Bowls England Regulation: No. 2Approved MAY 2018Membership1.Full MembershipThe Full Members (hereafter referred to as Member) of Bowls England shall be the Directorsand the County Associations listed in Section 3 of this Regulation each comprising of at leastfour affiliated Clubs, whose boundaries and rules have been approved by the Company.2.Applications for Full MembershipApplications by a County Association to become a Full Member of Bowls England shall bemade to the Chief Executive.3.County Associations and GroupsThe following are the County Associations identified in uthBerkshireBuckinghamshireHampshireIsle of on of MembershipNo Member shall resign as a member of Bowls England without giving the Chief Executivewritten notice of its intention to do so. No resignation shall release the Member from anymonetary or other obligation to Bowls England.5.County Associations (Members)5.1County Constitutions/Rules and the Bowls England Rules(a)(b)Each County has authority over and responsibility for the administration ofthe Sport of Bowls within its CountyEach County shall have Constitutions/Rules for their own self‐governmentwhich shall not be in contradiction of the Bowls England Rules and4 Page

(c)(d)(e)5.2Regulations and Articles of Association, and a copy of saidConstitution/Rules shall be submitted to Bowls England.Each County as a member of Bowls England will be bound by and willcomply with the Rules and Regulations, as amended from time to time.Each County will make any necessary changes to its Constitutions/Rules asrequired by Bowls England, from time to time, to recognise the function ofBowls England as the sole national entity responsible for organising andadministering the sport of Bowls of which they are a Member.Each County shall forward to the Chief Executive a list of affiliated Clubs,together with the names and addresses of the Secretaries of the said Clubs,not later than the 1st December in each year.Responsibility of Membership – Safeguarding/Disciplinary and MisconductAll categories of Membership, as a qualification of membership, shall adopt andfollow:(a)(b)the Safeguarding Bowls Policy and Guidelines (or any subsequent policy) asapproved by Bowls England;the procedures set out in Bowls England Regulation 9 when dealing withany disciplinary/misconduct issues.Both requirements shall be included in Club and County Constitutions.5.3Applications for New MembershipNo application for the creation of any new County comprising of Clubs from withinan existing County shall be granted unless and until Bowls England is satisfied thatthe creation of such new County is in the best interests of the Sport of Bowls andBowls England.5.4Alterations to Membership and/or BoundariesClubs may change their County Affiliation provided that both the gaining and thelosing Counties agree. In the event of one of the Counties disagreeing, the mattershall be referred to the Board for determination.6.New ClubsAll new Clubs seeking membership of Bowls England must have a minimum of 16 bowlingmembers.7.Life Membership7.17.27.38.Bowls England, through the Board, may award Life Membership to any person whohas rendered exceptional services to the sport of Bowls and/or Bowls England.Any nominations to confer Life Membership shall be submitted to the ChiefExecutive not later than the Monday of Week 36 in any year.Any Life Membership shall be conferred at the Annual General Meeting or asappropriate.Honorary MembershipAll former Honorary Life Members of the English Bowling Association and English Women’sBowling Association and all Past Presidents of the English Bowling Association and EnglishWomen’s Bowling Association are recognised as Honorary Members of Bowls England.5 Page

9.Rights and Privileges of MembershipIn addition to the rights and privileges of all classes of membership that may be coveredelsewhere in the Articles of Association and the Rules and Regulations, all classes ofmembership shall benefit from those particular benefits ascribed to them as follows:BE e‐mailsAFFILIATED MEMBERS(Clubs and Individuals) Bursaries Celebration Matches Coach Bowls Details in Yearbook Disciplinary Advice Greens Maintenance Advisory Health & Safety Insurances Internationals Laws of the Sport Legal advisory service Licensing Loans (Greens & Development) National Championships National Competitions Recruitment Advice & Support Safeguarding Tax Advisory Umpires Website & on‐line information Youth Development SERVICE10.ASSOCIATE MEMBERS Membership and InsuranceIn the event of any of the membership classes of Bowls England, as defined in the Articles ofAssociation, not meeting the requirements of Bowls England by failing to have appropriatecivil and public liability insurance cover as advised/required by Bowls England they mustadvise and indemnify Bowls England against any action that may be forthcoming as a resultof non‐compliance in a format prescribed from time to time by Bowls England.6 Page

