Page 1August 4, 2020Dear Rancho San Joaquin Residents,Patrol Masters is pleased to announce that the association has decided to continue a parkingpermit program and we will be issuing VIRTUAL parking permits through July 31st, 2021.As of September 1st,2020 only registered vehicles will be allowed to park in thecommon area with a VIRTUAL parking permit or safelisting approval.All residents who wish to continue parking, per the association rules, in the communal areaovernight or as designated in the rules will need to renew their vehicle’s permit by completingand submitting all required documents to Patrol Masters prior to September 13th, 2020 inorder to obtain your 2020 permit in a timely manner.*It is required that you register your vehicles in order to obtain your 2020 safelist code andto be able to have access to your safelisting privilege for guest vehicles. Failure to do socould result in delay of having access to use your Patrol Masters safelist program. *Please note all residents must park vehicles in the designated area listed on theapplication. Failure to comply may result in residents losing their parking privileges.Failure to register your vehicles for the virtual parking permit program by September 14th,2020 could result in the removal of your vehicle from the community at the vehicle owners’expense. Useattached form to register, even if you are not requesting a permit at this time.AUTHORIZED RESIDENT PARKING PERMIT REQUIREMENTS POLICIES &PROCEDURES:If you qualify under ALL of the following conditions and wish to apply for a ResidentParking Permit, the following procedures have been established to help you obtain, andmaintain, a valid Parking Permit:1. It is mandatory to register and complete Patrol Masters registration form annually.2. All Rancho San Joaquin residents applying for a parking permit must complete and return theattached Parking Permit Registration Form and sign and submit the Parking PermitAgreement; (Check if you are just registering vehicles and to obtain Safelist Code orapply for a virtual parking permit)3. Garage inspections are conducted by Patrol Masters for a nominal fee of 35.00 whichcan be paid in check or money order only, made out to Patrol Masters.4. Each resident must utilize all the parking allotted to them at full capacity such asgarage/carport and driveway, if applicable before being able to participate in thevirtual permit program. If you wish to park a vehicle in your driveway, you MUSThave 2 registered vehicles in your garage/carport. For example, excess storage ofpersonal effects in your garage is NOT a reason to leave a vehicle in the driveway.Please note all residents must park vehicles in the designated area listed on theapplication. Failure to comply may result in residents losing their parkingprivileges.5. Each application must include a copy of each vehicle’s current registration certificate. If you havemore vehicles than will fit in your garage/carport AND you have them all registered, youmay shuffle them between your garage/carport and driveway if applicable.6. If a vehicle is not registered within the community, a current utility bill, Lease Agreement orDriver’ s license will be accepted.7. Stored vehicles, Vehicles registered for off-road use only, watercrafts, trailers, and certainmotorcycles do not qualify for participation in the Parking Permit Program and do not count asgarage/carport vehicles.8. An oversized vehicle does not automatically qualify for a parking permit. The associationrequires a garage inspection of all cases where the resident contends that the subject vehicledoes not fit safely into the garage. See “parking permit policy” below for more details.9. A resident area parking permit does NOT guarantee a resident area parking space. Allresident area parking spaces are available on a first come – first served basis.10. Each parking permit is serialized and issued to a specific vehicle.11. While a notice or citation may be placed on vehicles that are in violation of association rules,these notices are provided as a courtesy only. Permitted residence license plates are recorded after the residents have provided theinformation which indicates they have used their two garage/carport spaces and their twodriveway spaces (if applicable) to park properly registered, operational, street legal vehicles,and therefore need a permit for an additional vehicle(s). There is a maximum of onepermitted resident vehicle for each qualified household.13. Patrol Masters will have a list of all units with driveways.14. Residents wanting to change a permitted vehicle to another vehicle must reapply for apermit (no charge) New vehicle must re apply (no charge).15.Any resident with a special situation requiring an additional permitted vehicle must submita written request to the management company, for approval by the association's Boardof Directors.16.Residents are not allowed to safelist their own vehicle and will be in violation.However, if later you wish to register a vehicle for a virtual parking permit you willneed to submit supporting documents as described below.Patrol Masters Inc 1651 E. 4th St. #150 Santa Ana, CA 92701877.648.0602 www.patrolmasters.com

