City of Rexburg Recreation Center Consultation Request for ProposalsPurposeThe following scope of services is presented for consideration anddevelopment of proposals. Some elements identified below may beeliminated or modified for this particular project. Final elements will bedetermined following the selection of the consultant.The cost to prepare the proposal and travel to project interviews shall bethe full responsibility of the proposer.The City of Rexburg is seeking clarity and recommendation on the needand feasibility of creating a Recreation Tax District with the intent to build aRecreation Center with Indoor Aquatic Amenities. The citizens of Rexburghave indicated that there is a need for indoor recreational opportunitiesspecifically during the colder months of the year. Indoor Aquatics has beenthe main focus of feedback from the community. The City of Rexburgcurrently provides an outdoor pool and has identified the area adjacent tothe outdoor pool as the preferred location for a proposed rec center withthe intent of combining the two facilities. A map of the preferred sitelocation is included in this document.The City of Rexburg is seeking a consultation to guide the decision onwhether or not to move forward with proposing a Recreation Tax District.Included in this consultation, the City of Rexburg is seeking clarity andrecommendation on the following questions:-what rec center amenities are prioritized by the community?-what would the increase in taxes be to property owners to operatethe tax district and build the rec center?-what should the recommended recreation tax district boundary be?-how favorable would the community be in regards to voting for thetax district and rec center?Scope of ServicesThe City of Rexburg desires to enter into a contractual agreement with aqualified Consultant to evaluate and recommend regarding the followingareas for a proposed Recreation Tax District with the intent to build aRecreation Center with Indoor Aquatics Amenities.
City of Rexburg Recreation Center Consultation Request for ProposalsTasksThe RFP Scope of Services is organized into the following tasks:Task 1: Kick-off/Review Existing DataTask 2: Market AnalysisTask 3: Rec Center Needs AssessmentTask 4: Develop Multiple Programming/Build ScenariosTask 5: Capital Costs/Operations AnalysisTask 6: Community EngagementTask 7: Final Report/Submit DeliverablesProject Timeline/CalendarAdvertisement for RFP’s: November 10, 2021Closing Date for RFP submittals: December 2, 2021Interviews for RFP Finalists: Dec. 8-10, 2021RFP Negotiation with selected consultant: Dec. 13-22, 2021Selected Consultant begins project no later than Jan. 3, 2022Consultation Completion no later than July 29th, 2022It is the intent of the City of Rexburg to present the findings andrecommendation from this consultation to the City Council prior to but nolater than August 3rd, 2022. The City of Rexburg requires the Consultant tocomplete the Scope of Services Tasks prior to but no later than July 29th,2022.Task 1: Kickoff/Review Existing Data-Facilitate Kick-off Meeting with Rec. District Consultation Committee-Review existing studies (Envision Madison, 2017 Parks & TrailsStudy, Previous Feasibility Study)-Expound on consultation process, communication process, andrefine the project scheduleTask 2: Market Analysis-Provide a demographic analysis of the city of Rexburg as well asMadison County
City of Rexburg Recreation Center Consultation Request for Proposals-Establish Service Area for proposed Rec Center-Provide SWOT Analysis at the City and County level-Identify Target Market for the proposed Rec CenterTask 3: Rec Center Needs Assessment-Identify current recreation services/providers-Provide an awareness campaign of the Rec Consultation Process-Conduct statistically valid community survey (county wide)-Conduct focus group meetings-Establish priority list for rec center needsTask 4: Develop Multiple Programming/Build Scenarios-Provide core programming analysis-Identify program space requirements-Provide 4 build scenarios/concept plans with varying degrees ofamenitiesTask 5: Capital Costs/Operations Analysis-Estimate capital costs for each build scenario-Project revenue generation, operating expenses for each buildscenario-Provide recommended staffing model for facility management-Funding Plan/Pricing StrategyTask 6: Community Engagement-Conduct follow-up statistically valid survey with build scenarios/taximpact info included-Identify and interview key stakeholdersTask 7: Final Report/Submit Deliverables-Provide results of the consultation with recommendation-Provide a presentation of the findings in a comment/review meeting-Submit all data obtained (specifically survey raw data and results) inthe consultation, final report in hard copy and electronic formats

Cover letter2. Project experience of the lead firm in a brief profile3. Relevant experience and professional discipline of the keyindividuals that will work on this project4. Provide three (3) similar public projects, and client references, ledby the proposed project manager, within the past five years.5. Provide a proposed milestone schedule that will illustrate the totalproject time to complete this project by July 29th, 2022.6. Provide a cost break down with itemized lines for each task andsub-task of the project7. Submittals must be limited to 15 pages including cover letter butexcluding City forms8. Provide a maximum Professional Fee amount inclusive of all feesand expenses.9. The City of Rexburg desires to
City of Rexburg Recreation Center Consultation Request for Proposalsreceive proposals from firms who can demonstrate operational andtechnical qualifications and capabilities.All proposals will be evaluated by representatives of the City to identify theproposal that best meets the needs of the City as set forth in the RFP. Acomponent based system will be used to evaluate all proposals with amaximum score of 100.1. Consultant Firm Relevant Experience: This category will beassessed from the demonstrated ability and quality of similarprojects performed within the past three years.Maximum – 20 points2. Key Personnel Qualifications: This category will be assessed fromthe qualifications and resumes of the key individuals for thisproject as well as their ability to work in a team approach with pastprojects.Maximum – 30 points3. Project Approach: This category represents an evaluation of theConsultant’s plan. Additional evaluation will be made based onthe management plan for the project in an accurate and creativeway. This category will also evaluate the Consultant’s proposedcompletion date.Maximum – 40 points4. Cost of Service: This category will evaluate the Consultant’sproposed fees and the value thereof.Maximum – 10 pointsAppendix I: Proposed Site Location Map
