Recovery Housing is affordable, alcohol and drug free and allows the housemembers or residents to continue to develop their individual recovery plans and tobecome self-supporting. Recovery Housing must co-exist in a respectful, lawful, nonthreatening manner within residential communities in Ventura County. Theterms RFP, RFP Solicitation, or Solicitation refer to all proposal documents andrelated addenda produced by VCBH and provided to prospective bidders. Theterms Successful Proposer, Successful Respondent, Successful Contractor, andContractor may be used interchangeably in this RFP and shall refer exclusively tothe organization with whom VCBH enters into a contract because of this RFP.1.3VCBH BackgroundVCBH is the public authority at the County level that is responsible for mental healthand substance use treatment, prevention, and education services. As a publicagency, VCBH is responsible for assisting many of the County’s most vulnerableresidents. VCBH provides leadership, coordination, and oversight of prevention,early intervention, treatment, and recovery support services for the followingpopulations: adult, perinatal and adolescents.VCBH is committed to providing comprehensive mental health and substance useservices and ensuring that a full continuum of care is available for our clients.VCBH provides mental health and substance use disorders treatment servicesthrough county operated outpatient clinics, regionally based county service teams,and various contract providers. VCBH strives to ensure that the mental health andsubstance use disorder services that are provided to our clients are consumerdriven, integrated, recovery oriented, and culturally competent.1.4Recovery Housing BackgroundIn November of 2016, the Department of Health Care Services (DHCS) releasedMental Health and Substance Use Disorder Services (MHSUDS) InformationNotice No: 16-059 that allows counties who enter into a state-countyintergovernmental agreement to participate in the Drug Medi-Cal OrganizedDelivery System (DMC-ODS) waiver to use Substance Abuse Block Grant (SABG)funds to pay for room and board for Recovery Housing. The information noticeprovides guidance that Recovery Housing residences can be paid for using SABG6

Ventura County went live with theDMC-ODS waiver on December 1, 2018 and wishes to add Recovery Housing tothe continuum of care.Recovery Housing is intended for cooperative living of individuals who arerecovering from a substance use disorder. A resident’s responsibility for theenvironment sets it apart from formal recovery programs. By adding RecoveryHousing to our continuum of care, we also increase the likelihood of clientsengaging in Outpatient Treatment, which will decrease overall substance use andhomelessness in our community.Recovery Housing is a safe, clean, sober, residential environment that promotesindividual recovery through positive peer group interactions among housemembers and staff. Recovery Housing is affordable, substance free, and allowsthe house members or residents to continue to develop their individual recoveryplans and become self-supporting.1.5Target Population BackgroundVentura County Population InformationIn 2019, Ventura County had an estimated population of 846,006, a 2.45%increase from 2010. The median household income is 84,017 (in 2018 dollars).However, 9.1% of people in the County are at or below the poverty line. Thirty-ninepercent (39%) of households speak a language other than English as their primarylanguage, with 31% of households speaking Spanish as their primary language inthe home.Ventura County’s population is divided into the following age groups/percentages: 17 years of age and under23% 18 to 6461% 65 years and over16%Ventura County’s race and ethnicity percentages are as follows: Caucasian/White45% Hispanic/Latino43% African American2% Asian/Asian Pacific Islander7% Mixed2% Other1%7

For theperiod of December 1, 2018 through August 31, 2020, VCBH served approximately2,811 adult SUS clients in various levels of care that represents approximately .3%of the overall Ventura County population. The demographics of the VCBH SUSclient population are:Ethnicity Mexican/Mexican American Not Hispanic Other Hispanic/Latino Unknown39%42%7%12%Age Group 18 to 65 .99% 65 .1%Primary Language English Spanish1.697%3%BudgetTo assist VCBH in determining the potential cost of a bidder’s services, bidder’smust use Attachment A to submit budgets and supporting schedules that respondto the staffing guidelines, training, supervision, management, and services detailedin this RFP. Respondents are to submit two budget proposals that respond to therequirements detailed in this RFP, and which covers an 8-month period with theoption for one additional one year extension. The first year one budget is for thefive (5) month period of February 1, 2021 through June 30, 2021. VCBHrecognizes that the selected provider will need to conduct various start-up activitiesin advance of and in preparation for program services delivery, therefore, the yearone budget should include a start-up budget and an operational budget. Both astart-up budget and regular operational budget template are provided inAttachment A. The second year two budget is for the twelve (12) month period ofJuly 1, 2021 through June 30, 2022 and should reflect a fully operational servicesbudget. Expenses are to detail staffing, direct operational expenses, and indirectexpenses (indirect expenses not to exceed 15% of direct expenses and shouldinclude the type of expenses that are not tied to the direct provision of clientservices). For each budgetary line item, in the cost assignment explanation columnof the budget tab of Attachment A, include a description of the item, your8

