All Amendments to the MaintenanceProcedures Manual must be approved by KCAA before they are inserted anddistributed to holders of the manual. This manual is for the use and guidance ofALS Ltd Engineering and Quality Personnel who are to ensure that allmaintenance activities are audited and executed in accordance with its policiesand procedures.1. Amendments will be attached to an Amendment Advice Notice.2. Remove and Destroy old pages.3. Insert new pages.4. Sign and return Amendment Advice Notice.0.4.3 RECORD OF AMENDMENTSRecord details of the amendment, including revision number, issued date, dateentered and signed, on the Record of Amendments page.0.4.4 LIST OF EFFECTIVE PAGESThe list of effective pages will be updated at each amendment. This AMO and anyassociated documents shall define the scope of the current Specific OperatingProvisions. Any changes affecting the AMO certificate shall be approved by theAuthority prior to being affected. The AMO certificate shall be valid for twelvemonths from the date of issue or renewal unless a shorter period specified by KCAAas per KCARs requirement. , the company shall apply for an AMO Certificaterenewal 60 days prior to expiring date.An approved maintenance organization certificate shall consist of1. A certificate issued by the Authority2. Specific operating provisions accepted by the Authority containing theterms and conditions applicable to ALS Ltd AMO.An approved maintenance organization certificate shall contain1. A certificate number specifically assigned to the approved maintenanceorganization;2. The name and location of ALS Ltd AMO Maintenance facility3. The date of issue and period of validity of the certificate4. Ratings issued to ALS Ltd AMO.The approved maintenance organization certificate shall be in the form prescribed bythe Authority.Specific operating provisions of an approved maintenance organization shall contain1. A certificate number specifically assigned to ALS Ltd AMO2. Class or limited ratings issued in detail, including special approvals andlimitations issued3. Date issued or revised4. Signatures of the Accountable Manager and authorized person of theAuthority.The certificate issued to an approved maintenance organization shall be displayed inthe premises for inspection by the public and the Authority.ALS Ltd AMO shall remain compliant with KCARs Regulations and grant theAuthority access to the Company facilities for the purpose of inspection andinspection for renewal of AMO certificate.

The role responsible for thedeveloping, design, operation and improvement of the systems that create and deliverALS Ltd AMO services this role will involve coordinating activities in Technical,Ground, Commercial Operation Control and Flight Operations.Responsibilities1. Establish and maintain appropriate systems for measuring necessary aspects ofoperations management and development;2. Ensure that the company operates within a safe environment at all time;3. Continue improvement of the total company operations efficiency and ensure thatit compares favorably to the best in the industry;4. Plan, develop and implement strategies for the management of all relevant areasof operations, including system and people development so as to meet the agreedoperations performance plans, within the agreed budget and time scale;5. Monitor measure and report on the operational issues, opportunities, developmentplans and achievement within agreed format and timescale;6. Manage and control departmental expenditures within agreed budgets;7. Maintain awareness and a sound knowledge of operational development, theoryand methods and provide suitable feedback and interpretation to AccountableManager;8. Ensure that the company operations meets and integrate with ALS Ltd AMOrequirements for quality management, health and safety, legal stipulations,environmental policies and general duty of care;9. Coordinate activities in all operations to ensure smooth running of the airoperation schedules;10. Maintain good relationship with all aviation regulatory bodies and othergovernment agencies;11. Execute the responsibilities of a company director according to lawful and ethicalstandards;12. Overall responsibility for the operations balance scorecard for ALS LtdEngineering13. To follow the ALS Ltd Safety and Security policies and programs.Minimum Qualification1. High School Graduate;2. Hold an Aeronautical engineering diploma;3. Working knowledge of Microsoft Office applications;4. Excellent written and oral communication skills;

