DavisPublishing Agency, Inc.January, February, March 2016KSBN COMMITTEE REPORTSJune 2015 Education CommitteeThe Education Committee met June 16, 2015and was called to order by Brenda Moffitt, APRN,CNS-BC, Chair at 8:30 a.m. in Room 509 of theLandon State Office Building. The minutes fromMarch 24, 2015 were approved. Beth Daggett, fromthe U.S. Department of Education was introduced.She is observing this meeting for the renewalapplication for KSBN to be recognized by the U.S.Department of Education as an agency to approvenursing programs. Carol Moreland, MSN, RNpresented her Education Specialist report.The site visit report from Dodge CityCommunity College’s ADN Program was reviewed.It was moved to accept the site visit report forDodge City Community College’s ADN programwith recommendations and to reapprove theprogram for a period of time consistent withnational accreditation with a follow-up progressreport in September 2016.The site visit report from Pratt CommunityCollege’s ADN Program was reviewed. It wasmoved to accept the site visit report for PrattCommunity College’s ADN Program withrecommendations and to place the programon conditional approval with progress reportssubmitted event six months with the first reportdue 12/1/15. Follow-up site visit to occur in Fall2017 with the expectation all deficiencies havebeen corrected. KSBN will conduct a site visit atthe same time as future national accreditationvisits.The site visit report from Kansas WesleyanUniversity’s BSN program was reviewed. It wasmoved to accept the site visit report for KansasWesleyan’s BSN Program and to place theprogram on conditional approval with progressreports submitted every six months with the firstreport due 12/1/15. Follow up site visit to occur inFall 2017 with the expectation all deficiencies havebeen corrected. KSBN will conduct a site visit atthe same time as future national accreditationvisits. Kansas Wesleyan University will notifyCCNE within six weeks of this date regardingthe change in their program approval statuswith KSBN to a conditional approval. A copy ofthe KSBN site visit report will be submitted byKansas Wesleyan University with the notificationto CCNE.The following schools/councils presented majorcurriculum changes: Colby Community College ADN & PNprograms Pratt Community College ADN Program Donnelly College PN Program Emporia State University BSN Program Baker University BSN Program Washburn University BSN ProgramRasmussen College requested the approval ofan accelerated BSN Program at the Topeka andOverland Park campuses. It was moved to requestRasmussen College bring to September 2015meeting further information for the committeemembers to review.Fifteen petitions for permission to test/retestwere reviewed and action taken.The meeting was adjourned at 12:00 pm.

The minutes from March 24, 2015 were approved.It was moved to approve the following out of state schools and theircourses: Allen College – Adult – Gerontology Acute Care NP Belmont University – Family NP Creighton University – Acute Care & Pediatrics NP Creighton University – Family NP Kent State University – Women’s Health NP Louisiana State University – Family NP Rutgers University – Women’s Health NP State University of New York at Brooklyn – RNA State University of New York at Stonybrook – Psych/Mental Health NP University of Cincinnati – Family NP & Women’s Health NP University of Colorado Health Sciences Center – Adult NP University of Memphis – Family NP University of Missouri-Columbia – Family NP University of Southern Indiana – Acute Adult/Gerontology NP University of Wyoming – Psych/Mental Health NPThe June Finance Committee was called to order June 17, 2015 at 8:30A.M. in room 560 of the Landon State Office Building in Topeka by BernardBecker, Chair. The minutes of the March 25, 2015 Finance Committee wereapproved as written.M. Blubaugh reported that she spoke with the agency’s budget analystand there was one salary budget adjustment for KPERS: 3,652 for FY 16and 4,004 for FY 17. The appropriation bill, Section 181 (a), (b), and (c)include the provisions that no agency during FY 16 and FY 17 can spendfunds, appropriated or special revenue, on subscriptions to magazines ornewspapers.She also reported that the agency is under budget for FY 15 and has onestaff position still open.It was moved to authorize expenditures of discretionary funds to createexempt renewal and endorsement applications for RN & APRN licensureduring FY15.The meeting adjourned at 8:50 A.M.Kendra Wyatt discussed HB 2280. It was moved to have Board of Nursingrepresentation on the Kansas Chapter ACNM sponsored legislative taskforce.Mary Blubaugh discussed KSA 60-11-121. The statute states exemptlicense shall be granted only to a APRN in Kansas who meets theserequirements: 1) is not regularly engaged as APRN in Kansas, but volunteersAPRN services or is a charitable health care provider and 2) has a license inKansas for five years before applying for an exempt license. The consensus ofthe committee is for Mary to take this forward to the Board.It was moved to approve KSA 65-1151, KSA 65-1152, KSA 65-1165, KAR60-13-111 and KAR 60-13-113 for a five year period without changes.The meeting was adjourned at 2:10 pm.