The questions and answerswill be made available on the Bonfire System under the Messages Section (seePublic Notices) 6071.9Bidder Eligibility and QualificationsTo be deemed eligible and qualified to submit a proposal of qualifications, arespondent must demonstrate in their proposal that they meet the followingminimum requirements by the deadline that is specified to submit a proposal. Arespondent that does not demonstrate that they meet these minimum requirementswill be considered non-responsive and will not be eligible for evaluation andconsideration for award of the contract.California Secretary of State Business Entities SearchBusiness entities registered with the California Secretary of State as a corporation,limited liability company, or limited partnership must have an active statusdesignation on the California Secretary of State Business Entities Search website.VCBH will not review a proposal submitted from an entity that has any other status9

VCBH plans to use the following link to verify a business entity’sstatus: https://businesssearch.sos.ca.gov/. Each respondent should verify theirstatus designation prior to submitting a proposal of their qualifications. If arespondent’s status requires correction, this correction must be made prior to thesubmittal of their proposal of qualifications.Vendor Required ExperienceA respondent must have a minimum of two (2) years’ experience in operating andproviding Recovery Housing services. In their proposals, respondents will need todetail services they have provided that are similar to the services outlined in thisRFP without a plan of correction or contract failures.Vendor RequirementsVentura County is soliciting bids for qualified vendors to provide Recovery Housingto adult VCBH SUS clients who will be referred through the VCBH-SUS CareCoordination Team and are actively engaged in concurrent Outpatient Treatmentservices. At a minimum, Bidder must have the following:a. Have current certifications through the California Consortium of AddictionPrograms and Professionals (CCAPP);b. Membership in a Sober Living Network;c. Must comply with the National Alliance for Recovery Residences andards-and-certification-program/d. Organizational, Operational and Administrative Standards;e. The Recovery Housing is a legal business entity and will have a businesslicense or incorporation document posted and visible to public;f. The Recovery Housing will have a written mission and vision statementconsistent with The Sober Living Network’s quality standards and businesspractices;g. The Recovery Housing will have written code of ethics and adhere to State andFederal laws as outlined by the Sober Living Network;h. Be available for services in a twenty-four (24) hours, seven (7) days per weekcapacity;i. Each facility must have current Policy and Procedure Manuals that set forthrules, regulations, expectations, and governance and grievance procedures.Unless otherwise provided herein, the successful respondent shall: Contractor shall comply with any and all federal, state and local laws asresidential housing member of Ventura County.10

Ventura County Behavioral HealthSUBSTANCE USE SERVICESRECOVERY HOUSING RFPSECTION 2.0INSTRUCTIONS TO BIDDERS/RULES GOVERNING COMPETITION2.1Submittal DeadlineCompleted proposals should be submitted through the Bonfire s/31607) no later than 5:00 p.m.,November 2, 2020.Bidders are allowed to submit more than one proposal with different methods ofmeeting the RFP requirements. If a bidder submits more than one proposal, oneproposal must be marked “Base Proposal” and the others shall be marked“Alternate Proposal 1”, “Alternate Proposal 2”, etc. Each base proposal andalternate proposal shall be submitted in accordance with the terms and conditionsof this RFP.Bidders are responsible for making certain their proposals are received on orbefore the proposal submittal deadline. The receiving time in the Bonfire Systemwill be the governing time for acceptability of proposals---no late submittals will beallowed.2.2Proposal ResponseBidders must submit their proposals and all required information and forms by thesubmittal deadline. Proposals failing to provide complete information may bedeemed non-responsive. Bidders should keep copies of their submittals for futurereference.2.3Modification of ProposalsIf a bidder wishes to make modifications to a proposal that has already beensubmitted to VCBH through the Bonfire System, they must withdraw the proposal tomake the modifications. All modifications must be made and submitted inaccordance with the terms and conditions of this RFP. It is the responsibility ofthe bidder to ensure that modified proposals are resubmitted through theBonfire System before the submittal deadline. Proposals cannot be changed ormodified after the submittal deadline.2.4Opening of ProposalsProposals will not be opened publicly. However, a list of the names of theorganizations that submitted a proposal will be available within a reasonable timeafter the submittal deadline. Proposals will be made public and may be inspectedat the time of award.2.5Examination of the RFPBidders should carefully examine the entire RFP, any addenda thereto, and all12

