MARION COUNTY COMMISSIONSEPTMEBER 24, 2014The Marion County Commission sat in regular session pursuant to itsadjournment on Wednesday, September 17th, 2014. Present were CommissionerElliott, Commissioner VanGilder and President Tennant.The proceedings of Wednesday, September 17th, 2014, together with those hadand done under the supervision of Janice Cosco, Clerk and Recorder for theMarion County Commission on September 18th, 19th, 22nd and 23rd, 2014 wereapproved as submitted and signed.Bill Preston of the Everlasting Covenant Church led the Court with a prayer.Columba Carpenter led the Court with the Pledge of Allegiance. PresidentTennant called the meeting to order. Commissioner Elliott moved to dispensewith the reading of the minutes of Wednesday, September 17th, 2014 and acceptthem as presented. Commissioner VanGilder seconded. President Tennantconcurred.For the record, note James Priester, Assessor presented to the CountyCommission the following Exonerations for approval.Dated September 24, 2014Nos. #2014-922 through #2014-928Pursuant to the recommendation of James Priester, Assessor and approval ofPatrick Wilson, Prosecuting Attorney; Commissioner Elliott moved that thePresident sign Nos. #2014-922 through #2014-928. Commissioner VanGilderseconded. President Tennant concurred.The Commission received an Order Filing Petition and Setting Hearing Datefor the Removal of Roger L. Plyman as Executor of Maxine E. Plyman,deceased. County Administrator Kris Cinalli stated that the Hearing would beset on Wednesday, October 29, 2014 at 10:30 a.m.1

President Tennant concurred.The Commission received an Order Confirming and Ratifying FiduciarySupervisor’s Report of Claims and Settlement Reports; Order #354.At a Regular Session of the County Commission of Marion County, WestVirginia, continued and held for this County at their offices in the J. HarperMeredith Building on the 24th, day of September, 2014.2

Glance, Fiduciary Supervisor for Marion County, WestVirginia, and presented to the Commission his Report of Claims and First andFinal Settlement Reports for the following estates which reports he has filed in theOffice of the Clerk of the County Commission, pending confirmation. There beingno objections received to these reports and no errors appearing, the Report ofClaims and First and Final Settlement Reports are hereby ratified, confirmed andapproved.3

President Tennant concurred.The Commission received a presentation from Kate Green, Main StreetFairmont Director, for funding for the Feast of Seven Fishes. Wayne Worth aBoard member of Main Street Fairmont presented the request of 5,000.00 to theCommission. Commissioner Elliott stated that there was no amount listed in therequest; therefore he asked if the Commission could review their financials andthen make a decision by next week. President Tennant asked if Main Streetcould supply the Commission with their financial report on the Feast. Mr.Worth stated that they would submit their financial report to the CountyAdministrator Kris Cinalli for the Commissions consideration.For the record, note the Commission received the American Bituminous Powerpartners, L. P. Renewal R-1038-88; Renewal #4 for public review.4

MARION COUNTY COMMISSIONSEPTMEBER 24, 2014For the record, note the Commission received the notice from Time WarnerCable of services and stations agreements about to expire.Lloyd White Director of the Marion County Board of Health made apresentation of things that are going on with the Board of Health. He talked aboutthe Ebola virus which in mainly overseas and Enterovirus D68, which has affectedpeople in West Virginia, 4 cases. He added none in the immediate area. Lloydalso added that the Health Department will be giving flu vaccines at all of the localsenior citizen centers and will go to any business who requests the service and theonly cost is that of the vaccine for business. Lloyd also added that the HealthDepartment is reviewing preventative care measures that could assist localresidents in not getting ill. Lloyd added that the reason for this is that there hasbeen an increase Medicaid recipients and a drop in medical providers and thiscould possibly lead decrease in service to those individuals or a longer wait. Hebelieves that preventative care could assist local health care providers as well asresidents with that assistance.5

MARION COUNTY COMMISSIONSEPTMEBER 24, 2014Charlie Reese presented his update on The Korean War Memorial and addedthat Chuck Shields is reviewing to determine if the monument is located on Countyproperty; then the Hotel/Motel Tax Funds can be utilized for the construction ofthe monument. Charlie stated that the fence was completed today around theplayground; done by American Fence. Charlie also stated that the MaintenanceDepartment is performing the re-habilitation of the Amphitheater at Palatine Parkand the work should be finished by Friday; and this is saving the Commission agreat deal of money on this project. Commissioner VanGilder asked if thesupplies needed were being purchased from local Marion County Businesses.Charlie Reese answered in the affirmative.There being no further business to come before the County Commission, it isordered that this Commission do now recess until, Wednesday, October 1st, 2014 at10:00 a.m. for the next scheduled County Commission Meeting.Burley “Butch” Tennant, President6
