Selectmen's ReportTo the Citizens and Taxpayers of the Town of Camden,Maine.The Tenth Annual Report of your town is respectfully submitted. A statement of accounts is made and thefinancial condition of the town shown at the close of the fiscal year ending March 25th, 1901. We approvethe recommendation of the Road Commissioner that #2,500 be appropriated for concrete walks. A less sum will necessitatethe building of more new plank walks. Over #1,500 hasbeen expended the past year for lumber for sidewalks. Thisseems to us an unwise expenditure ot money.The Engine House has been slated, painted, new silledon the front and a concrete walk laid the width of the building at a cost exceeding 350 which has been paid for outof the incidental funds as per vote at the last Annual Meeting. As this account has been overdrawn in the past itcould not be expected that it could be kept within theappropriation. We do feel that considering the permanentway in which the Engine House has been repaired it willprove a good investment of the town's funds.The old part of the Cemetery was put in a creditable condition. As the road machine was in use the earlypart of the season and help scarce we did not deem it expedient to use the balance of the Cemetery Appropriationbut would advise an appropriation of 200 to grade the newpart of the Cemetery the coming year.The forest fire necessitated an expenditure of 572.The School Street Reservoir had to be re-topped at a costof 41 60. Six catch basins have been built, two of whichwere paid for out of the Road and Bridge account, four outof the No Appropriation account and catch basin balancescarried to that account for the building of catch basins. AsMr. Giles failed to keep a separate account this was the

5most feasible way to distribute the account. The conditionsof our sidehills seemed to warrant this outla/ and we trustit will help out the future Road and Bridge account.The care and repairs of catch basins should be included in the above named account as they were designed tosave expense on roads.For the past years the appropriations have been exceeded to such an extent that the treasury is contiuuallyshort of funds. Officials cannot do business advantageously otherwise than on a cash basis. We would urge that anappropriation for outstanding bills be given careful consideration and some means provided to meet the Spring billsin accordance with a recommendation of the Treasurer,The Assessors are not satisfied with the assessment ofthe past year and deem it of vital importance that our assessments and collection be done in accordance with the requirements of the statutes, that a small but reasonable appropriation be made to have the County and Town roadslocated and marked, and the property bounded. We feelsafe in guaranteeing that the tax-payers will be more thanrepaid for the outlay the first year.Mr. Williston Grinnell made a claim upon the Townfor damages on account of the outlet of the Sea street sewer built in 1899 across his private property. As no recordsappeared granting such right of way the selectmen filled inthe excavation caused by said sewer and left the land graded to fully its normal conditions. We further agreed tobring the matter before the inhabitants at the present Annual Town Meeting. We call your attention to the Articlein the Warrant for this purpose for consideration.Werecommend that the town give the Selectmen definite instruction in regard to abatements and assessments. Wehave followed the custom of our predecessors and recognize the fact that abatements are large and the demand forthe same is increasing also that many of the towns assess aclass of property that is apparently overlooked withoutproper effort to look up. A board would not feel to overstep old and established customs without a definite expression of the voters.

12accidents from their unsafe conditions; so there was no alternative but to repair the bridges and culverts mentionedalso the Gould bridge on which there was extra expenseson account of the grading of the road at that point a washout having taken place, brought about by a rise in thestream occasioned by the placing of extra flush boards onthe dam of the Camden Woolen Co. I have rebuilt thetwo Carle bridges. Sea street in front of Capt. French'sresidence had to be raised and put in shape also the finishing the wall and rail on Atlantic ave. bridge. Many of thestringers of the sidewalk were in such rotten condition thatthey had to be replaced by new, and the walks themselvesin such a state from age and patching that the only waywas to put in new. These and the high prices in lumberand nails will account largely for the increase in the account.I would recommend that there be raised 4,500 for theroad and bridge account as so many culverts and bridgeswere rebuilt last year a larger sum will not in my opinionbe needed this year; also that the sum of 2,500 be raisedfor concrete walks. Last year there was expended on sidewalks 2,522.18 and in addition to this 1,008.40 for concrete walks making a total of 3,530.58 for plank and concrete walks and yet the walks are in bad condition owingchiefly to the use of plank in previous years. Ten miles ofplank walks mean a large outlay continuously repeatedyear after year. I have a letter from Mr. Haward saying:"that for a 2,000 or more contract on concrete walks thathe can give the town much better prices than before." Irecommend also that the town vote to establish a gradeline where concrete walks are laid also that the town buy anew road machine as the old one is all worn out.C. F. PAYSON, Road Commissioner.
