Scott Anderson, Planning Director,described the term “aquaculture.” Commissioners expressed their concern for ensuring community awareness andinvolvement when ordinance changes are being proposed. Mr. Hoekman and Mr. Anderson spoke on thecommunity members and entities that have been involved to date regarding the proposed changes. Aside from thecommunication channels already in place, Mr. Anderson stated he would contact the local township supervisors toget notice of the hearing to the public. Commissioner Bender also suggested press releases in the ruralnewspapers. MOTION by Karsky, seconded by Bender, to authorize the Auditor to publish a Notice of Hearingon August 8, 2017, to consider the rezoning amendment. 5 ayes.PUBLIC COMMENTRobert Kolbe, 636 W 21st St, Sioux Falls, commented on the County’s current revenue sources and offered ideasfor additional sources.PROCLAMATIONKen Teunissen, Commander of Chapter 5355, Heart of the Plains, Military Order of the Purple Heart, alongwith Commissioner Beninga, read a proclamation designating Minnehaha County as a Purple Heart County. Mr.Teunissen introduced George Ambrosius, Ritch Wilson, and Mark Williamson who are members of the MilitaryOrder of the Purple Heart. Commissioner Beninga announced the Purple Heart Run truck will be at Sioux FallsFord on West 26th Street, Sioux Falls on July 19, 2017, for a ceremony that morning. Mr. Teunissen introducedTerry Paulsen, President of the South Dakota Veterans Council, who spoke on the Council’s priority to establisha State Veteran’s Cemetery on the east side of South Dakota.HIGHWAY FUNDBob Litz, Auditor, requested a change to a decision made by the Commission on June 20, 2017. On that day, theCommission authorized the Chair to sign the Maintenance Agreement and Jurisdiction Transfer with theSDDOT for portions of South Dakota State Highway 17 for a total cost of 1,640,000, and authorized theproceeds to be deposited into Minnehaha County’s Building Fund upon receipt. The Department of LegislativeAudit has recommended depositing the proceeds into a restricted account within the Highway Fund. This willallow the proceeds to be utilized for regular highway maintenance should their intended purpose not come tofruition. MOTION by Karsky, seconded by Bender, to authorize the proceeds from the Maintenance Agreementand Jurisdiction Transfer with the South Dakota Department of Transportation for portions of South DakotaState Highway 17 be deposited into the Minnehaha County Highway Fund under ASN 13978, JurisdictionalTransfer. 5 ayes.AGREEMENTSJudy Wehrkamp, Senior Deputy State’s Attorney, presented an agreement between Minnehaha County and theState of South Dakota for the State to provide funding to reimburse the services of Qualified Expert Witnesses forabuse and neglect cases. The Indian Child Welfare Act (ICWA) requires the testimony of a Qualified ExpertWitness for abuse and neglect court proceedings in state court involving Indian children. The agreement shall beeffective June 1, 2017, ending May 31, 2018. The State will provide four (4) quarterly payments for a totalamount of 108,276.00 for all cases during the period of the agreement. Judy Wehrkamp also presented anagreement between Minnehaha County and Luke Yellow Robe to provide the Qualified Expert Witness serviceeffective June 1, 2017, thru May 31, 2018. Mr. Yellow Robe will be paid the sum of 108,278.00 for the one-yearterm payable in four quarterly installments, with the first payment due upon receipt of funds by the county fromthe State of South Dakota. MOTION by Bender, seconded by Barth, to authorize the State’s Attorney’s Office to

1474107/11/2017sign the agreement with the State of South Dakota Department of Social Services Division of Child Protectionand the agreement with Luke Yellow Robe for Qualified Expert Witness service. 5 ayes.PURCHASEDJ Buthe, Highway Superintendent, requested authorization to purchase two truck bodies and hydraulic systemsfrom Custom Truck Equipment. A bid was awarded to Custom Truck Equipment on September 27, 2016, by theMinnehaha County Commission. Because it has been less than a year from the bid award, the bid pricing is stillavailable. The price per unit is 64,248 for a total of 128,496.