Three years experience in maintaining the same category and class of aircraftused by the air operator certificate holder including one year in the capacity ofreturning aircraft to service;7. A background in the management of commercial air transport operations;8. Strategic aptitude and ability to plan and implement for the enhancement ofcompany business and effective utilization of manpower, equipment andfacilities;9. Knowledge of the operations and aircraft maintenance requirements of the AMO;10. Qualification in operations management;11. Experience of over 5 years in a Managerial Position.Delegation of ResponsibilitiesIn the absence of the Technical Director, the Base Maintenance Manager shall bedelegated his duties.1.3.3 Director of MaintenanceReports to the The Chief Executive Officer for all activities in the MaintenanceDepartment.PurposeThe Director of Maintenance who carries out the administration of the departmentmust ensure that the work performed on ALS aircraft is in compliance with the CivilAviation Regulations and recommendations of the manufacturers in order for thecompany to meet the conditions of an Approved Maintenance Organization. Infulfilling the foregoing, he will ensure that he has qualified personnel capable ofadhering to the company procedures in order to maintain a standard of airworthinessand reliability demanded by operational schedule. He will ensure suitablearrangements for facilities and equipment.Responsibilities1) To define and deploy technical staff and available resources;2) To estimate time and cost jobs and ensure that the technical department is ableto meet its targets in a cost effective manner;3) To arrange training in order to ensure that personnel are conversant with properwork practices and procedures;4) To ensure acquisition of tools and equipment for the appropriate tasks;5) To ensure that personnel observe safety precautions at the workplace to preventinjury to staff and damage to aircraft and equipment;6) To prioritize the purchasing of spares to ensure that the aircraft fleet will alwayshave the needed parts on time;7) To have in place a training program with focus for present and future needs;8) To negotiate for, monitor and implement third party agreements on behalf ofALS for contracted maintenance arrangements;9) Ensure that personnel comply with the appropriate manuals, KCAA regulationsand manufacturers recommendations, and additionally to motivate staff so as to

Issue03Revision00MAINTENANCE PROCEDURE MANUAL12Aug13MANAGEMENTDatePart1Page8obtain a high degree of quality and safety on work performed on aircraft andother areas;10) To accept delivery of aircraft on behalf of ALS from third party;11) To program and progress all work and ascertain that sound engineeringpractices and quality control procedures are followed, and that entries on worksheets and work orders have been duly signed off by those responsible uponcompletion of each job;12) Report to Accountable Manager regularly on department performance and fleetavailability status.QualificationThe Director of Maintenance shall be appointed by the Managing Director and shallhave the following qualifications:1) Is a AMEL holder or equivalent with a multi category cover or a holder of adegree in Aeronautics;2) Has aviation maintenance experience in excess of 10 years at a seniormanagement level covering most areas of maintenance;3) Has a demonstrated ability in the management of a similar sized organization;4) Has an in depth knowledge of the local aviation industry;5) Has a full understanding of the civil aviation regulations as they affectmaintenance of aircraft.1.3.4 Quality Control ManagerThe Quality Control Manager, a nominated post holder reports to the Director ofQuality Assurance for Airworthiness matters and to the Director of Maintenance foradministrative matters and Inspection tasks/activities.Purpose:Reports to the: The Director of Quality Assurance on Airworthiness matters andadministratively reports to the Director of Maintenance.To ensure that the quality of the delivered product is in accordance with theseprocedures, all the state legal requirements as well as the technical and aestheticstandards.Responsibilities1. To define and deploy Authorized Inspection staff to programmed maintenanceinspections in conjunction with the Director of Maintenance ContinuousAirworthiness Maintenance Plan and the Base Maintenance Manager.2. To ensure that all tools and test equipment used for work on Operator's aircraftundergo regular checks and calibration as called for.3. To ensure that no un-documented or bogus parts are installed in any componentor articles released by the Company.4. To conduct the preliminary, hidden damage, in-progress and final inspection ofall components processed and record results.5. To ensure proper tagging and identification of parts in storage.6. To maintain a filing system of completed work orders, inspection sheets andother relevant documents in such a manner that the file pertaining to a particular

