University of the PacificAnnual California Campus Safety Plan ReportWe want to take this opportunity to thank the campus community for helping keep Pacific asafe campus. Please take the opportunity to read this year’s annual California Campus SafetyPlan report. The intent of the report is to offer you important information about campussecurity and how you can stay safe while at any of the University of the Pacific campuses. TheDepartment of Public Safety designed this report to comply with the California State EducationCode, Chapter 16, of the Donahue Higher Education Act, Section 67380. AB 1433 amendedsections of the California Education Code found at Sections 67380 et seq. – the student safetyprovisions. All California higher educational institutions are mandated to collect reports ofincidents and arrests for Part I crimes of willful homicide, rape, robbery, and aggravated assaultas well as crimes occurring on campus that involve violence, hate violence, theft, destruction ofproperty, illegal drugs, and alcohol intoxication committed on campus the previous calendaryear. This report does not meet the requirements of the Annual Security Report (ASR) requiredunder the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act(the Clery Act) but is a separate report to fulfill the requirements of the California law.Keeping the university safe is a collective responsibility. Although the majority of the students,staff, faculty, and visitors who visit any of the three University of the Pacific campuses neverexperience being the victim of a crime. We have learned over time that the best protection is tobe aware and “If You See Something, Say Something”. Sacramento CampusDepartment of Public Safety Authority andJurisdiction Policy StatementThe University of the Pacific, Sacramento Campus operates under a “Memorandum ofUnderstanding” (“MOU”) with the City of Sacramento which defines the authority andjurisdiction of all public safety officers of the University of the Pacific, Sacramento CampusDepartment of Public Safety. Public safety officers are not sworn, however through theauthority of California Penal Code section 830.7(b) and through MOU with the SacramentoPolice Department, all public safety officers have full police powers of arrest pursuant to PenalCode 836 within the campus jurisdiction. All public safety officers have the authority to carryweapons while on duty. Additionally, all officers are required to maintain the current CaliforniaDepartment of Consumer Affairs, Bureau of Security and Investigative Services (BSIS) Guardpermit, firearms open carry permit, chemical agents permit, and baton permit. Officers havecompleted either the POST basic peace officer training academy, reserve officer level modules,or completed a minimum PC 832 Powers of Arrest training.The primary responsibility of the University of the Pacific, Sacramento Campus Department ofPublic Safety is the protection of the Sacramento campus community. The current MOUidentifies the jurisdiction and campus perimeter of the University of the Pacific’s Sacramentocampus as: Sacramento Campus property, including land, structures, streets, roadways, andparking lots. The Sacramento campus is bordered on the East side by McClatchy Park and 33rdStreet from Fifth Avenue to Montgomery Way. The South border is Montgomery Way from33rd Street to 32nd Street. The West border is the freeway wall from Montgomery Way toFifth Avenue. The Northern boundary spans three blocks from the freeway East to 35th Street.The boundary includes the alley Just North of Fifth Avenue from 32nd Street to 33rd Street andthe alley North of Marshall Way from 33rd Street to 34th Street. The Sacramento campus alsoincludes the university building and adjoining parking lot on Fifth Avenue between 34th Streetand 35th Street.Through the MOU with the Sacramento Police Department, felony and identifiedmisdemeanor crimes (such as misdemeanor sexual crimes) that occur within the identifiedcampus boundary are investigated by the Sacramento Police Department. The SacramentoPolice Department provides 911 dispatch services for the Department of Public Safety throughour patrol radios.Please visit our website at safety/3 Page

Security and Access to CampusThe University of the Pacific, Sacramento Campus is a private institution of higher education.The Sacramento campus is open to students, parents, employees, contractors, guests, andinvitees. The University does reserve the right to revoke access to any individual determined tobe a threat to the safety of or a disruption to the campus community. University buildings haveseparate office and building access hours. The majority of office hours are from 8:00 a.m.