Strong businesses, especially small andmedium-sized companies, are the backbone of the city’seconomy. They create jobs, pay taxes, and contribute tothe vitality of the city.That’s why we set a goal for our 450 million downtowndevelopment to not only have an impact on our business,but to help raise the tide for many businesses in the city.Small business enterprises are companies with annualrevenues below a stated floor and typically owned byone or more individuals who are at an educational, social,economic or other disadvantage. SMALL BUSINESS ENTERPRISE RESULTSSBE PROFESSIONAL SERVICESThrough June 30, 2014Much of the focus and excitement of a major buildingproject is on the many construction and trades groupswho lift skyscrapers out of the ground. Before a shovelfulof dirt is moved, however, architects, engineers andother professional service providers design and planBARRIENTOSDESIGN & CONSULTINGFor Norman Barrientos, owner of SBE architectural firmBarrientos Design & Consulting, the Northwestern Mutualproject presented an opportunity for growth. “We’d justhired an architect and this project came along. It was achance to bring someone along in the company.” Normannoted that the project involved a very complex buildingsystem that they typically don’t get the opportunity towork with.Barrientos, subcontracted to Kendall Heaton, designedtwo connector skywalks that will cross over the roadway,connecting the two buildings. Norman commented onthe significance of the project and the well-run structureof the project so far. “Northwestern Mutual reached out toSBEs in a unique way, which we felt good about.”the structure. The city of Milwaukee small businessenterprises shown on page 14 were awarded almost 3.17 million in contracts. Two of the businesses arefeatured below.QUORUM ARCHITECTShas been serving the Milwaukee area for more than21 years. Quorum provided local landscape support,signage and wayfinding for the Northwestern Mutualproject. Owner Allyson Nemec describes the job as“very profitable in experience. The exposure and theability to work on a project of this level really gave us achance to fine-tune skills, purchase new software, andpick up skills that we will be able to use going forward.”The design team featured a large SBE presencethat was immediately noticed by Allyson. She notedthat “there was a large SBE team involved, and it wasvery apparent how strong our SBE population is inMilwaukee. It was great that Northwestern Mutualrecognized that strength and the potential to make adifference.” Principal Project Manager Chris Hau added,“It was a really unique choice. I’d heard that there maybe one or two SBE firms involved, but the choice toinvolve more firms gave a lot of firms a chance.”Allyson also spoke aboutthe special significance thisproject holds for Quorumas a local firm. “I’vedriven past the sitewith my kids a coupletimes just to say, ‘We’reworking on this!’”THE NORTHWESTERN MUTUAL TOWER AND COMMONS SBE and RPP Participation Report, data through June 30, 201413

Performing asphalt work on the roads for the utilityrelocation portion and temporary fencing and repairs for the deconstruction portion ofthe project was very visible work for McDowell’s estimated 99 percent RPP work force.McDowell noted, “It’s a good feeling, and the employees feel the same way. We put prideinto this work.”McDowell also commented that the timing of the work offered the opportunity to keep staffworking, “We began in the off season, when usually we aren’t able to work at all. Residents Preference Program ParticipationThe city of Milwaukee Residents Preference Programconnects unemployed or underemployed residentswith good-paying jobs. Veit is a Minnesota-basedfirm with a sizable Milwaukee presence. Mark points out that what he likes aboutconstruction is that there is always a different challenge at every job site.Mark was doing scaffolding work for another contractor and was approached about anopportunity to work on the Northwestern Mutual project due to his great work performance. HisRPP certification did not get him on the project, but it has helped make it possible for him to stay.Mark happily affirmed that, “If you come to work and do a good job and practice safety, you’re akeeper; contractors will seek you for future work.
