Trained volunteers conducteddamage assessments, distributed recovery information, collectedsignatures on legal releases, and assisted with debris removal atseveral impact sites. Mesquite's Fire Corps rehab unit was on hand toprovide hydration and snacks to volunteers working at the Lancastersite.A regional after action review was held at the North Central TexasCouncil of Governments on June 4 to document response efforts andprocesses relating to Citizen Corps and the newly formed PublicWorks Emergency Response Team activations. Strengths andweaknesses were documented and will be used to build strongercapacities for future incidents. Multiple tornado touchdowns and the resulting scope of thetornadoes' impacts caused many delayed mutual aid responses,triggering the region-wide call for assistance.PWERT responded by publicizing resource availability, taking requestsfor aid and communicating public works needs regionally through theRegional Emergency Manager's Listserv. The Team's lead, RonnieBates of Grand Prairie, did an exceptional job of handling those tasksand organizing deployments, especially given the team is still settingframeworks for these processes.Many lessons were learned in the initial PWERT deployment, all ofwhich will serve to make the new team stronger and better equipped tohandle even greater disasters in the future. The need for more regionaldamage assessors, a 24-hour public works point of contact list, andpublic works resource typing were among the lessons noted.PWERT and the supporting Public Works Roundtable members,comprised of public works leaders, regional emergency managers andmany diverse interested parties, also noted the need to increaseregional awareness of PWERT, the team's capabilities, and how torequest aid.Voluntary participation in PWERT from all regional jurisdictions willhelp to ensure immediate aid is available for your jurisdiction in timesof crisis. ThisDepartment of HomelandSecurity sponsored course is provided free of charge to lawenforcement personnel by the Louisiana State University NationalCenter for Biomedical Research and Training (NCBRT), and theAcademy of Counter-terrorist Education (ACE).According to the PreparingTexas.org, "Law enforcement can no longerrely on response tactics of the past. This course addresses technicalaspects of planning and implementing a rapid law enforcementdeployment to an active shooter incident. This is achieved throughclassroom presentations, hands-on performance-based field training,and scenario-based practical exercises."Page 2 of 524 Hour POCDirectoryWe will be contactingall the individuals thathave been selected tobe included the 2012Edition of the 24 HourPoint of ContactDirectory. They also approved the CASA WXExecutive Council Operating and PolicyGuidelines. These changes will allow thegroup to function in a timely manner tosustain the CASA WX project. The CASAWX Executive Council will report directly tothe NCTCOG Executive Board.The CASA WX Executive Council includesliaisons from the Emergency PreparednessPlanning Council (EPPC) and will continueto give updates to the EPPC as needed.This executive council extended invitations recently to the chiefmeteorologists at all the major television networks in our region; as aresult, we now have representation on the Council from several of thenetworks.NCTCOG has applied for a mitigation grant under HMGP 1999 forinstallation of the initial 8 CASA radars in the region. Local Urban Area Security Initiative (UASI) and StateHomeland Security (SHSP) Grant Program leaders responded to thechange by agreeing to fund regional Citizen Corps Programsaccording to grant eligibility in 2012. UASI jurisdictions had theopportunity to apply directly to UASI for 2012 CCP funds earlier thisyear. The working group is lead by Carrie Little, City of GrapevineEMC. The main goals of the working group are to update the currentNCT Shelter Hub Operations Plan, review current shelteringstandards, and coordinate sheltering expectations with TDEM. TheNCTCOG region along with the Texoma COG region have beenidentified by TDEM as a shelter hub for the purposes of all hazardevacuations, but mainly for the purpose of hurricane evacuations alongthe Texas Gulf Coast.The next Regional Shelter Meeting will be held on June 8 from10:00am-noon at NCTCOG; for more information, please contactCarrie Little at clittle@grapevinetexas.gov or 817-410-8100.SHSP Grant Allocations Announced for NCTCOGRegionThe State Homeland Security Program (SHSP) grant is appropriatedby the Department of Homeland Security (DHS) and is designed toenhance the capability for local governments to prevent, protectagainst, respond to, and recover from terrorist attacks and otherdisasters. Due to continued cuts in funding, the EPPC withrecommendations from REPAC, produced a new method to allocateSHSP grant funds for FY2012. This method will help reduce gaps,improve capabilities, and provide a better overall benefit to the region.A full description of the FY2012 process for SHSP allocations can befound in the REPAC Standard Operating Guidelines; which eliminatesthe "Call for projects" and instead utilizes the Regional WorkingGroups to create and submit projects for SHSP funding.To assist with project development, the Regional Working Groupsutilized the Regional Implementation Plan (RIP), which is a grantrequirement that sets goals, objectives, and tasks that need to be metin order to address the needs of our region and fulfill DHS priorities inaddressing terrorist attacks and other disasters. The chairs of eachgroup also met to discuss joint projects that met the priorities set byEPPC. After the Working Groups created and submitted the projects,REPAC and EPPC prioritized the projects, determined if any otherregional projects should be considered for funding, and set parametersfor the projects.