-5:00p.m., Monday-Friday during the academic year. Each individual department or building shouldbe contacted for specific hours of access and restrictions. Building hours vary by facilitydepending on the services provided. Evening and weekend access is generally limited toscheduled facility events. Library services and other student resources may also be open tostudents during evening and weekend hours. University officials and Public Safety have theauthority to ask for the identification of any individual on campus. Individuals who do not havea legitimate purpose for being on campus can be asked to leave and if they do not cooperatemay be issued a criminal trespass citation.Residential halls are secured 24 hours a day and are accessible only through access cardsissued to individual resident students. All other facilities will be locked whenever possible,depending on use and scheduling.The University of the Pacific Community strives for a safe campus along with security in ouracademic buildings and residence halls. We can only do this with the help and cooperation ofall faculty, staff, and students. Public Safety Officers regularly patrol the campus 24 hours aday. Nevertheless, it is important for you to be alert and aware of your surroundings andexercise personal safety.Below are actions that should be practiced daily to ensure everyone's safety: Do not prop exterior doors; this allows for easy access to unwanted strangers. Do not hold the door for strangers. A stranger should be asked to use their access card or call the person that they arevisiting to come and let them in. If you see suspicious activity, notify security immediately.Reporting of CrimesWhether it happens to you or you are a witness, you are strongly encouraged to report anycrime in a timely manner. If a crime occurs on or around campus, report it immediately to theUniversity of the Pacific, Sacramento Campus Department of Public Safety. Timely reporting ofinformation helps us in deterring crime and protecting the campus community from ongoingthreats. Please do not delay in calling. San Francisco CampusDepartment of Public Safety Authority andJurisdiction Policy StatementDepartment of Public Safety officers at the University of the Pacific, San Francisco campus arelicensed security guards employed by the University. Each public safety officer possesses aprofessional license issued by the California Department of Consumer Affairs and hascompleted the requisite training and certification required for licensure. Public Safety Officersare empowered with private person’s arrest authority pursuant to California Penal Codesection 837 and are authorized to make arrests for any offense committed in his/her presenceand for felony offenses not committed in his/her presence when there is reasonable cause forbelieving the person arrested committed the crime. San Francisco’s Public Safety Officers arenot sworn peace officers and they do not have the authority to pursue crime off-campus. Thejurisdiction of San Francisco’s Public Safety Officers is restricted to the facility located at 1555 th Street. San Francisco’s Public Safety Officers are authorized to carry weapons while onduty. All officers maintain current California Department of Consumer Affairs, Bureau ofSecurity and Investigative Services Guard permit, exposed firearms permit, chemical agentspermit, and baton permit. Public Safety Officers have completed PC 832 Powers of arresttraining.All crimes reported to the Department of Public Safety are documented and, whereappropriate, reported to the local San Francisco Police Department district or otherappropriate law enforcement agency.All students, faculty, and staff are strongly encouraged to make prompt and accurate reports ofcrimes to representatives from the Department of Public Safety and are reminded of thisduring yearly orientation. Prompt and accurate reporting best equips Pacific to keep accuraterecords of criminal activity, determine whether there is a pattern of crime with regard to aparticular location, method, or assailant, and alert the campus community to potential danger.Please visit our website at: ublic-safetySecurity and Access to CampusThe University of the Pacific, San Francisco campus is a private educational institution andaccess to its buildings and grounds are monitored by an access control system. The Universityof the Pacific, San Francisco campus (located at 155 Fifth Street, San Francisco, CA 94103) usesan access control system activated by personal ID badges that are issued to each individualstudent and Pacific employee. All badges are worn on the outermost garment, attached abovethe waist with the picture visible. This serves to identify members to each other and to our7 Page

patients and visitors. The absence of an ID badge quickly identifies a patient or visitor andexpedites patient services.The University of the Pacific, San Francisco campus provides general access to members of theUniversity of the Pacific community and their guests and invitees between 6:30 a.m. and 11:00p.m. during the academic week, 9:00 a.m. until 5:45 p.m. on Saturdays, 8:00 a.m. until 5:45p.m. on Sundays, and on holidays.There are armed Department of Public Safety officers on duty 24 hours a day. Security isfurther enhanced by extensive recorded camera coverage and alarm systems. Public Safetyofficers remain in the building after general access hours to ensure a continuing security andsafety program.The Union City Dental Care Center is an off-campus facility established to provide hands-onclinical training to the students. The facility is operated in the same way as a professional clinicbusiness. Faculty, staff, and students are identified by ID badge and the facility is protectedduring