ANNUAL REPORT TO THE THIRTY-FIRST LEGISLATURE2021 REGULAR SESSIONONACT 40, SESSION LAWS OF HAWAI‘I 2004HRS § 601-21A Report on Statewide Substance Abuse TreatmentMonitoring ProgramHRS § 601-21 requires the Judiciary to: (a) collect data in accordance with HRS § 321192.5 from any circuit court, adult probation, and any provider of substance abusetreatment that provides substance abuse treatment to persons served through publicfunds administered by the Judiciary; and (b) include in the contract with any treatmentprovider all criteria established by the Department of Health pursuant to HRS § 321192.5 to determine whether the treatment provider is achieving success in treatingindividuals with substance abuse.The Judiciary’s efforts to comply with the above-referenced statute are outlined below: The Judiciary continues to include language in its Requests for Proposals andexisting contracts with substance abuse treatment providers to hold programsaccountable for complying with the Department of Health (DOH) criteria todetermine success in treating individuals with substance abuse. The Judiciary receives available data taken from the Alcohol and Drug AbuseDivision (ADAD) Web Infrastructure for Treatment Services (WITS) informationsystem. The reports from WITS are attached. The data provided by ADAD is based on information provided by the treatmentproviders. Some of the information may not match with what is contained fromCaseload Explorer (CE), the Judiciary statewide Adult Client Services Branch(ACSB) case management information system for probation, as there may beinconsistency in the way data is entered and interpreted.The following Fiscal Year 2020 (FY20) probation data is provided by ACSB’s casemanagement information system for probation. 913 unduplicated adults entered 992 programs with 1,078 admits in FY20. Thehigher number of admits reflects clients being admitted to treatment more thanonce during the year. 5,862 offenders were active in treatment during the same year.2

Of the 5,862 offenders, 4,593 were males, 1,247 were females, and 22 wereunspecified. Treatment services include assessments, motivational enhancement, outpatient,intensive outpatient, day treatment, individual counseling, and residential care,with continuing care following the core treatment program. Special needs,including those for pregnant and parenting women and individuals with cooccurring (mental health and substance abuse) disorders have been addressedby treatment programs. Through the efforts of the Interagency Council on Intermediate Sanctions (ICIS),programs have been evaluated using the Correctional Program Checklist (CPC)to determine how much in alignment programs are with the application of bestpractices in working with offenders. Most programs have integrated thesepractices into their curriculum with the offenders to address their criminalthoughts and behaviors. The CPC assessment team continues to be active in supporting the vendors asthey implement these practices, by providing opportunities for greater interactionbetween programs and the criminal justice system through training. Probationofficers are consistently transmitting Level of Services Inventory-Revised (LSI-R)data which provide vendors with the risk (to recidivate) classification of referredoffenders to address dosage and treatment placement. Clients from Neighbor Islands had to travel to O‘ahu or Maui for residential typeplacements, reflecting the need for higher levels of substance abuse treatmenton all islands. There are no residential treatment programs on Hawaiʻi Island,Kauaʻi, Lānaʻi, and Molokaʻi.3