Page 4PARKING PERMITS POLICIES:Regular & Oversized Vehicle Permits:The association requires a garage inspection of all cases where the resident contend s that the subjectvehicle does not fit safely into the garage. Patrol Masters provides garage inspections for a nominal 35.00 fee. Residents must call Patrol Masters to schedule an appointment for such inspection. Theresident will pay the PATROL MASTERS officer 35.00 by Check or Money Order Only at the time theofficer arrives to facilitate the inspection. Please note the following. The fee for the appointment is due whether the vehicle passes or does not. The HOA requires that vehicles fit "safely", not comfortably, into garages.Garages which have been modified to prevent the safe parking of a vehicle will not begranted a Parking Permit.INELIGIBLE VEHICLES:When determining whether a permit may be issued, the following vehicles may be parked in the garage,however, they are NOT counted as qualifying garage vehicle s when requesting a common area permit: Vehicles out of current registration; Vehicles currently registered as non-operating. Stored vehicles not regularly operatedCommercial & Oversized Vehicles:Commercial vehicles do not qualify for parking permits. Commercial vehicles will not be issued parkingpermits; however, they do qualify as a garaged vehicle ONLY. Commercial vehicles are defined as, butare not limited to, vehicles having any of the following attributes: Construction Racks Logos Company names Ladders Toolboxes Over 3/4 tonGates, or lifted gates Flatbeds More than two axles Vans or buses designed to carry more than 10 personsRecreational Vehicle Permits:Recreational vehicles will not be issued parking permits. They are NOT counted as qualifyinggarage/carport vehicles when requesting a common area permit. Page 5PARKING PERMIT APPLICATION PROCEDURES:Residents who are NOT requesting a permit please fill out the registration form belowand send to Patrol Masters.Residents who wish to apply for a Parking Permit must submit the following documentation to PatrolMasters, if requesting a permit. If you are ONLY registering your vehicle(s) for garage/carport and drivewayparking you must fill out the form and follow the steps below EXCEPT, there is NO mandatorygarage/carport inspections and NO Fee. All garage/carport spaces MUST be filled with registered vehiclesprior to using driveway parking.»»A completed Parking Permit Registration Form;Copies of ALL current vehicle registrations, if the vehicle is new the sales contract can besubmitted and designation of which vehicle will be parked in the garage, and outside in commonarea, if requesting a common area permit. The vehicle registration must have a valid onsiteaddress on it; if not, proof of residency is required:1. Something that proves the resident lives on site.a. Current vehicle registrations showing resident name and onsite address.b. Utility bill showing name of resident and on-site address.c. California Driver’s License showing on site address.d. Lease agreement showing the name of resident and on-site address.2. If the vehicle is a company owned vehicle you must provide the followingdocumentsa. Current vehicle registrationsb. Letter on Company Letterhead showing your name and authority to have custody and control ofthe vehicle.3. Submit to mandatory garage inspection and agree to pay garage inspection fee of 35 in check or money order form made payable to Patrol Masters. This is a requirement if you are applying for a permit to park in excess of thosebeing registered for garage/carport and driveway parking. For homeowners/tenantswho do not have a driveway, that would be vehicle #3, if any. Forhomeowners/tenants with a driveway, that would be vehicle #5. P age 6GUEST PARKING SAFELIST PROCEDURES:Day guests do not require a safelist. If you have a guest who will be parked in common areaovernight, that guest’s vehicle must be placed on the safelist, effective between the hours of12:00 a.m. and 6:00 a.m. Each unit is allowed a maximum of 16 overnights in a 60-day rollingtime period.To safelist your vehicle, visit Patrol Masters’ website www.patrolmasters.com and use the onlinesafelist procedures, or call (877) 648-0602 if you do not have online access. Enter the vehicle license plate # and city.Click next.Click on the association name, which will appear on the next screen.Fill in your authorization information if repeat user.If new user, click on “I do not have an account” and createyour own account. Update your information if repeat user. If new user, you will have to enter additional information. Enter the vehicle information, if you are safelisting for the first time, thenclick next. Select the dates you would like to safelist by clicking on the calendarand click on safelist. You will see the confirmation number, which willconfirm your transaction. If you do not get a confirmation number, then your vehicle is NOT on the safelist and issubject to towing.Any vehicle parked after 12:00 a.m. in a communal area in violation of the Association’s Ruleswill be subject to the Association’s Enforcement. Offenders will be towed, subject to theAssociation’s RulesHomeowner’s vehicles may not be placed on the safelist. Safelist is designed forguest vehicles only. Rented units will require Owner and Tenant signatures on this form. Anyform submitted for a rented unit without both signatures will not be processed.It is clearly understood and agreed, that parking in violation of association rules orany requirements above may result in a towed vehicle at the vehicle owner’s expense.All items in this application must be completed in full.
