PROGRAM OVERVIEWA Need-Based Grant Program for students attending one of 21 eligibleSouth Carolina Independent colleges.Since creation in 1970, over 985 million in Tuition Grants awarded toover 437,000 students.Provides South Carolina residents the opportunity to afford to attendthe in-state college that best meets their academic needs.

HOW TO APPLYComplete the FAFSA:www.fafsa.govAVAILABLE OCTOBER 1, APPLY USING PRIOR-PRIOR YEAR DATA (2017)Each year, the FAFSA must be received by the federal processor byJUNE 30thA new FAFSA is required by the deadline every year

STUDENT ELIGIBILITYBased on Financial Need as calculated using FAFSA data– Must meet allFederal aid eligibility requirements.Must be South Carolina residents (parents of “dependent” students must bepermanent South Carolina residents). Tuition Grants Program utilizes stateresidency guidelines established by Commission on Higher Education.Grant awarded for 2 semesters. Must attend full-time and must attend Fallterm. Not attending Fall term forfeits the Tuition Grant for the full year.Not available for Summer terms.Tuition Grants limited to four years (five-year programs exception).Eligibility restricted to first four-year degree.

ACADEMIC REQUIREMENTSIncoming Freshmen must rank in top 75% of graduating class OR score900 on SAT (Math and Evidence-based Reading and Writing Sections only) ORscore 19 on ACT OR graduate from a South Carolina high school witha final GPA of 2.0 on the SC Uniform Grading Policy.Continuing students who enroll full-time for the Fall & Spring Termsmust pass 24 credit hours per year AND meet the college’s FederalSatisfactory Academic Progress Requirements. AP/Dual Enrollmentcredits from high school may count toward this requirement duringthe freshman year.

STATE LEGISLATIVE REPORTORIGINAL BUDGET REQUEST:Increase funding by 3.13 million (adjusted to 2.13 million) inrecurring funds to increase Maximum Grant by 150 to 3,350Current Status: Governor’s Executive Budget recommended NOincreases for the Tuition Grants Program. Requested increase was notincluded in the State Budget passed by House. Budget Requestpresented to Senate Finance Higher Education Subcommittee onFebruary 22. Budget is next considered by full Senate FinanceCommittee which will submit its recommendation to the full Senate.

2018-2019 MAXIMUM GRANTMaximum Grants for 2018-2019 have been approved at 3,200 for allTraditional Program students at all colleges.Grant amounts for approved Non-Traditional programs at participatingcolleges/universities range from 670 - 3,200.

TENTATIVE ELIGIBILITY NOTICESThe Commission began its 2018-2019 award cycle on March 13. TentativeEligibility Notices are sent on a weekly basis via a new web-based platform.This year, there will no longer be a three-way identity match as previouslyrequired because all Personally Identifiable Information (PII) has beenremoved from the notification process.A huge THANK YOU to the South Carolina Student Loan Corporation for a13-Year partnership assisting the Commission with its Tentative EligibilityNotifications process saving the Commission (and state taxpayers) over 175,000 in postage alone!

OTHER UPDATES2018-2019 Policies & Procedures Manual sent to all colleges on March15 – PPM Review Signature Form due back by Financial Aid Directorsno later than April 2Enhanced data security controls have been implemented, includingrequired authorized contact confirmation, updated policy concerningdisclosure of applicant information, and more public disclosuresconcerning redaction requirements and privacy policyAnnual SCTG Financial Aid Administrators Meeting potentially movingto late spring/early summer – stay tuned!

Lottery Tuition Assistance CHE staff met with the staff at the Technical College system to discussavailable LTAP funding for summer 2018. Summer full-time student award amount will be 1,044 or 87 percredit hour for summer 2018.

Council of Presidents Scholarship Task Force Recommendations1. Adjust Initial Eligibility Requirements for each Scholarship Program toreflect changes to the grading scale. Projected reduced program coststo the state would equal 4,838,309; and2. Begin Palmetto Fellows and LIFE Scholarship Enhancement awards inthird year of attendance. A cost reduction of 6,720,000; and3. Reduce maximum award amounts of each program. In order to meetthe goal of 29,390,789, a 14% reduction is needed; or4.
