FROM THE PRESIDENT’S DESKWhy I’m proud to endorseGovernor Jon CorzineNJ FOP PresidentEd BranniganGovernorCorzine hasstood up forNew Jersey lawenforcementofficers like noother governorhas in 15 yearsI’m proud to announce that at the Sept. 16 Board of Directors Meeting, the trusteesvoted to endorse Governor Jon Corzine for re-election.Law enforcement officers are dedicated professionals sworn to serve and protect theresidents of New Jersey. At the same time, we are working-class Americans with thesame concerns regarding honest and responsive government, property taxes, educationand public safety as are all residents of the state of New Jersey.The New Jersey FOP believes that Jon Corzine has been right on the issues thataffect public safety, our profession and our families. Thanks to Governor Corzine’s leadership, 3 billion has been returned to the state pension fund for retired police officersand firefighters. He has contributed more money to the public employee pension systemin three years than his predecessors in the past 14 years combined.We believe that Governor Corzine has shown leadership, vision and compassionwhile demonstrating the ability to work with the law enforcement community. Hesigned into law the 180-day rule. State, county and municipal law enforcement officerscannot be suspended without pay for more than 180 days under this law. If no decisionis rendered within 180 calendar days, the charged person will resume receipt of fullsalary pending a final determination of the complaint. The only exception to the lawwould be allegations of criminal wrong-doing.Laws signed by Governor Corzine that affect law enforcement officers include, P.L.2006, C 54, which requires that all complaints against law enforcement officers for violations of their internal department or agency rules or regulations must be filed within 45days of establishing the grounds for the complaint.Other laws signed by Governor Corzine include: P.L. 2006, C. 77 - intergovernmental transfer program. P.L. 2007, C.59 - counseling for wounded law enforcement officers. P.L. 2007, C. 313 – revises maximum eligibility for the retired-officer carry permitfrom age 70 to 75. P.L. 2007, C.314 - qualified county corrections officers are authorized to carryfirearms at all times. P.L.2008, C.17 - provides family leave benefits for workers caring for sick familymembers, newborn and newly adopted children. P.L. 2009, C42 - expands law enforcement powers of the U.S. Park Police. P.L. 2008, C.23 (the “Kelly Law”) - extends payment of accidental death benefitsin PFRS, SPRS, PERS and TPAF to survivors of certain members of military reserve unitsand National Guard.As you can see, Governor Corzine understands that New Jersey has an obligation tothe courageous men and women who place their lives on the line each day to make ourstreets and neighborhoods safe, and he has acted to live up to that obligation.Governor Corzine has stood up for New Jersey law enforcement officers like noother governor has in 15 years, and now we need to stand up for him.Fraternally,Ed Brannigan, PresidentNew Jersey Fraternal Order of PoliceFALL 20093
