We also perform additionalcontract audit services upon request.The Interior Business Center performs audits ofclaimed costs incurred and submitted bycontractors for reimbursement under flexibly pricedcontracts. These audits are performed todetermine if the costs are acceptable inaccordance with contract terms, FederalAcquisition Regulation (FAR), Uniform Guidance(UG) and Cost Accounting Standard (CAS) rulesand regulations.Prior to starting an audit, the contractor mustsubmit an adequate incurred cost proposal thatmeets the requirements of FAR 52.216-7(d).Following the submission of the proposal, ourauditors perform an adequacy review of thesubmitted proposal to verify it meets the FARrequirements and is adequate for audit.We perform a comprehensive risk assessment thatwill help scope the audit to ensure we are focusedon the area with the highest risk.Then, we perform the fieldwork testing to examinethe contractor's cost representations and expressan opinion as to whether the claimed incurredcosts are allowable, allocable, and reasonablebased on contract terms and regulations. We recommend Contracting Officersto coordinate with our office as earlyas possible in order for us to meet yourrequired deadlines (i.e., prior to startingnegotiations). Every audit is unique, soit is important to contact us so we canassist you in planning and obtainingtimely assistance. When the audit teamis engaged early, and the contractorsubmits an adequate submission, theaudit cycle is shortened. It is the ratio (expressed as a percentage)of the indirect costs to a direct cost base.An indirect rate negotiation process begins whenthe non-federal entities submit an indirect costrate proposal with supporting documentation,including audited financial statements.
