special emphasis on specialised skills andprofessional development. Many of BTKM’s professional staff has risen to key positions in the practicein a very short space of time and some of the previous staff members havealso established their own practices or formed contracting companies.Initiatives of substantial scale and large projects present a rare opportunity toemploy and train additional staff from the affected communities. Projects ofscale also offer the opportunity to further sponsor and offer peer support tostudents previously denied such opportunities. The practice is committed tosuch engagement.BTKM has previously consulted on projects that specifically embracedpolicies of empowerment, capacity building and wealth creatingopportunities, which were applied to the construction process. BTKM hasacted as empowerment consultants and offer our Clients a tailor madeempowerment solution with auditable results.Page 5 of 16
