Now here is Dalton’s on file registration as a Lobbyist in Missouri.THE PROBLEM: The problem is that according to Missouri law 105.465 a lobbyistcannot have a campaign bank account and must terminate it.In the course of dissolving such committee, such person shall not disburse moneys from suchcommittee, except for the purpose of:(1) Returning a contribution made to the candidate committee to the entity responsible formaking the contribution to the committee;(2) Donating moneys to a nonprofit entity qualified as exempt from federal taxation underSection 501(c)(3) of the Internal Revenue Code of 1986, as amended; or(3) Transferring moneys to a political party committee.By Missouri Law Dalton cannot have a campaign committee, something he has had fora decade. However this law went into effect in 2016. He has been in violation of it fortwo years.2

Keep in mind Dalton is a lawyer and a registered lobbyist for his law firm, ArmstrongTeasdale and his own lobbyist firm, At Government Strategies, LLC. He has been aregistered lobbyist for 20 years. You might think he would be up to date on the lawsregulating lobbyists.In 2017, he accepted an illegal contribution from Allen Allred, a lawyer, who Daltonappoints to the Police Commission. By law Dalton as a registered lobbyist should haveno longer had a campaign fund. It is odd that two high-dollar lawyers don’t know thelaw or have no problem breaking the law. (We regularly report how Allred daily isbreaking Missouri Law by refusing to place a front license plate on his Porsche sportscar.)Under 105.465 Dalton cannot give the money back to donors, but can only give it to anon-profit charity or a political party. It will be interesting to see if Dalton continues tobreak the law or if Armstrong-Teasdale tells him to pick working for them or being Mayorof Town and Country and making 6,000 a year.SLAP AND PUNCH YOUR WIFE OVER TWO DOZENS TIMES, PULL PATCHES OFHER HAIR OUT, GET ON TOP OF HER AND PUNCH HER, GO INTO A BEDROOMAND START BEATING HER WITH A GOLF CLUB. WHAT ARE THE PENALTIES?Well if you hire “drunk driver” and criminal defense attorney Scott Rosenblum you haveapparently committed a minor misdemeanor that has a 500 fine.If you don’t remember this case, a little over two years ago we wrote this up. Here is areview. On July 4, 2016 at 3:36 in the morning, Dr. Vivek Agnihotri, a psychiatrist,assaulted his wife Zina Thomas, also a psychiatrist who shared offices with her then3

husband. He slapped her about 15 times, threw her on a couch and punched, ripped outsome hair and after she fled to a bedroom he followed and beat her with a golf club.She managed to run to street in front of their home at 21 Huntleigh Woods Drive in theexclusive Village of Huntleigh where she used a cell phone to call the Frontenac Police.From the police report here is Dr. Thomas’ statement of what happened.Dr. Zina ThomasDr. Agnihotri gave a much shorter statement to the police and then declined to sayanything further.4

Agnihotri was arrested that night and charged with Felony Assault with charges filedthat same day on July 4th.Within three weeks of the assault Dr. Thomas filed for divorce. It was granted on11/15/17.Their house at 21 Huntleigh Woods was put on the market and sold on 01/11/18 for 1,510,000.Their shared office in Frontenac is no more and they have separate offices in CreveCoeur. The India natives are graduates of Yale and attended medical school in theCaribbean .AND NOW FOR THE OUTCOME: Agnihotri hired Scott Rosenblum, both a drunkdriver and an expensive criminal defense attorney. Apparently Rosenblum was able to5

convince the County Prosecutor’s staff that slapping your wife, then punching her andthen beating her with a golf club was just a minor offense.On May 25, 2018 Agnihotri pled guilty to an amended charge from felony tomisdemeanor Domestic Assault. On August 16, 2018 he was fined 500 by JudgeKristine Kerr, who thinks punches, slaps and a beating with a golf club only deserves acash fine.Now the green fees at Pebble Beach are 525 plus 44 a person cart fee or a 92caddie fee. The 2,058 square foot house with 3-bedrooms and two baths was recently soldas a tear down.6