Failure or omission to examine any form, instrument or documentshall in no way relieve bidders from any obligation with respect to this RFP.2.6Proposal ValidityProposals submitted hereunder shall be firm for 120 calendar days from the duedate and through the initial 20-month period of operation.2.7Proposal Content/FormatTo be considered responsive, proposals should address all items identified in thisRFP. Proposals should be prepared in such a way as to provide a straightforwardand concise discussion of the bidder’s ability to provide the services described inthis RFP and meet the needs of VCBH.Please note that some RFP questions require that the bidder provide a detailedresponse and/or attachments. Failure to provide a complete response may begrounds for the rejection of a proposal. Emphasis should be concentrated onconformance to the RFP instructions, responsiveness to the RFP requirements,and on completeness/clarity of content.In order to facilitate the evaluation and comparison of all submitted proposals,bidder proposals should be submitted in the format described in this RFP.Specifically, each section and all attachments should be clearly labeled. Formatinstructions must be adhered to; all RFP requirements and requests for informationin the proposal must be responded to; all requested data must be supplied. Failureto comply with this requirement may be cause for rejection.Please respond to this RFP solicitation on 8 1/2" X 11" paper using either TimesNew Roman or Arial font and no smaller than 12-point font size. Margins shouldbe one inch all around. All pages must be numbered. Single or double spacing isacceptable.2.8Costs Incurred in RespondingVCBH will not pay any costs incurred in proposal preparation, presentation,demonstration, or negotiation. Nor does VCBH commit to procure or contract forany services. All costs of proposal preparation shall be borne by the bidder. It isunderstood that all proposals, inquiries, and correspondence relating to this RFPand all reports, charts, displays, schedules, exhibits, and other documentation willbecome the property of VCBH when submitted to VCBH and may be considered13

VCBH assumes no liability for any costsincurred by bidders throughout the entire selection process.2.9AddendaVCBH will issue written addenda to make changes, additions, or deletions to thisRFP. Addenda will be sent to all known bidders that complete an intent to bidwithin the Bonfire System and said addenda will be made available through theMessages Section (see Public Notices subsection) of the Bonfire System 07It is the responsibility of each bidder to ensure that VCBH has their correctbusiness name, address, and contact information on file in the Bonfire System.Any prospective bidder who obtains a copy of the RFP documents from any othersource other than the Bonfire System is responsible for advising VCBH that theyhave said documents and that they wish to receive subsequent Addenda.2.10Confidential and Proprietary DataAll materials received relative to this RFP will be kept confidential, until such timean award is made, or the RFP is canceled, at which time all materials received willbe made available to the public. All received proposals will be subject to theCalifornia Public Records Act, Government Code §6250. Under the CaliforniaPublic Records Act, VCBH may be obligated to provide a copy of any and allresponses to this RFP, if such requests are made after the contract is awarded.One exception to this required disclosure is information which fits within thedefinition of a confidential trade secret (Government Code section 6254(k)) orcontains other technical, financial, or other data whose public disclosure couldcause injury to the bidder’s competitive position. If any bidder believes thatinformation contained in its response to this RFP should be protected fromdisclosure, the bidder must specifically mark the pages of the response thatcontain the information. The County will not honor any attempt by the bidder todesignate its entire proposal as proprietary.2.11Commitments, Warranty, and RepresentationsThe proposal submitted in response to this RFP will be included as part of the finalcontract. Bidders are cautioned that if a contract is awarded as a result of thisprocurement process, any written commitment by a bidder within the scope of thisprocurement shall be binding upon the bidder whether or not incorporated into acontract document. Failure of the bidder to fulfill any such commitment shall renderthe bidder liable for liquidated or other damages due to VCBH under the terms ofthe contract. For the purpose of this procurement, a commitment by a bidderincludes:14

