Leadership MessageAs we close out our 40th year Our 40th year was a celebration! We looked back over the years and took the opportunity to reflect on our unique mission; whereand why it began, while appreciating the achievements made, the growth of the mission, and the impact of the work we do today.Throughout the years all tutors, volunteers and staff efforts confirm Margaret Mead’s claim “Never doubt that a small group ofthoughtful, committed citizens can change the world; indeed, it's the only thing that ever has.”The mission of the York County Literacy Council remains the same at its core – to educate and empower. The eveninghighlighted the Literacy Council’s role and impactinfluence in the York Community. Keynote Speaker,Pennsylvania First Lady, Frances Wolf congratulatedstudents for their commitment to their educationand the Literacy Council our impact. Also honoredwere several individuals who have long contributedto the agency’s success. Among the manyvolunteers lauded was Sherrill Trimpey who wasrecognized for 37 years as a YCLC tutor.PA First Lady, Frances WolfDuring the 40 years, with the help of thousandsof volunteers, board members, and supporters,YCLC has helped more than 10,000 adults.Challenges. Program Expansions.HiSET Test Center: In April 2017 YCLC became a HiSET Test Center for individuals seeking to earn their high schoolequivalency diploma. Test takers are given a paper-based test on two Saturdays a month. YCLC is the only center in YorkCounty to offer the HiSET paper-based test enabling individuals to earn their high school equivalency diploma.Citizen Ready: EL Civics Course: Through collaboration with Pennsylvania Immigration Resource Center (PIRC), CASA, and NewHope Ministries a Citizenship Ready: EL Civics Course is offered. Lessons include American Government, American History, andCitizenship Test preparation, and English language for reading, writing, consultation on the Naturalization and application processes.Pre-Clinical Certified Nurse (CNA) Training Course: This course is designed to better prepare individuals to develop an understandingof the Nurse Aide’s job responsibilities, requirements, terminology, basic tasks performed and dress code. The class will help studentsdevelop strategies for problem solving, working as part of a team, improving their communication skills, and building their self-confidence, allof which are needed for a certified Nurse Aide Training Course. The Pre-Clinical CNA Training Course is free to qualified applicants.Math Readiness Course: Some of HACC applicants' math scores are below college level and therefore, too low to enter into anyprograms with a math requirement. Recognizing the need for developmental math instruction, HACC York turned to YCLC. On January 18,2017 at HACC’s York Campus, YCLC began offering the Math Readiness Course with the objective that these individuals will learn the basicmath skills they need to pass the math portion of HACC’s college entrance exam and continue toward obtaining an associate degree.“CAREER TALKS-WHAT’S OUT THERE FOR ME” is about teamwork! YCLC is inviting business leaders from a variety of industriesto show YCLC students the vast array of career opportunities waiting for them. Business men and women share knowledge abouttheir fields of expertise including the necessary credentials, and what it takes to obtain and retain gainful employment. YCLCstudents have enjoyed presentations on robotics, manufacturing, construction, health care, work ethics, careers in automotive andtrucking industry and obtaining a commercial driver’s license.04YorkLiteracy.org

The Outcome to The Impact‘Full Circle: Embracing All Services’English as a Second Language, Adult Reading & Next StepComing to the YCLC, is the best thing I did in my whole entire life for myself. In 2013, when Istarted the classes from YCLC, I was thinking about improving my English and getting my driverlicense. These classes were so effective, also I worked hard, and dedicated myself to gettingmy driver’s license, Citizenship, a good full-time job, received GED, and I even got myself aCertification from Diamond Certification of America. This is everything that a person needs toget a better life.My tutor and class instructors help me improve my English. I realized my dream was too small,so I reset my dream to a bigger goal. My new goal is to go to HACC for an Associate degree inBusiness Administration. I have been accepted to start classes in the fall semester and I want tofinish the Bachelor degree at Penn State for International Business. I know my goal will be hard toachieve, but I always have been good at doing my best and an excellent student, so I know I canaccomplish