Bowls England Regulation: No. 3Approved MAY 2018Election of Directors1.The Directors of the Company shall consist of the Chair, five (5) elected Directors and oneindependent Director appointed by the Board.2.All Directors, with the exception of the Independent Director, shall be elected in accordancewith the Articles of Association.3.Nominations for Directors must be received by the Chief Executive of Bowls England by theMonday of Standard Week 40.4.Voting returns for the Election of Directors must be received by the Chief Executive by theMonday of Standard Week 46.5.The election of candidates for the posts of Director of Bowls England shall be conductedagainst the pre‐defined criteria linked to the individual Director portfolios.7 Page

Working Partiesmay consist of Directors, County Authorised Representatives and Affiliated Members thathave offered their skills and services to Bowls England and/or relevant professional services.2.The following Committees shall be established:2.1Disciplinary CommitteeThe Committee to comprise of nominees made by the Board, one of which shall actas Chair of the Committee.2.2Selection CommitteesThe Committees shall be established in accordance with Regulation 7.2.3Management Audit & Review CommitteeThe Committee shall be established in accordance with Regulation 8.10

Bowls England Regulation: No.6Approved MAY 2018Presidential Appointments1.Bowls England to appoint a President, Senior Vice President and Junior Vice PresidentThe President, Senior Vice President and Junior Vice President of Bowls England shall beformally appointed at each Annual General Meeting.2.Nominations for Junior Vice President3.4.2.1The nomination for Junior Vice President shall rotate by gender annually andshould be made in writing and signed by the Administrator of the CountyAssociation and sent, together with a detailed CV, to the Chief Executive not laterthan the Monday of Standard Week 40 each year.2.2If no valid nomination for the position of Junior Vice President is received inaccordance with the designated gender requirement for that particular year thenomination process for election to the position shall be made from the oppositegender and the rotation shall return as designated thereafter.Election3.1If an election is necessary for the position of Junior Vice President then a ballot shallbe undertaken. Voting returns must be received by the Chief Executive by theMonday of Standard Week 46.3.2Where there is an equality of votes between candidates then the Board Chair shallhave a second and casting vote.Term of OfficeThe duties of the Presidential Officers shall commence from the conclusion of the AnnualGeneral Meeting. The President may be invited to attend Board Meetings without thepower to vote.5.Other DutiesMembers of the Presidential Team shall not serve Bowls England in any other capacityduring their tenure.6.Presidential ProtocolAll members of the Presidential Team shall follow the protocol guidelines.11

Bowls England Regulation: No. 7Approved MAY 2018International Selection Committees and International Team Managers1.CommitteesFour Selection Committees shall be established as follows:1.11.22.Junior International (Men and Women);Senior International (Men and Women);CompositionEach Selection Committee shall consist of:2.12.22.33.Purpose3.13.23.33.43.54.To be responsible for selecting International Teams annually and otherinternational representatives as appropriate;To assess, monitor and review the performance of players/teams;To request, via the facilitator, the co‐option of specialised personnel to provide 3.4services as required;Team Managers and Regional Selectors shall not be eligible for selection to anyBowls England international team;Regional Selectors will attend, by rotation, relevant International Series in asupportive role to the respective Team Manager.Nominations4.15.The four Regional Selectors nominated through the County Associations andelected by their respective Regional Group.The respective International Team Manager.The Chief Executive (or person nominated by the Chief Executive) shall attend andspeak at all Selection Committee Meetings, and will act as facilitator, without votingrights.All Regional Selectors must be affiliated members of Bowls England. Nominationsfor Regional Selectors must be made in writing, signed by the Administrator of theCounty Association, and sent together with an appropriate CV to the ChiefExecutive no later than the Monday of Standard Week 40 each year. Nominationsfor Regional Selectors may be received from any County Association within therelevant geographical group and supported in writing by the same.Election5.15.2Each selector will serve for three years (subject to recall by the relevantgeographical group).Elections will be through the County Associations forming the group. In the event ofa tie, the Board Chair shall draw lots.12