Hiner, Chair. No Revisions were made tothe agenda. The minutes from the March 2015meeting were approved with corrections.M. Kidwell reported the total number of IOA’sdenied for failure to submit learning objectivesdecreased from April 2015 to May 2015. TheSummary of all denied IOA’s was reviewedwithout further discussion.K.A.R. 60-9-105 & K.A.R. 60-9-106 changeswere reviewed and discussed. The recommendedchanges will be brought to the September 2015meeting.ANCC Certificate of completion requirementsreviewed and discussed comparing to K.A.R. 609-105 & K.A.R. 60-9-106.The following long term provider applicationswere approved pending submission of missingdocuments:B.E. Education Group, LLCSeward County Community CollegeThe Practice Committee met on September15, 2015. KAR 60-7-102 and KAR 60-3-102had been returned to the committee and werereconsidered as both address loss of licenseand replacement. The committee decided toseek insertion of the word “initial” in bothregulations to clarify the language. The fiveyear legislative review included review of KAR60-3-103 and KAR 60-3-108. Suggested changeswere directed to the Board. The committeereviewed the new education program materialfrom Cowley County for Paramedics seekingeducation in community health. The committeeis referring the matter to the EducationCommittee. Rex Patty gave an update on theIV therapy task force. This update included thereview of the newly revised clinical competencychecklist, which was revised to meet currentstandards of practiced. The committee movedto approve the revised clinical competencychecklist as a standardized tool for IV TherapyProviders in Kansas. Further discussion focusedon the clinical portion of IV therapy and currentKansas regulation on IV Therapy, as comparedto a national review on LPN IV Therapy. It wasdecided by the committee that all out of state IVtherapy courses would require review prior to IVcertification into Kansas.The following long term provider applicationswere approved as submitted:Correct Care SolutionsGreater KC Chapter of NAPNAPMemorial Health SystemRemedy Healthcare Consulting, LLCThe meeting was adjourned at 9:33 a.m.InvestigativeCommitteeThe Investigative Committee met on Mondayand Tuesday September 14 and 15, 2015. Thecommittee reviewed the quarterly KNAPaudit noting that there were no noticeablechanges in numbers or percentages from theprior audit. After the regular meeting theCommittee adjourned to perform their quasijudicial function in reviewing cases. Followingthe review was their meeting under the KansasAdministrative Procedures Act.

Page 6 Kansas Nursing NewsletterWhat is KNAP?KNAP is a professional assistance programdesigned to assist all nurses and mental healthtechnicians who have a problem or illness that hasor could impair their ability to practice safely.The Goal of KNAPMental and physical illness, including alcoholand other drug addiction, can potentially impairpractice and health. We estimate that at anygiven time, approximately 10% of the populationis affected. This same percentage is thought to betrue of healthcare professionals.Alcohol and other drug addiction, as well asmental and physical illnesses, are treatable.KNAP works with the program participants toobtain an evaluation, treatment (if indicated), andmonitoring throughout the recovery process.ReferralsSelf-referrals to the program are encouraged,but referrals may be made by a family member,a friend, employer or anyone concerned about thenurse/LMHT.Anonymous referrals are not accepted. A personmay call for information or advice without givingtheir name, however. Referrals may be made bycalling 913-236-7575.KNAP Providers Confidential services to Kansas RNs,LPNs, and LMHTs experiencing problemsand illnesses which could lead to impairedpractice. Interventions, assessments, referrals forevaluation and treatment (if indicated.) On-going monitoring through random urinedrug screens, contact with employers andmonthly groups.Causes for ConcernJob Function Narcotics discrepancies, e.g.: incorrectcounts, alteration of narcotic containers,increased patient reports of ineffective paincontrol, discrepancies on records or frequentcorrections of records, unusual amountsof narcotics wasted, significant variationsin the quantity of narcotics ordered fortechnician's unit or shift.January, February, March 2016 Fluctuations in the quality of eviously conscientious and responsible.Requests to work shifts that are the leastsupervised.Inordinate interest in patients' pain controlmedications.Behavior Increasing isolation from colleagues, friendsand family and avoiding social activities. Complaints from others about workperformance or alcohol or drug use. Mood swings, irritability or depression, orsuicide threats or attempts, perhaps causedby accidental overdose.Physical Symptoms Obvious intoxication such as swaying,staggering or slurred speech.