Issue03Revision00MAINTENANCE PROCEDURE .16.17.18.19.20.Part1Page9item required, inspected, overhauled or modified can easily be identified forreference.To maintain up-to-date all mandatory maintenance records that are to be kept inthe Maintenance Technical Records Department for work done on behalf of theOperator/Customers.To ensure that a training program for all certifying engineers is maintained to alevel that supports present and future requirements.To ensure that there is an Authorization Inspector roster is in place and allinspection authorizations are valid and all Company Approvals are kept up todate.Ensure that sound engineering practices and quality control procedures arefollowed, and that entries on work sheets and work orders have been duly signedoff by those responsible upon completion of each job.To carry out preliminary and final inspection for all operators/customers aircraftarrival and departure.To liaise with the KCAA & other regulatory authorities through the Director ofQuality Assurance, original equipment manufacturers (OEMs) and maintenancecontractors with respect to airworthiness mattersTo support the Approved Maintenance Organizations to enable them better assessand improve on quality.To advise the Maintenance Organizations with regard to non-conformance and torecommend preventive actions.Facilitate training of maintenance personnel in the proper work procedures andpractices to be followed.To monitor sufficiency of maintenance staff in relation to planned basemaintenance and coverage of the line stations, meeting the requirements of restand duty limitations (also see paragraph 1.3.18.).To ensure compliance with the current legislations.To continuously analyze the performance of the Quality Control System and itscontribution to overall maintenance performance.To ensure that MPM and Service Manuals are maintained in their currentrevision statusTo follow the ALS Ltd Safety and Security policies and programsAuthority1. To have access to all the ALS maintenance facilities and those of contractedmaintenance organizations.2. To report to Operators/Customers any discrepancies found on aircraft based onirrefutable evidence of aircraft being un-airworthy.3. To stop maintenance processes on ALS fleet or any operators/customers aircraftbased on irrefutable technical evidence that the process is not in compliance withapplicable requirements.4. To have organizational freedom to resolve matters pertaining to quality.5. To recommend authorizations, revoke, suspend or limit authorizations issued byALS Quality Assurance Department.

Must have the followingqualifications:1. High School Graduate2. Hold an Aeronautical engineering diploma3. Working knowledge of Microsoft Office applications4. Excellent written and oral communication skills5. Be a licensed maintenance engineer with appropriate airframe and engine oravionics ratings or a holder of a BSc Aeronautical degree with training andexperience on the relevant fleet.6. Has undergone relevant training in the field of quality management.7. Have at least 5 years experience in the field of aircraft maintenance8. Have attended quality management course recognized by the AuthorityDelegation of ResponsibilitiesIn the absence of the Quality Control Manager, a senior inspector shall be delegatedhis duties.1.3.5 Base maintenance managerThe Base maintenance manager reports to the: Technical Director. Base maintenancemanager is responsible and accountable to the Accountable Manager for all activitiesin the Technical Department.Purpose:The Base maintenance manager whilst carrying out the administration of thedepartment must ensure that the work performed on ALS Ltd AMO aircraft is incompliance with the requirements of the KCAA ,is within the AOC restrictions andrecommendations of the manufacturers to meet the operator’s schedules.Responsibilities:1. To define and deploy technical staff and available means.2. To estimate time and cost jobs and ensure that the technical department is able tomeet its targets in a cost effective manner.3. To ensure acquisition of tools and equipment for the appropriate tasks.4. To ensure that personnel observe safety precautions at the workplace to preventinjury to staff and damage to aircraft and equipment.5. To prioritize the purchasing of spares to ensure that the aircraft fleet will alwayshave the needed parts on time.6. To negotiate for, monitor and implement third party agreements on behalf ofALS AMO for contracted maintenance arrangements.7. Ensure that personnel comply with the appropriate manuals, KCAA regulationsand manufacturer’s recommendations8. To motivate staff so as to obtain a high degree of quality and safety on workperformed on aircraft and other areas.9. To accept delivery of aircraft on behalf of ALS from third party in accordancewith the operator’s MCM requirements.