6.Vacancies6.17.Trials7.17.27.38.County Associations shall be invited annually to nominate players who they wish tobe considered for an International TrialEach Selection Committee shall be empowered to call any affiliated member for atrialEach Selection Committee may, in consultation with the Chief Executive, appointsuitably qualified persons to assist at International Trials. These persons shall haveno voting rights.Players and Officials on Official International Duties8.19.Should a vacancy for Regional Selector occur during any year it shall be filled byconsensus among the County Associations forming that Regional Group until thefollowing Annual General Meeting, when the position will be added to the rotationlist and will be voted on by the County Associations forming that Regional Group.Players selected for Official International Duties, together with personnel on dutywith Bowls England teams, must be allowed to play in all rounds of CountyChampionships, leading to the National Championships. This includes internationaltrials and any relevant squad/training days.International Team Managers9.1Four International Team Managers will be appointed, following advertisement andinterviews, as below: 9.2Junior International Team Manager (Men)Junior International Team Manager (Women)Senior International Team Manager (Men)Senior International Team Manager (Women)Each International Team Manager will serve for a period of three years (subject torecall by the Board)13

Management Audit & Review Committee1.2.3.Membership1.1The Management Audit & Review Committee shall comprise four members whoshall be elected by the Members of each of the four Bowls England geographicgroups, plus the Bowls England Independent Director – see Section 7.1.2In Year One, the East and West Regional Representatives shall be elected to servefor a period of one year1.3In Year One, the North and South Regional Representatives shall be elected to servefor a period of two years1.4In all further years, members shall be elected to serve a two‐year term by rotation1.5The Independent Director shall facilitate the Management Audit & ReviewCommittee1.6The Chair of the Committee shall be appointed annually by the Members of theCommittee at its first meeting in any one year. In the event of a tie the IndependentDirector shall draw lots.Independence and Qualification2.1No Board Members or Employees may be elected to the Committee2.2All Elected Members of the Committee must be affiliated members of BowlsEngland, nominated by their County Association and elected by their geographicgroup (see 7.1)Proceedings of the Committee3.1The Committee shall meet in person a maximum of three times per year3.2Three Members of the Committee may request a meeting if they consider one isnecessary or expedient3.3A quorum shall be three members of the Committee in attendance3.4Only members of the Committee shall be entitled to attend a meeting of theCommittee. Attendance by non‐members shall be at the discretion of the Chair ofthe Committee3.5Members of the Committee may participate in or hold a meeting of the Committeeby means of telephone conferencing or other similar communication so that allpersons participating in the meeting can hear and speak to each other. Participationby such means shall be deemed to constitute presence in person and business sotransacted shall be effective for all purposes as that of a meeting of the Committeeduly convened and held with such persons physically present14 Page

