CEO CORNERMaking a DifferenceWhere it CountsCol. Bob Ulin, U.S. Army Ret.t times I have to pinchmyself to realize theprogress we have made injust four short years. Somemight call it luck. I call it working theplan. One of the lessons we learned fromour fundraising consultant is thatfundraising is both art and science.Effective fundraising is a five stepprocess to identify, qualify, cultivate, solicit and then recognize donors. While most of this is process, the art isin “the ask” and how to deal withobjections. I don’t want to imply it’seasy, because it’s not. However, wehave a compelling story to tell and thebetter the story, the easier the fundraising. There are two things I’ve learned inthis business. 1) People give moneybecause they are asked and 2) Peoplegive money to those they know and trust. It’s all about relationship building. The effects of the economic problems facing most of the country werefelt by us last year. We were downnearly 100,000 from 2008 but thatwas more than offset by the generoussupport provided by Mr. H. RossPerot, Sr. Perot’s 6.1 million gift wasboth phenomenal and unprecedented. This gift has made a major differencefor us and for the College and it hastaken us to a new level of maturity. Ithas also gained national attention thathas given rise to our visibility. To borrow a line from Butch Cassidy and theSundance Kid, other staff and warfoundations are looking over theirA6 - CGSC FOUNDATION NEWSshoulders and asking, “Who are thoseguys?”One great accomplishment for 2009was our co-sponsorship of the EthicsSymposium. For the first time in thehistory of the U.S. Army Commandand General Staff College, a co-sponsorship agreement was approvedbetween the College and a privateorganization—your Foundation. Thesymposium was a huge success. A special thanks to our major corporatesponsor Flint Hills Resources,Wichita, KS and also support providedby the Kansas City law firm SpencerFane Britt and Browne. Without theirwonderful support we would not havebeen able to host such an importantand meaningful event. The story aboutthe symposium is in this issue of theNews. We also established a relationshipwith Business Executives for NationalSecurity (BENS), a national organization with headquarters in WashingtonDC and a regional office in KansasCity. We were thrilled to hear thatretired Gen. Montgomery C. Meigs, former Commandant of CGSC is nowthe President and CEO of BENS. Wewill co-sponsor two events each yearto help educate the business community on issues of importance to thenation. This May, the Foundation will joinforces with the Marion EwingKauffman Foundation in Kansas CitytocohostaconferenceonExpeditionary Economics. The focuswill be on pre and post-conflict economic development. We wish to thankDr. Carl Schramm, the President andCEO of the Kauffman Foundation foragreeing to co-host this conferencewith us. This is yet another first for ourfoundation. This conference breaksnew ground to explore the history, current methodology and future conceptsfor developing strong and vibranteconomies in pre and post-conflict situations. The Kauffman Foundation is aworld leader in entrepreneurial development and we are thrilled to be theirpartner for this conference. As this issue of the Foundation Newsgoes to press, we have established theCol. Arthur D. Simons Center for theStudy of Interagency Cooperation andwe have established an endowment tofund the Gen. Hugh Shelton Chair inEthics. Both of these gifts are due to thegenerosity of Mr. Perot. He had theoption of naming these gifts after himself, but chose instead to honor others—a testament to his selflessness andrespect for others.Long before Mr. Perot funded thesegifts, he was selected to receive the2010 Distinguished Leadership Awardfor his selfless service to the military, his willingness to help others in timeof need, and his devotion to the UnitedStates of America. We will present thisaward to Mr. Perot at a dinner inKansas City on 20 April. Tickets forthis event are available on a limitedbasis by contacting our office atoffice@cgsc.orgwww.cgscfoundation.org

n February 2010 the CGSCFoundation received some greatnews in its quest to get a commemorative coin act passed.— Rep. IkeSkelton, the popular representative from Missouri andChairman of the HouseArmed Services Committee, has signed on as a cosponsor ofthe Foundation’s coin bill.At the beginning of the 111thCongress in January 2009, theCGSC Foundation commenced acampaign to obtain the required twothirds of each house of the U.S.Congress as cosponsors for H.R.1177 in the House and S. 455 in theSenate. Successful passage of the bill, named “The Five-Star GeneralsCommemorative Coin Act,” will mean agreat deal to the financial well-being ofthe Foundation since it would match, dollar-for-dollar all the funds the Foundationhas raised since February 2006—potentially millions of dollars. It is importantto note that when coin bills are passed thegovernment recoups its costs from minting the coins before the organization forwhich the coins are minted realizes anybenefit. As such, coin bills are revenueneutral for the government. As of February 2010, H.R. 1177 has165 cosponsors in the House ofRepresentatives (need 290 total) and 21cosponsors in the Senate (need 70 total).Foundation CEO Bob Ulin noted thatRep. Skelton, Chair of theHouse Armed Services Committee, has been a long-time friend ofCGSC and has recently signed on as a cosponsor of H.R. 1177, theCGSC Foundation’s “Five Star Generals Commemorative CoinAct,” which is under consideration in Congress this year.Iwww.cgscfoundation.orgpassage of this bill. “We are seeking Ike’sactive support to attract additionalcosponsors in the House,” Ulin said.Skelton has been a long-time friend ofthe Command and General Staff College.Sen. Pat Roberts recognized Skelton’slong time support for the College bysponsoring funds to establish the “IkeSkelton Distinguished Chair ofCounterinsurgency.” Skelton is a frequent visitor and great supporter of theCollege.H.R. 1177 (the Senate version of thebill is S. 455) would authorize the U.S.Mint to issue up to 100,000 five dollargold coins, 500,000 one dollar silvercoins, and 750,000 half-dollar coppernickel clad coins during 2013 tohonor the U.S. Army Command andGeneral Staff College andthe critical role it has performed in educating military leaders who haveserved with honor and distinction for 129 years. Thecoin design would honor theCollege’s most famous graduates - the five, five-star generals who led our forces to victory in World War II: GeorgeMarshall, Douglas MacArthur,Dwight Eisenhower, Henry“Hap” Arnold, and Omar Bradley. These five-star generals are all alumni of the United States ArmyCommand and General Staff College. The release of the minted coinswould coincide with the celebration ofthe 132nd Anniversary of the founding ofthe U.S. Army Command and GeneralStaff College.A surcharge for each coin sold willhelp the Command and General StaffCollege Foundation fund programs andpromote excellence in the faculty and students of the Command and General StaffCollege. For more information on the 5-StarCommemorative Coin Act visit the CGSCFoundation website at www.cgscfoundation.org/coinbill.CGSC FOUNDATION NEWS - 7
