Ongoinginvestigations have determined that acrack initiated in the stage 8 aft webupper face of the HPC 8–10 spool andpropagated until spool rupture. The rootcause of the crack initiation is not yetknown. This condition, if not corrected,could result in failure of the HPC stage8–10 spool, uncontained rotor release,damage to the engine, and damage to theairplane. We are issuing this AD tocorrect the unsafe condition on theseproducts.Related Service InformationWe reviewed GE Service Bulletin (SB)No. GE90 S/B 72–1145, dated November24, 2015. The SB describes proceduresfor one-time on-wing USI of the stage 8web of the stage 8–10 spool. We alsoreviewed the following chapters of GEGE90 Engine Manual, GEK100700,Revision 66, dated September 1, 2015: Chapter 72–31–08, SpecialProcedure 003, piece-part level ECI,PO 00000Frm 00001Fmt 4700Sfmt 4700 Chapter 72–00–31, SpecialProcedure 006, rotor assembly andmodule level ECI and, Chapter 72–00–31, SpecialProcedure 007, rotor assembly level USI.FAA’s DeterminationWe are issuing this AD because weevaluated all the relevant informationand determined the unsafe conditiondescribed previously is likely to exist ordevelop in other products of the sametype design.AD RequirementsThis AD requires accomplishing anECI or USI of the stage 8 aft web upperface of the HPC stage 8–10 spool andremoving from service those parts thatfail inspection.Interim ActionWe consider this AD interim action.GE is determining the root cause for theunsafe condition identified in this AD.Once a root cause is identified, wemight consider additional rulemaking.FAA’s Justification and Determinationof the Effective DateAn unsafe condition exists thatrequires the immediate adoption of thisAD. The FAA has found that the risk tothe flying public justifies waiving noticeand comment prior to adoption of thisrule based on the reported enginefailure. Therefore, we find that noticeand opportunity for prior publiccomment are impracticable and thatgood cause exists for making thisamendment effective in less than 30days.Comments InvitedThis AD is a final rule that involvesrequirements affecting flight safety andwas not preceded by notice and anopportunity for public comment.However, we invite you to send anywritten data, views, or arguments aboutthis AD.