4.Responsibility and Authority4.1The Committee shall have responsibility for review of the Company’s policies from afinancial and non‐financial perspective4.2It shall review the effectiveness of the Company’s internal control, internal auditand risk management systems4.3It shall review the Company’s financial reporting process4.4It shall review and make recommendations to the Board as to:4.4.14.4.24.4.34.4.44.4.54.4.64.5The Committee is authorised to:4.5.14.5.24.64.6.24.6.36.With the consent of the Board Chair, require the Chief Executive to attendall or part of a meetingWith the consent of the Chief Executive, require any member of staff otherthan the Chief Executive, to attend all or part of the meetingThe Committee shall be empowered to:4.6.15.The Company’s risk profileThe Company’s ISO and Investors in People certification.The contents and implementation of the Company’s:a) whistle blowing policyb) data protection policyc) health and safety policyd) other policies specified by the BoardAny financial or administrative matter within its terms of reference thatmay put the Company at riskAny relevant investigations, other than disciplinary, and advise the BoardaccordinglyAny other matters if required to do so by the BoardEnsure that necessary policies and procedures are in place andappropriately administered to ensure good governanceEnsure all processes and decisions are as transparent as possibleMake a formal report on the findings of reviews and to make appropriaterecommendations to the Board as necessaryVoting5.1All members of the Committee shall have one vote5.2In the event of an equality of votes, the Chair shall hold the casting voteAccountability6.1In connection with these functions, the Committee Chair may meet with the BoardChair and/or Directors as and when either of them requires6.2The powers delegated to the Committee may be revoked by the Members at anytime15 Page

6.37.Minutes of all meetings shall be recorded and deliberations of the Committee shallbe reported regularly to the BoardNominations7.1Nominations for the Committee will be made in accordance with Section 2.2.Nominations must be made in writing and signed by the Administrator of theCounty Association, and sent together with an appropriate CV to the ChiefExecutive no later than the Monday of Standard Week 40 each year.7.2Each member will serve for two years (subject to recall by the nominatingGeographical Group).7.3Elections, if required, will be through the County Associations forming theGeographical Group. In the event of a tie, the Board Chair shall draw lots.7.4Should a vacancy occur during a year it shall be filled by consensus among theCounty Associations forming that Group until the following Annual GeneralMeeting, when the position will be added to the rotation list and will be voted onby the County Associations forming that Group.16 Page

Bowls England Regulation: No. 10Approved MAY 2018General Matters1.Voting Rights at General MeetingsCounty Associations shall be entitled to the amount of votes in accordance with theirreturns of Affiliated Members as at 1st October in each year as follows:1.11.22.Proposals to the Annual General Meeting2.12.23.4.Up to five per cent of the total Bowls England Affiliated Membership one (1) voteper Authorised RepresentativeFive per cent or more of the total Bowls England Affiliated Membership two (2)votes per Authorised RepresentativeAll proposals must be submitted to the Chief Executive by the Monday of Week 45.Any proposal agreed at the Annual General Meeting (or any other General Meeting)may not be rescinded or amended for at least two years from the date of themeeting at which it was agreed.Counties Meeting3.1A Counties Meeting will be held on the Saturday of Week 47 at which considerationwill be given to propositions received from County Associations and/or the Board ofBowls England concerning the management and/or operation of the Company.3.2The Meeting will be open to attendance by the Board of Bowls England, thePresidential Team, Life and Honorary Members of Bowls England and PastPresidents of Bowls England and up to four representatives from CountyAssociations (the Full Members).3.3The Meeting will allow the representatives to openly debate issues in order toprovide an insight into any particular matter(s) which are of concern to them.Regional Meetings4.1Meetings will be held annually. 4.25.6.BerkshireBuckinghamshireHampshireIsle of all tshireThe objectives of these meetings will be to improve communication andconsultation with County Associations. The meetings will be open to attendance bythe Board of Bowls England, Bowls England Personnel and six (6) representativesfrom each County Association. The Chief Executive of Bowls England will act asfacilitator.Affiliation Fees, Subscriptions and Competitions Entry Fees5.1All playing members of Clubs are required to be affiliated to both Bowls Englandand their respective County. The Bowls England membership year commences on1st October when Clubs are required to register their membership with theirCounty. Registration of new members should continue throughout the season.5.2The fees for all classes of membership and competition entry fees shall berecommended by the Board and agreed at the Annual General Meeting.5.3Affiliation fees and competition entry fees must be paid in full by 1st February ineach year. Late payment will incur a penalty of 500 and may result in competitionentries being excluded.Financial Year6.17.SouthThe financial year of the company will be 12 months commencing on 1st Octoberand expiring on 30th September each year.Betting Integrity7.1All participants in matches played under the direction of Bowls England are obligedto:a) Not place or attempt to place a bet on a match or other event orcompetition in which they or their club/county participates;b) Not solicit or facilitate, or attempt to solicit or facilitate, another person tobet on a match or other event or competition in which they or theirclub/county participates;c) Not offer, or attempt to offer, a bribe in order to fix or contrive a result or theprogress of a match or other event or competition in which they or theirclub/county participates;d) Not receive, or seek or attempt to receive, a bribe in order to fix or contrivea result or the progress of a match or other event or competition in whichthey or their club/county participates;67 Page

