In a period when the nationwent into a lockdown, MT’s employees were not onlyquick to adapt to new ways of working but came upwith timely solutions that would both help customersand support the relevant authorities.Meanwhile, Mauritius Telecom left no stone unturned toensure its employees’ health and safety. Board ofDirectorsNayen KoomarBallah GOSKRameshBheekhooChairmanNayen Koomar Ballah was appointed Secretary forHome Affairs on 1 January 2015 and Secretary to Cabinetand Head of the Civil Service on 16 September 2016.Ramesh Bheekhoo holds an MSc in Public SectorManagement in addition to qualifications andexperience in Accounting and Human Resources.He holds a Diploma in Public Administration andManagement, a Bachelor of Arts in Political Scienceand Economics, and a Bachelor of Arts (Honours)in English.After a short spell in the secondary education sector,he joined the public service in 1983. He is currentlyserving as Deputy Permanent Secretary in theMinistry of Information Technology, Communicationand Innovation. He has worked in various ministriesand departments, acquiring wide experience andacumen in the formulation and execution of publicpolicies and strategies, including those in theICT sector.He has a long career in the public service and hasbeen the Secretary of the Public Service Commissionand the Disciplined Forces Service Commission. KoosiramConhyeDheerendra KumarDabee GOSK SCKoosiram Conhye is an Associate Member of theChartered Institute of Secretaries and Administrators(ICSA), and holds a Diploma from the CharteredInstitute of Marketing (CIM) and an MSc (Finance) fromthe University of Mauritius.D K Dabee, Solicitor General in the Attorney General’sOffice, a Senior Counsel, and a former Laureate(Economics Side), is a graduate in Law and PoliticalScience from Birmingham University, UK, and wascalled to the bar in the UK in 1981 at the Middle Temple,Inn of Court.He joined the public service in February 1981 and hasserved in various ministries and departments at seniormanagement level for more than two decades. He hasalso been the Administrative Secretary of the ExportProcessing Zones Development Authority (EPZDA) andDirector (Corporate Affairs) at the Board of Investment.He was also assigned the duties of Secretary to thePublic Service Commission and Disciplined ForcesService Commission from September 2016 to April2018. He served the Commission of Inquiry on DrugTrafficking as Secretary from July 2015 to July 2018.He has been assigned the duties of Senior ChiefExecutive and is currently posted at the Ministry ofGender Equality and Family Welfare.He joined the Crown Law Office in Mauritius in 1982 andoccupied all higher positions in the Attorney General’sOffice, including those of Parliamentary Counseland Acting Director of Public Prosecutions, until hisappointment as Solicitor General in 1998.He is the main non-political legal adviser to Governmentand the legal adviser of a number of public bodies. He hasover 30 years of industry experience across multiplegeographies, diverse sectors and organisations, suchas MTN, Telekom Malaysia, Disc Vision, DeutscheTelecom and Grundig. Before becoming Chairman ofBharti Airtel International (Netherlands) BV in January2017, Christian was the Executive Chairman, AirtelAfrica, from April to December 2016. In this role, he wasresponsible for all matters relating to Legal, Regulatory,Government Relations, Corporate Communications,CSR and Shareholders, as well as M&A. In his new role,while giving up day-to-day P&L responsibility, Christianstill continues to support the vision of Airtel Africa.Olivier Froissart is a graduate of HEC School ofManagement in Paris and started his career withOrange in 1982.He originally joined Airtel Africa in September 2013as the MD & CEO - Africa Operations. AlbanLo GattoDharam DevManraj GOSKAlban Lo Gatto holds a Master’s Degree in Private Lawand a Master’s Degree in International Business Law.Dev Manraj is currently the Financial Secretary at theMinistry of Finance and Economic Development of theGovernment of the Republic of Mauritius. He is a Fellowof the Association of Chartered Certified Accountants(FCCA) and holds a Diploma in InternationalManagement Development from IMD Lausanne inSwitzerland.He served as legal adviser in several companies in theIT and retail industries before joining France TelecomOrange in 2007 as Deputy Legal Adviser, Mergers andAcquisitions.He currently serves as General Counsel and CompanySecretary of Orange Middle East Africa and OrangeMiddle East and Africa Management, leading the legalactivities of Orange in 17 countries. He also holds theposition of non-executive director in several companiesin the telecoms sector.During his career, predominantly within the publicand semi-governmental spheres in Mauritius, he hascontributed on a large scale to the socio-economicdevelopment of the country.He has participated in the negotiations leading to thesignature of double taxation avoidance agreementswith several countries. He has also attended numerousdiscussions and consultative meetings with the WorldBank and the International Monetary Fund, as well asother key international institutions.As Financial Secretary, he has also concluded governmentto-government agreements with various African countriessuch as Ghana, Senegal and Ivory Coast on behalf of theMauritius Africa Fund.He has, additionally, successfully negotiated, on behalfof the Republic of Mauritius, the procurement ofconcessional financing and grants from India and Chinato implement major national infrastructure projects.He has likewise participated actively in theimplementation of major projects in Mauritius such asthe Ebene Cybercity and the Metro Express. Mr Manrajhas also contributed intensively in the setting up ofnumerous public sector organisations including the StateInvestment Corporation (SIC), State Informatics Ltd(SIL), the former Mauritius Offshore Business ActivitiesAuthority, the National Computer Board, Business Parksof Mauritius Ltd and the Board of Investment (now theEconomic Development Board). She is SVP and spokesperson at OrangeMiddle East and Africa, overseeing three countriesand representing the company in conferences with themedia and in top executive panel discussions.Bruno Mettling is a graduate of the Institut d’ÉtudesPolitiques and of the Aix-en-Provence law school.He began his career in the Budget Department ofthe French Ministry of Finance and, in 1988, becameresponsible for Finance at the Ministry of Labour. From1988 to 1990, he was Deputy Director of the Minister’soffice for Infrastructure, Housing, Transport and theSea.For four years prior to this, she was CEO of OrangeCameroon. During her tenure there, she defined andsuccessfully implemented a turnaround strategy. Sheimpelled the revolution of mobile money in the countryand sustained a strong leadership position in thisactivity in Cameroun and the Central Africa region. Shedeveloped internet penetration via mobile broadbandaccess, covering more than 60% of the potentialmarket with 3G and 4G in less than two years. Shehad previously led Orange Botswana for four years,becoming the first African woman to lead an Orangeaffiliate. She is passionate about the potential for ICTdevelopment in Africa, digital inclusion in general andits ability to transform people’s lives.In 1991, he became Inspector of Finance and joined theMinistry of Economy and Finance. Bruno Mettling wasthen appointed Deputy Chief Financial Officer for LaPoste. In October 1999, he joined Caisses d’Epargnewhere he launched a reform of the Human Resourcesfunction, before taking charge of commercialdevelopment and then of strategic planning.
