This, coupled with rising utility costs, gave the BoyleCounty the opportunity to pursue Performance Contracting as ameans to achieve their goals.SOLUTIONSThe project covered upgrades to 5 facilities. Energy conservationmeasures that were incorporated consisted of the following:Lighting retrofits and occupancy sensorsInstallation of an energy-efficient multi-zone VariableRefrigerant Flow system at the CourthouseInsulated the Courthouse attic with efficient, long lastingblown-in insulationCentralized building automation systemsInstalled gas-fired generators at the Courthouse and JailRetro-commissioned the refrigeration equipment at the Jail toincrease efficiency and extend the system life-cycleReplaced (22) roof mounted package HVAC units at the Jailwith high efficiency roof top units with economizers andenvironmentally friendly R-410A refrigerantImplemented water conservation measures at the Jail byinstalling low flush combination units and showers“I think this is a solution to a problemthat has plagued the Courthouse fora long-time. They also wanted to makethese changes to offset the tax revenue loss from potentialIndustrial/Commercial businesses closing or migrating to other areas.SOLUTIONSThe project covered upgrades to (7) facilities including: Courthouse,Judicial Center, Regional Jail, Road Department, Fire Department,Legion Park, and the Farmers Market. We dealt with two companiesin the past, but neither could supply the fiscal courtwith the complete verification with savings and shelterfor the county that Perfection could if there were to bea shortfall after the first year.”CHALLENGESThe county was paying nearly 600,000 annually in electricand gas, and utility costs were continually rising. Perfection provided the best way ofgetting that done with a paid from savings approach.”CHALLENGES- Ann Melton, County Judge ExecutiveAdair County, located in the heart of south central Kentucky, waslooking for a way to fix the lingering HVAC and water issues at theRegional Jail. The mechanical equipment was aged and failing,causing many headaches for the jail staff. It was costing the taxpayers serious dollars to keep repairing old outdated HVACequipment.SOLUTIONSThis project updated all the mechanical and electrical equipment inthe Regional Jail. TheHVAC was aged, the plumbing fixtures was becoming a nightmareto maintain and find parts, and the roof had been leaking foryears. Mike Worthington worked with Perfection Group, Inc. toinitially provide a no cost facility audit to determine a needsassessment to take to the County Judge and Commissioners.Once all parties saw the current state of the Detention Center theyknew an Energy Savings Performance Contract was exactly whatthey needed to update the facility.SOLUTIONSThe project is covered the Detention Center only. PROJECT REFERENCECITY OF LOUISA – KYKRS 45A.352 Energy Savings Performance ContractCHALLENGESThe City of Louisa was approached by the Department for LocalGovernment (DLG) to investigate an Energy Savings PerformanceContract (ESPC). It was determined the city was a great candidatefor an ESPC and the DLG helped Louisa advertise for bids. SeveralEnergy Service Companies responded but ultimately Louisa choseto work with the Perfection Group, Inc. While Perfection wasinvestigating/auditing the city it was determined that lots ofinfrastructure improvements were needed at the WaterTreatment Plant and other city facilities.SOLUTIONSThe project is covered the 6 facilities and other ECM’s on city widewater meters and pump/lift stations. PROJECT REFERENCEMary Queen of the Holy Rosary – KYEnergy Savings Performance ContractCHALLENGES: Mary Queen of The Holy Rosary has been a customer ofPerfection Group’s for over 10 years. Over those 10 years Perfection hasprovided Mary Queen with HVAC Preventative Maintenance Services andperformed HVAC service calls for the Church, Parish Office and EducationLife Center. Mary Queen had seen an increase in their utility bills overthe past year and they decided to look at ways to help offset those costs.After much investigation Mary Queen decided to see the feasibility ofentering into an Energy Savings Performance Contract with PerfectionGroup to use energy savings to cover the costs of the upgrades.SOLUTION: The project covered upgrades to 3 facilities including: theChurch, Parish Office, and Education Life Center.