e) Report any approach or other activity which contravenes, or which maycontravene, the sport’s rules on betting;f) Co‐operate with any investigation and/or request for information includingthe provision of documentation (e.g. telephone/betting records) to officialsengaged in the investigation of suspected integrity issues in the sport inrelation to betting;g) Perform to the best of their ability in any match or other event in whichthey participate7.2Any participant who breaches the above rules will be subject to disciplinary actionas per Bowls England Regulation No.9.68 Page

Bowls England Regulation: No. 11Approved MAY 2018Licensed Events1.All open and/or invitation events where rewards, including attendance money and/orexpenses (whether in cash or kind) are distributed to competitors, must be licensed byBowls England.2.Any affiliated club, organising or allowing its green to be used for the purpose of anyunlicensed event or any affiliated player taking part in such an event, shall be subject todisciplinary procedures as set out in Bowls England Regulation 9B.3.The licence fee for all events shall be in accordance with the official scale approved by BowlsEngland. ‘Licences for Club Tournaments may be issued by the County Bowling Association,which may levy an additional fee’.4.The organisers of all events must apply to Bowls England (or where appropriate the CountyAssociation) for a licence before commencement of the event. The Licence Number must bedisplayed on the entry form. The details of all licences issued by Bowls England shall beforwarded to the appropriate County Association.5.Application for a licence must state:a)b)c)d)6.The date and location of the event;Name of insurers providing Liability Insurance together with the Policy number;The form which it is to take (Singles, Pairs etc);Details of the safeguarding policies and procedures that will be in place.In addition to the provisions as set out in Section 2 of this Regulation, all issues of adisciplinary nature arising at a Licensed Event shall be dealt with under the procedures asset out in Bowls England Regulation 9.69 Page

Bowls England Regulation Appendix AApproved MAY 2018Affiliation feesIn the past Counties have raised a number of issues relating to the payment/collection of AffiliationFees including: Are the payments retrospective or in advance?What refunds are given for members leaving during the closed season?What happens when members transfer Clubs during the closed season?What is the position if a member belongs to more than one Club?Bowls England cannot prescribe how Counties administer the collection of affiliation fees but canoffer guidance. The following scheme has been successfully adopted by some Counties for the full12 months starting from 1st October.1.The Bowls England membership year is for the full 12 months starting from 1st October.2.At the inception of the scheme the County Administrator/Secretary needs to establish adatabase (names only), in accordance with the current data protection legislation of allaffiliated members in each Club as at 1st October. This will be the number used for thepayment of affiliation fees.3.If during the closed season a member transfers to another Club then that is acceptable andthe name is deleted from the data list of the old Club and added to the list for the new Club.No additional payment is required.4.If during the closed season a member(s) leaves the Club then the name is deleted andsubstituted by the name(s) of any new member(s) joining for whom an affiliation fee haspreviously been paid. This process can continue until the maximum number of membersregistered by the Club at 1st October has been reached. Once it is exceeded then anaffiliation fee is required.i.ii.Example 1 – At 1st October Club “A” registers 50 members. During the closed seasontwo members transfer to other Clubs and five members do not rejoin. At thebeginning of the new season ten new members join for whom an affiliation fee hasnot been paid.
