GSLFIA NEWS – November 2021 - Issue 2106“ATC in STL for General Aviation”General Aviation and the FAAA sincere “Thank You” to Pete Seddon fromthe St. Louis TRACON for the excellentpresentation on October 11th at 7PM at theCreve Coeur airport. Pete, is a Commercial RatedPilot and ATC controller, provided an excellenttwo hour presentation of what we as GA pilots inthe STL area need to know about Air TrafficControl and how to best utilize the STL TRACONservices. The importance of the Federal AviationAdministration (FAA) to General Aviation (GA)cannot be over-emphasized nor over-stated.The United States has the largest and mostdiverse GA community in the world, whichincludes more than 220,000 active aircraft.Government (primarily the FAA and the NTSB,etc) and Industry continue to work togetherusing data driven solutions and are making atremendous difference to put the righttechnologies, regulations and educationinitiatives in place to improve GA safety. Thegov’t and industry work on a number of keyinitiates to improve GA safety with a GA JointSteering Committee (GAJSC), new AirmanCertification Standards (ACS), and a Fly Safeoutreach campaign on Loss of Control (LOC).Pilots had the opportunity to brush up on whatATC can do to help us navigate some fairlycomplicated airspace in our area. Not only willthis help to make us safer pilots, but it shouldtake some of the mystery about what the voiceon the other end of the comm radio can do forus and we for them! The event was wellattended by 63 pilots, students and instructors.According to the FAA website (www.faa.gov)the mission of the FAA is to “ provide thesafest, most efficient aerospace system in theworld”, along with a vision statement of “westrive to reach the next level of safety andefficiency and to demonstrate global leadershipin how we safely integrate new users andtechnologies into our aviation system. We areaccountable to the American public and ouraviation stake holders.” To round out theoverall focus of the FAA one must include thevalues of the FAA - which are as follows:Pilots Appreciate These EventsI wanted to send a personal note of appreciation forthe safety seminar you/team provided on 10/11/21at Creve Coeur airport (TRACON ops). Not only did Ifind it useful as a pilot, I had the opportunity to bringand share the experience with my son who'snurturing a general enjoyment of aviation and aparticular interest in ATC. I took particular delight insharing with him the first-hand understanding ofhelpful and generous people on the other side of thescope whose only interest is our safety. I would not besurprised if you and Pete Sedona (presentingcontroller) did this work on personal time. I couldn’tbe more appreciative. What a great way to spend anevening.Definitely let me know when you open back up you’ve got a future controller who’d love to take alook.Chris314-283-9141 Safety is our passion. GSLFIA NEWS – November 2021 - Issue 2106General Aviation and the FAA(Continued) Innovation is our signature. We fostercreativity and vision to providesolutions beyond today’s boundaries.According to the U.S. National TransportationSafety Board (NTSB), general aviation in theUnited States (excluding charter) suffered 1.31fatal accidents for every 100,000 hours of flyingin 2005, compared to 0.016 for scheduledairline flights.Directly related to General Aviation, the FAA’sgoal is to reduce the GA fatal accident rate.Although the fatal accident rate is declining, inFY17, 347 people still died in 209 generalaviation fatal accidents. Inflight loss of control(LOC) – mainly stalls – accounts for the largestnumber of GA fatal accidents.Jim Stamm GSLFIA Board of DirectorsGSLFIA Supports the FAA WingsProgramThe GSLFIA fully supporrts the FAA WingsProgram and encourages every pilot to be partof the ”Pilot Proficiencey Program”Safety is no AccidentWeb Tools for the CFIBelow are two links to some very usefultools for the CFI provided by the FAA.The first (1st) is the latest copy (Nov/Dec) ofthe FAA Safety Briefing (formerly called theFAA Aviation News). It provides a link to some FAATraining Materials (Pilot’s Handbook ofAeronauticalKnowledge,AirplaneFlyingHandbook, Aviation Instructor’s Handbook, etc);an FAA Advisory and Guidance section whichincludes Advisory Circulars (AC’s), TFR’s, andNOTAMS; Federal Aviation Regulations (FAR’s);and FAA forms. This a great link to someimportant and frequently used publications andinformation provided by the FAA.https://www.faa.gov/regulations policies/handbooks manuals/Jim Stamm GSLFIA Board of DirectorsCFI EndorsementsIf it’s been a while since you have taken anew student through a Certificate and/orRating, I thought that this might be a goodtime to review some of the FAA requiredendorsements that you need to be familiarwith for various training events. 14 CFR Part61 (FAR Part 61 for all of us “OLD” guys) hasall of the endorsements, but it takes a bit ofstudy to find them all, so I thought that thisarticle might help you to know where to lookfor what you need. In order to limit thelength of this article, the list is NOT allinclusive and I haven’t included everythingfrom the regulations so, please, carefullystudy Part 61 to make sure that I haven’tmade any mistakes and have included whatmight be helpful to you!! Some FAAinspectors and/or DPE’s can be a bitpersnickety so the FAA has developedAdvisory Circular 61-65H Certification: Pilotsand Flight and Ground Instructors to help theCFI with the proper endorsements. If the person that you’re endorsing doesn’thave the pre-printed endorsements that’svery often found in the back of manylogbooks (and even if it does), you mightstrongly consider using this Advisory Circularto not only find the required endorsements. This will also contain the verbiage that wouldbe most acceptable to an Inspector. I’ll listthe endorsements in the order found in Part61 so that you can find which ones you needin the order that you might need to findthem.- 61.31: Complex, Tailwheel, HighPerformance, High Altitude, etc.- 61.35 (a) (1): Sign off for a knowledge test- 61.39 (a) (6): Training for a Practical test- 61.43 (f) (3): Retesting after Practical TestDiscontinuance- 61.49 (a) (2): Retesting after Practical testfailure- 61.51 (e) (iv) (D): SIC acting as PIC- 61.63: Additional ratings- 61.65: Instrument ratings