it.About eight years ago, I married and moved from China where I was born and raised. My parentshad a farm and sold vegetables. It was hard work and I wanted to move to the city. So I droppedout of school and worked in restaurants and factories. I did attend technical school to learnEnglish. It was there that I met my ex-husband, an American. A year after we were married, wemoved to the United States. I was very difficult at first because I missing my family and cultural.America has so many opportunities and freedoms. I realized I needed to get my driver license,so that I wasn't depended on my husband. I enrolled in the Literacy Council’s ESL Program whereI improved my reading, writing and speaking English and got my driver’s license. I also become aUS citizen and found employment.Since I had dropped out of school, the staff encouraged me to get my HSED. I enrolled in the AdultReading program’s HSE classes and earned my HSED in April 2017. After obtaining my HSED, Iwas referred to the Next Step Program. The coordinator helped me with the HACC admissionrequirements. I was accepted. She suggested that I apply for the Blatner Family Scholarship.The scholarship would help with the cost of tuition. I work 35 hours per week, with supporting myparents. My parents came to America this year and are enrolled in YCLC for learning English, sothey can get a job to support themselves someday. I was awarded the scholarship.I am hoping my education will lead me to a better international position, and then I can improve myquality of life. By doing this, I would like to help other people who like me, that needed a help just likewhen I needed to improve my language and education. I believe that the education, besides food,it’s the most important and efficient to help others, because the education will enhance their lives,both financially and emotionally. This education will be a lifelong benefit to them.Someday I would like to come back to the school to help other students who want to improvetheir English and educations. There are many ways to help students at Literacy Council; I couldbe their teacher, tutor, donor just like you. The Literacy Council changes people’s lives, givesthem an opportunity to have a better job, better pay, better future, and happier life. I can nevergive enough thanks to all my teachers’ and staff in this program."You are teaching the whole person,not just the subject matter. The Outcome to The Impact‘ Serving Others By Improving MyEnglish Speaking Ability’English as a Second Language & Next StepThe Challenge: I could read, write, and understand English. However, I knew that my Englishspeaking was not perfect and wanted to improve my speaking so someday I can work as anurse in a hospital again. In Puerto Rico, I earned a Registered Nurse degree and worked ina hospital for four years. To improve my English speaking, I enrolled in English as SecondLanguage (ESL) program and began taking classes.“Jackie is an extremely fast learner.She has been a definite asset to thebranch and has her own clientele.Customers will actually wait for her.”Debbie Hershey, M&T BankThe Solution: When I heard through theLiteracy Council Next Step Program about a job opening for a part-time bilingual teller at anearby bank, I thought, I need to do this. I need to be with more people who speak Englishso I can practice what I’m learning in my ESL classes. I applied for the position, went to theinterview, and was offered the job.The Impact: I was offered the job and am now employed at M&T Bank. I am assisting clients whoare waiting for me. After being hired as a part-time bilingual teller, it was only a few months beforeI was promoted to full-time bilingual teller. I assist when customers are opening accounts, applyingfor loans and customer issues; help translate with the Customer Service Side of banking in thebranch I work and by phone for other branches.-Jackie‘ The Right Equation’Math Readiness ClassThe Challenge: I have always struggled withmath and was not able to pass the HarrisburgArea Community College (HACC) mathplacement test. My results placed me in thePre-College Mathematics I course; a reviewof the basic operations of arithmetic anintroduction students to algebraicexpressions. The course is designed to helpindividuals pass the placement test. A coursefee is required. After taking the course twotimes, I still failed the math placement test.The Solution: HACC partnered with YCLC tooffer a free Math Readiness course with the06YorkLiteracy.orgobjective that individuals will learn the basicmath skills they need to pass the mathportion of HACC’s college entrance examand continue towards obtaining theirassociate degree.The Impact: HACC told me about the freemath class for students struggling withmath. I enrolled in the Math ReadinessCourse. The course instructor made math funand worked with us until we understood theproblem that was being taught. Not only did Ipass the ACCUPLACER exam, my scoreenable me to skip Pre-Algebra and enroll inPre-College Mathematics II Course (developsand strengthens algebraic skills: Linearequations and inequalities in one variable,ratios and proportions)! My classmatesand I are so grateful for the course and theinstructor’s commitment to go above andbeyond the call of duty to enable us to passand enter the HACC academic program wewill be pursuing.-Margo