MASKED TOWN AND COUNTRY RESIDENTIAL BURGLAR ON VIDEO: A homesecurity video system caught a fat guy who burglarized a Town and Country home onNovember 7. The crime was discovered when the residents returned home from an outof town trip on November 16.The crime happened on the 12800 block of Horton Lane off of Des Peres Road. CATHOLIC SUPPLY MURDER AND SEX ASSAULT CASE: We hope to post thecourt documents in the Catholic Supply Store murder and sex assault case by nextweek. For our out-of-town readers, on Monday November 18 at about 3 PM ThomasBruce, 53, a trailer park resident in Imperial, Missouri entered the Catholic Supply Storeon Manchester Road at Weidman, one block west of the Town and Country City Limitsin unincorporated St. Louis County. Bruce left, but returned with a gun.He then forced two female employees s in the store to perform a sex act on him. A thirdfemale, 53-year-old customer, Jamie Schmitt refused and Bruce shot her in the headkilling her. It was later reported that Schmitt was at the store to buy chains, crosses andbeads so she could make rosary beads for Christmas gifts. Schmitt was a wife andmother.We have since learned that one of the store employees is a 19-year-old teenager.Bruce was charged with 17 different crimes including 1st Degree Murder. DRUNK DRIVER EPIDEMIC IN CHESTERFIELD: Week after week we report on drunkdrivers going off the road and hitting buildings, poles and businesses. This problemseems to be increasing. The city prosecutor Tim “Let’s Make a Deal” Engelmeyer andJudge “Amended Charge” Brunk refuse to set standards where no deals will be made ifthere are DWI accidents, DWI Leaving the Scene of Accidents, Breath Test Refusal andBAC levels reading double the limit. But they only want to take care of fellow lawyersrepresenting drunk drivers and not take care of the public. A thief sprayed the responding mall security officer with pepper spray, which made thisfelony theft also a robbery.Here are video stills of the suspects:By 9:00 pm, less than 8-hours after the theft, Chesterfield Police announced they hadidentified all the suspects, but had not yet made any arrests. I’m sure video from insideVictoria’s Secret was good enough for Chesterfield Police to run the images in the photomug shot data base which resulted in identification.Here is a continuing problem and is a reason that tax supporting retailers are victimizedoften and innocent shoppers including small children are made victims is theChesterfield Municipal Court system. Three convictions of theft in Missouri means thesuspect can then be charged with Felony Theft even if it is under the 750 lineseparating felony theft from misdemeanor. But the suspects have to be convicted.Municipal Prosecutor Tim Engelmeyer and Judge Rick Brunk keep allowing suspects toplead guilty to non-criminal amended charges of “Littering” if they are represented bylawyers.21

I have to believe most of the seven suspects in this incident have been to Chesterfieldto steal before and probably half or more have been arrested in Chesterfield.One officer mentioned to me after seven years of making hundred of arrests he has onlytestified in Municipal Court once. Another officer complained that the prosecutor andjudge refuse to convict thieves of stealing, even if they give them a probation term.Engelmeyer likes to claim that store clerks come and go, but store security managersand store managers don’t and they can testify to the video of the suspects stealing.Engelmeyer doesn’t want to go to trial and wants to help out defense lawyers, screw theretailers and the public.The other problem besides Brunk and Engelmeyer is Mayor Bob Nation and the CityCouncil. Nation reappointments these two and the Council confirms them.Councilpersons who formerly seemed to have common sense, Barry Flachsbart andBarb McGuinness both voted to retain Brunk and Engelmeyer. Councilman Dan Hurtactually praises them when he votes for their retention. Mary Ann Mastoraskos is afriend of Engelmeyer. So far only Michelle Ohley, Tom DeCampi and Ben Keathley (alawyer) have recognized the problem and voted not to keep Brunk and Engelmeyer.WILDWOOD RESIDENT ALREADY WITH CHARGES PENDING IS ARRESTED BYTHE HIGHWAY PATROL: You might think if you were out on bond on Felony TheftCharges from 2016 you would watch your Ps and Qs and do your best to avoid thepolice. Apparently Justin Rucker, 22, of 16365 Peppermill Drive in Wildwood next toClarkson Valley hasn’t figured that out.Justin RuckerRucker was arrested for Felony Stealing and charged with Felony Receiving StolenProperty by the Richmond Heights PD on 07/13/16. The case has dragged on with agrand jury indictment in 2018. His next court date is on December 6. He is out of jailpending trial on a 5,000 bond.22

He just had a criminal charge from March of 2018 in Ellisville amended to a non-criminalcharge of Littering with a 200 fine on 09/13/18.He also has a Speeding Charge of 26 MPH over the limit in St. Louis County pendingsince 08/26/17.Rather than being extremely careful on the before Thanksgiving (11/21/18) he wasdriving a car without valid license plates, while speeding and possessing marijuana.The Highway Patrol stopped him in Northeast Missouri and booked him on all threecharges.DEER GETTING HIT BY THE TWOS: This is from the End of Watch report onWednesday 11/14/18.OTHER DEER REPORTS FROM OUTSIDE OF TOWN & COUNTRY ANDCHESTERFIELD:From the Kirkwood-Webster Times:Des Peres A deer with a mangled leg was reported stuck on a fence in the 12700 block of Wynfield PinesCourt Nov. 2. The deer was shot and Des Peres Street Department removed it.23

