The plan is to use the Eagle Rivertraffic mitigation funds to redesign the Artillery road interchange, with constructionfunded in the 2023 STIP.c) Parks and Recreation Report: Eklutna, Inc. has initiated conversations with Parks and Recabout a right-of -way across Mirror/Edmonds Lake (on the inlet side of the highway) toaccess their land west of the Park. They were promised this right-of-way as part of the landtrade that brought the Baldy access into Eagle River park lands. Reid McDonald hasresigned as manager of the McDonald Center; Fire Lake Arena Management, Inc (FLAMI,the Center’s operator) is hiring a replacement. FLAMI has also initiated conversations withParks and Rec about renewing their contract to manage the Center (up next year) as a solesource contract. Due to COVID, however, most of those contracts are being extended a year,so we don’t have to decide now.d) Chugiak Eagle River Advisory Board Meeting was called for Sept 19th; Patty Friend went;the topic was the Title 23 Code revision, specifically the sprinkler requirement for someresidences. CERAB passed a resolution asking Assembly to delay voting until Oct 27 togive Community Councils time to address the issue.e) Treasurer’s report 277f) Tim Benningfield – CVFD no reportg) Birchwood Patrol Report (Matt) Jeff has an offer on his house and may leave thecommunity shortly. Online school is going much better this year versus last spring. Starting to plan forreturn to in school learning as soon as Oct 19. Starting with elementary schoolstudents. Teachers are significantly more prepared this year.The MOA through the Heritage Land Bank is processing through and initial GIS study ofavailable lands in the CER area. 4 prospective properties in the Heritage Land Bank/MOAholdings are being reiviewed for initial suitability, and 5 Eklutna owned properties. Rod xx presented an alternative site and is seeking CCC support via resolution. Julie Etsey respresenting MEA discussed the alternative site, and stated that they have arevision to the originally planned location that is substantially smaller and provides separationscreening on all sides. She said that the proposed alternative site was considered early in theproject but it has significantly more negative impact when required upgrades to thedistribution network are also considered. Dan xx said the surrounding property owners did not agree to the expansion. And that thenew distribution lines would be buried in the existing right of way. o Legislative update (Rep. Merrick)o AbsentCommunity Updateso Anchorage School Board update (Pat Higgins)o Muni divided into 7 groups, now this is his area. On Monday the Board is adjusting itself becauseof new people. He has more experience than others because he served there before.o As a result of poor results for the reading scores, ASD will push phonics.o He also wanted to address the budget deficit that occurred because having to accommodatedistant learning.o He will also focus on improving the curriculum with a curriculum audit.o Eagle River Community Patrol update (Cliff Cook/John Rathert)o The Patrol donated 33 hours and drove 328 miles.o Starting to see an increase in Birchwood in mail theft. If you have old fashioned boxes, Cookadvised acquiring a PO box or a lock. Some mail carriers are having issues with mail gettingdelivered, a lot at once and then some might target that.o There is a seasonal increase in transient activity, which is very normal.o Trailheads are having an increase in traffic. Cook cautioned attendees to not keep valuables intheir vehicles at trailheads, as thieves may target those cars.o Also, bears are coming out of hibernation so avoid putting trash sit outside on the curb overnight.o As a resident of Powder Ridge, Cook also received a letter from Eklutna. They have applied for aconditional use permit to get their gravel. There is a public notice hearing, with planning andzoning. Starts no later than 6pm in Lousac library, requesting 321.11 acres for reclamation. Notexpected to be any kind of issue.o As an update for the cemetery, Cook explained that there are four proposed sites for cemetery.Crystal Kennedy found money to hire 3rd party to do some surveying and find best place.According to our Comprehensive Plan, we should have one already. The favored location is theland across from Eagle River High School. Hemphill nor Homan attended because the main topic was theSteiner Bridge that crosses Peters Creek, which needs replacement. Looking for left over fundsfrom Wolf Den Road to be used for the bridge. The Road Board is working with Rep. McCarthyto assist.o Advisory Board: Mike Foster (Sean Murphy)o Murphy attended the Advisory Board’s meeting, and the main topic was the cemetery selection site. Finalone was the site over by Eagle River High School. The study was finalized and forwarded to the1

Ways the library is providing service under new health guidelines:o Hold/Pickup: Curbside pickup is available via appointment or call when you arrive. Items will bebrought to you.o Walkup service: Press doorbell on sign. There is no public access to the building due to landlordimposed restrictions.o Virtual Programs – Story time is held 3 times weekly, either live or recorded.o Microsoft Teams.o Four book clubs are available. We have a very wide variety of materials available. If you have any issue with your library card, call us and we’ll work it out. We don’t know when we’ll be able to reopen to the public. We align with the school district opening. Hourly cleaning takes place now (with staff only). When we reopen, limited computer access will be allowed. We offer a personal librarian service in which you submit a request for a particular topic, and we will searchfor books for you. Earthquake repairs: FEMA visited and took pictures of damage.Questions from meeting participants included: An opportunity to browse the books is highly desirable. Why is the library in Wasilla still open but our libraryis closed?Response: The library is part of the municipality so we must follow COVID rules from the municipality.Eagle River Chamber of Commerce: The Chamber currently has five vacant seats including 3 incumbents. Cemetery site selection committee has been placed under Parks & Rec committee oversite. One of the sitesunder consideration is across from ER High School. Other sites are also under consideration but are not in ourcouncil. Baldy Trailhead has been very crowded lately. It may switch to diagonal parking. Eagle River Nature Center has been very busy this summer, particularly by families.o There are 32 new paid parking spots.o A 200,000 grant application is under development for repairs to the salmon viewing deck andbuilding roof.Platting and Zoning: Pete PanareseMr. Panarese provided the following update: A rebuild request for a carport was received. Owls Nest Subdivision (Ptarmigan & Eagle River Lane), Spinnell Homes, Case S12575– There is a public hearingon October 7 to remove the Creek Protection Easement and replace with three additional homesites. In Uplands Subdivision – A water easement has been vacated. Overlook Subdivision - two new roads have been added and access Eagle River Rd. Mr. Crawford was a member of the Legislature from 2000-2010including a member of the Finance Committee. Unlike other states, Alaska taxes the oil industry on net profit ratherthan gross production. Conoco Phillips experienced 26/barrel profit. However, the Nature Center has beena very popular recreation facility, particularly with families. A new, lower parking lot has been opened which provides lower access to trails. A newly paved road providesaccess to the parking lot.

The roof to thebuilding will be replaced and the salmon viewing deck will be repaired. Requesting support for a grant application for 49,200 to add a walkway from the new parking lot to the NatureCenter building, and for gravel and boardwalk to maintain trails near the building.