business hours by private security guards not affiliated with the Department of PublicSafety.The University of the Pacific, San Francisco campus strives for a safe campus along withsecurity in our building. We can only do this with the help and cooperation of all faculty, staffand students.Below are actions that should be practiced daily to ensure everyone's safety: Do not prop exterior doors; this allows for easy access to unwanted strangers. The PublicSafety Advisory Committee continually evaluates the security needs of the campus andidentifies resources to resolve and security concerns. Over the past 18 months the universityhas completed the following to increase security on campus: Incorporated Active Shooter video presentation in all new student and newemployee orientations.All Public Safety officers attended a two day course on active shooter responsepresented by the FBI ALERRT team (Advanced Law Enforcement Rapid ResponseTraining.)All Public Safety officers were provided with new ballistic vests and externalcarriers.Three new officers were hired and provided our campus with full staffing levels.Actions Planned for the Next 24 Months to IncreaseSafety An audit of current camera placement was recently conducted and updatedcameras will be added to the system to provide for expanded campus coverage.All new access cards provided to our campus community will include contactinformation for the University’s Counselling and Psychological Services and willalso include contact information for Victim Advocacy.A new emergency paging system utilizing updated technology is being obtained toreplace the outdated system to improve emergency medical response to ourclinics.The entrances to the campus and the clinics are currently in the design phase andwill enhance access control measures when completed.9 Page

Stockton CampusDepartment of Public Safety Authority andJurisdiction Policy StatementThe University of the Pacific operates under a “Memorandum of Understanding” (“MOU”) withthe City of Stockton which defines the authority and jurisdiction of all University of the PacificDepartment of Public Safety peace officers. Since they are sworn peace officers and have beenappointed City of Stockton peace officers under the MOU, all the University of the Pacificofficers have the same powers and authority as any city, county, or state law enforcementofficer. The powers include full arrest authority within their jurisdiction as provided by PenalCode section 830.6(a)(2) and the authority to carry weapons while on duty.The primary responsibility of the University of the Pacific Department of Public Safety is theprotection of the University community. However, through the MOU, the Department of PublicSafety has been granted jurisdiction to additionally patrol and police specific off-campus areasin the vicinity of the University. These areas are frequently traveled by members of the campuscommunity and include residential neighborhoods that are highly populated by the Universityof the Pacific students, faculty, and staff. The current MOU extends the jurisdiction of theUniversity of the Pacific Department of Public Safety officers beyond the campus perimeter tothe three city block area bordered by El Dorado Street, Rosemarie Lane, Bristol Avenue, andGrange Avenue that surrounds the University campus. Pursuant to Penal Code section830.1(a)(2), all University of the Pacific Department of Public Safety officers have the authorityto patrol and make arrests both on campus and within this additional jurisdictional area. Inaddition, University peace officers have the authority under California Penal Code section830.1(a)(3) to pursue and/or apprehend suspects outside of these designated areas whenthere is probable cause to believe a public offense has been committed in the officer’spresence and there is immediate danger to person or property or the risk that the perpetratorwill escape. Public Safety will respond to all emergency calls on or near the campus. Those callsthat are determined to need extensive investigations (ie: homicides, sexual assaults, fatalaccidents) will be handled by Stockton Police Department investigators.It is the continuing goal of the University of the Pacific Department of Public Safety to workcooperatively with the City of Stockton Police Department to ensure the safety and security ofall members of the campus community. Public Safety purchased several U-locks for students to lock their bikes. Deployment of the Bait Bike program, which resulted in several arrests for theft. Added cameras to our surveillance system. Replaced the Rose Garden Emergency Phone to a VOIP self-checking phone. Provided educational presentations on Emergency Preparedness, safety awareness,active shooter and self-defense. Hired a consulting agency to evaluate and create emergency preparedness andtraining plans. Provided emergency operations training to the President’s Cabinet. Created plans for the Public Safety Power Outages. Added a new electronic parking enforcement system which tracks vehicles. Bridged the Sacramento radio system to our Stockton dispatch center. Created emergency evacuation maps for each building and floor on the Stocktoncampus.13 P a g e