Any representation by a bidder in a proposal, supporting document, ornegotiations about the services to be performed (regardless of the factthat the duration of such commitment may exceed the duration of thecontract).Proposal Validation/Evaluation/AwardValidationProposals will be checked for the information required to conform with this RFP.The absence of required information may be cause for rejection.EvaluationThe successful bidder shall be chosen in accordance with, but not limited to, thefollowing criteria:1.Proven PerformanceThe bidder’s background, experience, and organizational stability willbe assessed. The evaluation will focus on the bidder’s record ofsuccessful service and support to accounts of comparable size andenvironment. The ability of the bidder will be evaluated in terms oftechnical resources, staffing, and staff experience.Client references will be contacted and their responses will becomea part of the award/review process.2.Compliance with Contract Terms and ConditionsThe ability of the bidder to meet and abide by the contract terms andconditions set forth in the attached agreement without requiringmodification to the agreement.3.SupportEmphasis will be placed on the bidder’s ability to service and supportthe needs of VCBH and the clients/families we serve. The Bidder’sorganizational structure, staffing plan, and method for meeting therequirements of this RFP, in the most efficient manner possible, willbe an important consideration.15

Ventura County Behavioral HealthSUBSTANCE USE SERVICESRECOVERY HOUSING RFPSECTION 2.0INSTRUCTIONS TO BIDDERS/RULES GOVERNING COMPETITION4.Requirements/Specifications (plan and approach)Proposals will be evaluated on the following: general quality andresponsiveness to the terms, conditions, and time of performance,completeness and thoroughness, grasp of the work to be irements/specifications outlined in this RFP.5.CostThe proposals will be evaluated on the basis of the bidder’sreasonableness of cost.AwardThe contract will be awarded to the bidder offering the most advantageousproposal after consideration of all evaluation criteria set forth herein. The criteriaare not listed in any order of preference. VCBH will establish an EvaluationCommittee that will be responsible for evaluating all proposals received inaccordance with the evaluation criteria. The Evaluation Committee may also: Contact and evaluate the bidder’s and any subcontractor’s referencesContact any bidder to clarify any responseContact any current users of a bidder’s servicesSolicit information from any available source concerning any aspect of aproposalSeek and review any other information deemed pertinent to the evaluationprocess.VCBH reserves the right to establish weight factors that will be applied to thecriteria depending upon order of importance. Weight factors and summary ofevaluation scores will not be released until after award of the contract. VCBH willnot be obligated to accept the lowest priced proposal, but will make an award inthe best interests of VCBH after all factors have been evaluated. While VCBHintends to enter into a contract for these services, it will not be bound to do so.VCBH reserves the right to reject any or all proposals.VCBH shall be the sole judge of the successful offers hereunder. VCBH reservesthe right to award the contract to a bidder that might not have submitted the lowesttotal price and negotiate with any or all bidders. Bidders are advised that it ispossible that an award may be made without discussion or any contact concerningthe received proposals. Accordingly, proposals should contain the most favorable16

DO NOT ASSUME that you will becontacted or afforded an opportunity to clarify, discuss, or revise your proposal.Award will be by means of a written contract with the successful bidder. ANotification of Intent to Award may be sent to any selected bidder, but does notobligate VCBH to award the contracts until the completion of the entire RFPprocess. Award is contingent upon the successful negotiation of the final contractterms. Negotiations shall be confidential and not subject to disclosure tocompeting bidders unless an agreement is reached. If contract negotiationscannot be concluded successfully, VCBH may negotiate with the next highestscoring bidder or withdraw the RFP. County Board of Supervisor’s approval isrequired for all contracts that exceed 200,000.The contractor shall not commence work until a meeting is held betweenrepresentatives of the contractor and VCBH.