Facilitate training of maintenance personnel in the proper work proceduresand practices to be followed12. Ensure all hangar and shop equipment and tools are in a serviceableworking condition13. Ascertain that all necessary maintenance entries on maintenance forms andwork orders used by ALS are executed correctly14. Ensure the premises of ALS are in a clean and orderly manner.15. Recommend purchase requisitions for stock as required16. Assuring that the personnel in the maintenance department do qualitywork.17. Facilitate periodic drills for the purpose of indoctrinating personnel in theproper use and location of firefighting equipment and checking theequipment periodically for serviceability and adequacy.18. Facilitate indoctrination of personnel in observing safety precautions relevantto the functions for which they perform.19. Ensure availability to the department the required technical data on allaircraft, and appliances for the maintenance accomplished and keeping thedata current with latest revision. The data shall include manufacturer’s andoverhaul manuals, service bulletins, parts specifications, related CivilAviation approved data and any other technical data used by ALS LtdAMO.20. Assuring the proper handling of all parts while in repair process andwhen work is completed.21. Ensure the preservation of all units or parts during the work process,installation and storage.22. To be responsible for any corrective action resulting from the quality audits.23. To follow the ALS Ltd Safety and Security policies and programsAuthority:He is authorized to release aircraft back to service following scheduled maintenance.Minimum QualificationsThe Base maintenance manager shall be appointed by the Accountable Managersubject to acceptance by the KCAA. The holder of the office must have the followingqualifications:1. High School Graduate2. Hold an Aeronautical engineering diploma3. Working knowledge of Microsoft Office applications4. Excellent written and oral communication skills5. Be a licensed maintenance engineer with appropriate ratings in airframe andengines or avionics6. Have at least five years experience in maintaining the same category of aircraftincluding one year in the capacity of returning aircraft to service;7. Have received type training on every aircraft maintained within the approvedscope of the approved maintenance organization

Line MaintenanceManager is responsible and accountable to the Technical Director for all activities ofthe Line Maintenance Section.Purpose:The Line Maintenance Manager whilst carrying out the administration of thedepartment must ensure that the work performed on ALS Ltd AMO aircraft is incompliance with the requirements of the KCAA ,is within the AOC restrictions andrecommendations of the manufacturers to meet the operator’s schedules.Responsibilities:1. To define and deploy technical staff and available means.2. To estimate time and cost jobs and ensure that the technical department is able tomeet its targets in a cost effective manner.3. To ensure acquisition of tools and equipment for the appropriate tasks.4. To ensure that personnel observe safety precautions at the workplace to preventinjury to staff and damage to aircraft and equipment.5. To prioritize the purchasing of spares to ensure that the aircraft fleet will alwayshave the needed parts on time.6. To negotiate for, monitor and implement third party agreements on behalf ofALS AMO for contracted maintenance arrangements.7. Ensure that personnel comply with the appropriate manuals, KCAA regulationsand manufacturer’s recommendations8. To accept delivery of aircraft on behalf of ALS from third party in accordancewith the operator’s MCM requirements.10. Report to Director of Maintenance -AOC regularly on department performanceand fleet status.11. To allocate work to staff under his supervision and ensure that the tasks arecompleted in accordance with the Operator’s requirements and the procedures inthis manual.12. To ensure the line maintenance facilities are in good, clean and orderly condition,and that they are adequate for specific tasks.13. To plan maintenance down-time and ensure that production service is able tomeet its targets to the operator.14. To train and assist line maintenance personnel in the proper work practices andprocedures in their respective duties.15. To program and monitor work-in-progress to ascertain that all necessarymaintenance reports have been entered in work orders and have been duly signedoff by those responsible upon completion of each job.16. To ensure that the line maintenance personnel perform quality work incompliance with best engineering practices and quality control procedures.17. To ensure industrial safety precautions are strictly maintained to prevent injury topersonnel or damage to aircraft or equipment.

To ensure tools and equipment are maintained in clean and serviceable conditionand keep an accurate list of such tools/equipment.22. Have attended management or supervisory course recognized by the AuthorityDelegation of dutiesIn the absence of the Line Maintenance Manager, the Base Maintenance Managershall be delegated his duties.1.3.7 Receiving InspectorsThese Inspectors report to the Quality Control Manager for receiving inspection tasks.The Inspectors shall be recommended by the Quality Control Manager and appointedby the Director of Quality Assurance:Responsibilities:1. Inspect all in coming parts for serviceability and correct documentation inaccordance with the requirements in the MPM2. Ensure that the technical store meets the requirements of KCAA3. Prepare and maintain detailed repair, inspection, investigation, and certificationrecords and reports.
