History and CharacteristicsEast Mississippi Community College was organized in 1927 following its beginnings in 1912 as KemperCounty Agricultural High School. The College serves and is supported by Clay, Kemper, Lauderdale,Lowndes, Noxubee, and Oktibbeha counties in east central Mississippi. East Mississippi CommunityCollege is one of fifteen state-supported community colleges. It is accredited by the Commission onColleges of the Southern Association of Colleges and Schools to award the Associate Degree.The physical plant consists of two principal locations. The Scooba Campus, located at Scooba, Mississippi, inKemper County and the Golden Triangle Campus, located at Mayhew, Mississippi, in Lowndes County. TheCollege also offers courses at Columbus Air Force Base, Macon, Naval Air Station Meridian, and West Point.5

This method of delivery is used to offerthese programs by using asynchronous technology.EMCC feels that this delivery method provides a more flexible schedule, easier access, and lower travelcost for students wishing to pursue higher education opportunities. eLearning gives the institution theability to better serve our district by reaching out to more constituents. Online courses are offeredthrough the Mississippi Virtual Community College. This is a collaborative effort between Mississippi’spublic community colleges and the Mississippi Community College Board for Community Colleges.Courses are offered through the Internet via Blackboard Platform. Students may receive the transmittedcourses anywhere Internet service is provided. They may use the campus computer labs and Internetservice or complete the course work from home. While campus attendance is not required, courseworkdoes have defined due dates and proctored testing and exams are required.4. We are simply a part of a world-wide team of institutions thatsupport the teaching of the academy curricula in their organizations or institutions.There are no interim visits. We had to undergo a set of programs, etc. to become an Academy. Oncethat was done, we are good. The curriculum gets updated by Cisco and timelines are given foradaptation. There are structural changes that took place this summer. We just had to re-up ouracademy into the system in the spring. Administration should have that documentation that shows ourlists of what we agree to do and what they agree to do.**We do NOT receive visits from CompTIA. We are simply a part of a world-wide team of institutionsthat support the teaching of the academy curricula in their organizations or institutions.There are no interim visits. CompTIA is what will be measuring Skills Students should have learned.The students will take 2 CompTIA Certification test before graduating. They will take A after first yearand Network after second year.5. Relationship to the U.S. Department of EducationIndicate any limitations, suspensions, or termination by the U.S. Department of Education in regard tostudent financial aid or other financial aid programs during the previous three years. Report if onreimbursement or any other exceptional status in regard to federal or state financial aid.East Mississippi Community College has not received any limitations, suspensions, or terminations fromthe US Department of Education. The institution is in good standing and compliant with theresponsibilities and regulations of Title IV programs.There are no exceptional statuses in regard to federal or state financial aid. The College has never beenobligated to post a letter of credit on behalf of the Department of Education or other agencies.East Mississippi Community College is in good standing with the U. S. Department of Education and iscompliant with all responsibilities and regulations governing Title IV Federal Financial Aid Programs.Based on the Federal Program Review of April 11, 2011, and subsequent appeals, East MississippiCommunity College has agreed to repay 9,852 to the Department of Education in settlement of awardsmade to three students during the FY 2009-2010 and FY2010-2011. East Mississippi Community Collegefollowed proper procedures for appeals offered by the Department of Education from the date of thePreliminary Program Review on August 18, 2011 through the Administrative Court decision on August 2,2012. East Mississippi Community College decided not to request further review of the issue, followingthe decision by Administrative Court Judge Ernest Canellos on August 2, 2012. The issue of liability12
