Registrar’s UpdateBryan Buell RRT, BGSAlberta to Introduce Alberta Health Actin Upcoming Fall Sitting of LegislatureThe Health Minister’s Advisory Committee on Health (MACH) released a report in January making fourkey recommendations: Articulate a set of principles that must be sustained and maintained throughout Alberta’shealth system;Legislate an Alberta Health Act for the future, including the principles, provision for an Albertapatient charter, and other key elements to be developed in consultation with Albertans;Ensure ongoing citizen engagement in the development of legislation, regulation and policy;Develop clear directions to guide legislative, regulatory, policy and program delivery changesacross the health system. You may access further information on the proposed Alberta Health Act by visitingwww.yourhealthact.alberta.caCARTA has been invited to send a submission to MLA Fred Horne, co-chair of the advisory committee, by July 9th, 2010 to help guide public consultations later in the summer and early fall.National Alliance UpdateAt the National Alliance meetings in St. John’s, this past May, a new version of the national competencyprofile (NCP) was introduced to all schools. Implementation is expected to occur in September, 2011and testing by the Canadian Board for Respiratory Care (CBRC) to commence in 2014. Other newsfrom the meetings include the Ontario regulatory body reporting that their provincial ministry ofhealth and long term care declined to refer the College’s request to consider a bachelors degree to bethe entry to practice requirement in that province. The bachelor degree program at the University of Manitoba is under review and may once again become a diploma program. The review is due to retirement of the current Dean for Rehabilitation Medicine at that University.A draft registration recognition agreement for people from unregulated jurisdictions was discussedand will be sent to respective members’ Council for consideration and ratification, if thought to be appropriate.New West PartnershipThe Minister for Intergovernmental Affairs, Iris Evans, corresponded with Council to advise them of anew trade investment and labour mobility agreement between British Columbia, Alberta and Saskatchewan. Called the “New West Partnership” this agreement will replace the Trade Investment Labour Mobility Agreement (TILMA) that existed between British Columbia and Alberta. The agreementwill impact registered respiratory therapists working in Alberta and Saskatchewan as the profession isnot regulated in British Columbia.Page 2June, 2010