A motorist struck a deer Nov. 6 on eastbound Manchester Road near Des Peres Road. The deer left thescene and no injuries were reported.From Missouri Highway Patrol: We can check Highway Patrol crash reportsinvolving deer. However there are far more handled by city police and county sheriffdepartments that are not listed online. The Highway Patrol only enters crashes in theirpublic database if there is an injury or fatality involved. On Saturday at 8:45PM the 35-year-old occupant of a2014 Chevrolet Silverado was injured after the vehicle struck a deer on RT 72 west ofMillersville. She was both take to a hospital for treatment of her injuries.HANNIBAL MAN TOTALS CLASSIC OLDSMOBILE IN FIREY DEER RELATEDCRASH: On Sunday at 3 AM 21-year-old Lucas Tourney of Hannibal attempted toavoid a deer on Hwy 79 in Ralls County, only to have his 24-year-old OldsmobileCutlass overturn and catch fire. The car was totaled. Tourney received minor injuries.25

23-YEAR-OLD FROM FULTON TAKEN BY AMBULANCE TO HOSPITAL AFTER ADEER RELATED EVENT: The driver of a 2005 Dodge Stratus from Fulton wastransported by ambulance from Route H in Ralls County to a hospital in Hannibal. OnMonday 11/19/18 at 8:40 AM she swerved to miss a deer in the roadway and slammedinto a ditch. AND THEN THERE WAS A HORSE OUT FOR A MIDNIGHT STROLL: A PeterbuiltTractor Trailer and a 2013 Toyota were totaled and the 79-year-old truck driver wasinjured after the truck struck a horse in the road on Hwy 5 North of Lebanon, MO onTuesday 11/20/18 at 11:20PM. The horse was forced into the path of the Toyota afterbeing hit by the truck.CITY COUNCIL ALLOWS 18-MONTH DELAY IN SUBMITTING PLANS FOR THENORTHWEST CORNER OF CHESTERFIELD AIRPORT ROAD AND SPIRIT OF ST.LOUIS. The owners/developers of 16 acres on the NW corner of Chesterfield AirportRoad and Spirit of St. Louis Blvd. have not submitted a development plan and haveasked for an 18-month extension to do so.27

EMERALD ASH TREE REMOVAL: A long term plan was developed and approved in2015 as the Emerald Ash Bore (a tree killer) reached Chesterfield. In the last threeyears 2,922 ash trees have been removed. There are approximately 3,787 Ash treesremaining to be removed. Part of the overall plan included sidewalk repair around thetrees and reforestation. The request for replacement trees (not Ash trees) has beenless that staff had expected.bore infected treeIn the original plans it was estimated that 583,000 per years should be budgeted. Afterthree years of review staff is now recommending 419,000 be budgeted for 2019. The2019 ash tree removal project will use leftover funds from the 2018 budget.IN A YEAR HOMEWOOD SUITES GUEST WILL BE ABLE TO GO ANY DIRECTIONLEAVING THE HOTEL: A settlement between the General Hotels Corporation inIndianapolis and the Arco Construction, who is building a pre-school and nursery on the7.4 acre lot between the hotel and Hilltop Center Rd has been made.28

Arco is building “The Kiddie Academy” and hopes to start in early spring on 2019 and becompleted in late November of 2019. Currently guests at the hotel have to make only aright turn onto Chesterfield Parkway. Under this agreement there will be a drivewayfrom the hotel through the Kiddie Academy property allowing guests to exit onto HilltopCenter Drive and use the electric signal at Chesterfield Parkway to go right (towardentrance to WB I-64) or left (toward entrance to EB I-64 and Olive Blvd).The yellow line would be the driveway from the hotel to Hilltop Center Drive.COUINCIL APPROVES 2019 CONTRACT WITH POLICE: For a number of yearsChesterfield Police Officers wanted stronger representation and a contract with the city.Last year they succeeded in getting the first ever contract for police officers and policesergeants, bargained the local Fraternal Order of Police chapter. The contract wasgood for just one year. At the November 19 City Council meeting the Council voted toapprove the contract. The contract includes a clause that salaries can be reduced if anatural disaster occurred causing a significant loss in business revenues. Most placesin the Midwest that would be tornado damage.