The Outcome to The Impact‘ My Parents Are Proud of Me, And That's A Good Feeling’Adult Reading & Court Treatment ProgramThe Challenge: Early on I was recognized as having behavior issues. Education was always an issue becauseof my behavior. I was expelled from most of the schools that I attended. At the end of middle school,I decided cyber schooling was the answer. Unfortunately it wasn’t. I did not apply myself and dropped out.I started a family and worked dead-end jobs, constantly complaining about the careers I couldn’t havewithout an education. After that, I went several years’ unemployed and getting in trouble with the lawand not doing anything about my education. Eventually I had hit rock bottom and finally accepted helpfor my legal issues and mental issues.The Solution: I got accepted into York County Treatment Court and became focused on my sobrietyand education. I started attending night classes with Shana at the Literacy Council.My teacher put a lot of the issues I had with math and language arts into perspective.I applied myself and my mind was strong at maintaining information. I becameconfident in earning my diploma. I was still struggling with math. I began meeting withwith a tutor, Dr. Elser. He help fill in the gaps and explained things that confused me."For a tutor, there is great satisfaction inWe set a goal for me earn my HSE and graduate from court treatment.teaching someone who is eager to learn and inThe Impact: I accomplished these goals. I am SO thankful to the Literacy Councilfor helping me and giving me the strength and confidence I needed to obtain mydiploma. I am proud to now say that I have a great career in the heavy constructionfield as a flagger for Opportunity Construction. I LOVE MY CAREER! My parents areproud of me, and that's a good feeling.-Johnathanwatching a student master a difficult concept.I am impressed by the courage of adult learners whostrive to improve their skills while balancing theresponsibilities of a job and a family while findingthe time to study. Johnathan’s interest andmotivation made the time that I spent tutoringhim rewarding for both of us.”Dr. Robert Elser, tutor‘ Couldn't Do It Alone’Citizen Ready: EL Civics CourseThe Challenge: Six years ago, I come to the United States with my daughter because I wanted freedomfrom a government who can order you to be killed. Although I can speak four languages, I could not speakor understand English. I enrolled in YCLC’s ESL classes to learn English. When I found employment, my workschedule conflicted with attending class. I wanted become a US citizen. Becoming a US citizen is a processthat requires diligence and perseverance; individuals through the naturalization process; complete forms,take test, and be interviewed. I tried to take the test on her own without help and did not pass.The Solution: I knew that I needed help to pass the US Citizenship test to become a naturalized U.S. citizen. When I learned that an EL Civic Course wasbeing offered at YCLC, I enrolled in the class. The EL Civics Course lessons included American Government, American History, and Citizenship test preparation.Pennsylvania Immigration Resource Center and CASA provided consultations with the students on the naturalization and application process.The Impact: I was given a second chance to take the test and interview. The second time I took the citizenship test, I passed and my interviewwent well. I could not wait to tell my father who was in the waiting room the good news and thank my teachers. Weeks later at the US naturalizationceremony, I took the oath of Allegiance and was granted a US naturalization certificate. I am thrilled to be a US Citizen giving me the right to vote.The first thing I did after my swearing-in-ceremony was to register to vote. I continue to attend ESL classes to improve my English with a goal ofenrolling in the High School Equivalency classes and going to college. Currently I am employed at York College where I must speak English.-NsengaChallenges. Solutions. Impact.07
