Brown, Deputy Superintendent/Chief Operating OfficerSchool OperationsSUBJECT:REQUEST SCHOOL BOARD APPROVAL OF ONE NEW CHARTERAPPLICATION, SIXTEEN RENEWAL CHARTER CONTRACTS, ONENEW CHARTER CONTRACT, SIX CHARTER CONTRACTAMENDMENTS AND ONE CHARTER CONSOLIDATIONCOMMITTEE:PERSONNEL SERVICES AND STUDENT AND SCHOOL SUPPORTLINK TO STRATEGICBLUEPRINT:RELEVANT, RIGOROUS AND INNOVATIVE ACADEMICSAPPLICATIONSSection 1002.33, F.S., authorizes the establishment of charter schools by individuals and/ororganizations. As provided in Section 1002.33(6), F.S., and School Board Policy 9800, CharterSchools, Miami-Dade County Public Schools (M-DCPS) receives and reviews charter schoolapplications for approval or denial by the School Board. Section 1002.33(6)(B)(3), F.S., requires aSponsor to approve or deny the applications no later than 60 days after receipt, unless the applicantwaives the deadline and an extension of time is granted. This item recommends approval of onecharter school application received during the 2017 cycle1. If this application is approved, thecharter school could open for the 2018-2019 school year. (Note: Legislation passed in 2016 affordscharter schools the opportunity to defer the opening of the school’s operations for up to 2 years toprovide time for adequate facility planning.)APPLICATION EVALUATIONPursuant to School Board Policy 9800, Charter Schools, the District reviews all applications usingan evaluation instrument developed by the Florida Department of Education (FLDOE) and mayinclude additional information or documents requested by the District. The Standard ModelApplication includes standards of evaluation, certification and assurance declarations and anApplicant History Addendum. The Sponsor shall deny any application that does not comply with theState’s statutory requirements and rules and/or the Sponsor’s instructions for charter schoolapplications.The Superintendent has designated the Application Review Committee (ARC) with theresponsibility to review and evaluate charter school applications after an initial technical review isconducted by staff. The ARC is comprised of representatives from various District departments andis charged with identifying strengths and deficiencies in the written application and/or areas thatrequire clarification to fully evaluate the quality of the application or the capacity of the applicant toproperly implement the proposed plan.An overview of the charter school application is provided in the following table. Additional detailscan be found in Attachment A, which is provided under separate cover but is included andincorporated by reference in this Board item.1For the 2017 application cycle, the Office of Charter School Compliance and Support has received two applications to date. Oneapplication was approved by the School Board and the remaining application is being presented in this item for consideration.REVISED 2D-65Revised

The remaining two charter school contracts alsopresented in this item for consideration, did not require presentation to the CRC because thegoverning board of each charter school opted not to negotiate language different from thatcontained in the District’s standard contract. Additional details for each renewal contract can befound in Attachment B, which is provided under separate cover but is included and incorporated byreference in this Board item. Pursuant to state statute and during the renewal cycle, one charter schoolconsolidation is being presented in this item for consideration.
