Board Meeting HighlightsTHE FOLLOWING IS A SUMMARY ONLY AND NOT NECESSARILYEVERY ISSUE TO COME BEFORE THE BOARD OF DIRECTORS.Committee. There were 2 applications reviewed during themonth of January and no Over The Counter Approval ).Directors Bridget Blehm, Wayne Pabich, Marisa Mallory, PatSchiada and Tony Gianetto attended the February 14, 2017Board of Directors meeting.Susan Janowicz, General Manager, reported that the City Councilapproved the final landscape conceptual drawings and will bemoving forward on planning for funding of the landscape transition, starting with the medians.Staff in attendance included Susan Janowicz (GeneralManager), Jeff Leinen (Operations Manager) and Tammy Rees(Finance Manager).The Finance Committee Report was provided by Pat Schiada,Treasurer, for the month ending January 2017. Month-to-dateincome was under budget 4800 due to there being no SwimClub income. Expenses were 3329 under budget, which left avariance of 2100. Year to date the finances are 12,000 betterthan planned, but this is with a deficit budget, so there will notbe as big of a loss as budgeted. There is a 10 increase in dueseffective April 1, which will be explained in the budget mailer.Jeff Leinen, Operations Manager, provided the Lake Management Committee report: Jonathon Todd from Floating Islands attended theCommittee meeting to provide a report on the floatingislands that are being installed.The Golden Algae has not had to be treated sinceSeptember. Current lab reports show no algae in thesamples; however the fish are not active.There are currently 375 Mallard ducks on the lake and225 Coots.Two Shores homeowners submitted plans for dockextensions.There were 420 holiday evening boat checkouts in DecemberHomeowners Forum offers an opportunity for residents toaddress the Board of Directors with any questions, concerns orcomments. Homeowners expressed concern and objections tothe proposed class fee increase for fitness classes.The Board of Directors approved the following actions: To approve the minutes from the January 10, 2017 Board ofDirectors meeting. To approve the following Reserve Expenditures: RCII TV Replacements (2) - 3,551.98 Wrought Iron Repairs – Clubhouse - 980 Wrought Iron Repairs – RCII - 866 Replacement of Laminator - 1830.68 To approve the proposal from Robert A Owens CPA for thepreparation of the 2016/2017 taxes and audit report for acost of 3200. To ratify the renewal of the earthquake policy with International Catastrophic Insurance Manager, LLC, at an annualpremium of 12,789.37. To approve to contract with the YMCA for summer groupswim lessons at a cost of 25 per hour per instructor. To approve to contract with the YMCA for summer aquaaerobics at a cost of 35 per hour. To approve the revised application/agreement for thebanquet room. To ratify an additional expense of 4881.20 for artificial turfat the Clubhouse facility. To not establish a minimum monthly or per class fee for thefitness classes. To approve the use of water inflatables at the Jump IntoSummer event.Francine Lingis, Recreation Committee Chair, provided thereport: Super Bowl event was a success. Winter Wonderland event was discussed and next yearthey will be introducing a couple food trucks andeliminating the chili and macaroni ‘n cheese. Karaoke Night and a “Meat” & Greet Night have beenscheduled to get neighbors together. Several upcoming events are planned including ComedyNight, Texas Hold ‘Em and a Business & Boutique Fair.Jeff Leinen reported on behalf of the Landscape Committee:Artificial turf has been installed at the Clubhouse and additional proposals are being obtained for other facilities and locations.A landscape architect has been contacted to offer suggestionsat the large waterfall, as most of the grass has been eaten bythe Coots. Additionally two or three coral trees may need tobe removed.The Hearing Committee report was submitted by LibertyGutierrez, Community Relations Coordinator. There were 6hearings scheduled for January.Additional discussions included the Clubhouse saunas and the2016/2017 goals established by the Board of Directors.The General Session was adjourned at 8:49pm. Important InformationBoard of Directors Election ScheduledWednesday, May 18, 2016 at 7:00pm at the Clubhouse.The East Lake Village Community Association is a non-profit mutual benefit corporation governed by an elected five-member Boardof Directors. The Directors serve in staggered terms of two years each. This year there are three positions open for election.Board Members are elected by the thirteen District Delegates who represent all of our 2,240 properties.The mission of the Association is to maintain, enhance, and promote the value of the asset (the value of your home and communityamenities). This is a critical responsibility of Board members that requires people with knowledge and skills related to the duties ofgroup leadership, consensus building, and decision-making.Candidates RequiredEast Lake Village Community Association is soliciting candidates for the three (3) open positions on the Board of Directors (eachserving a two year term). If you are interested in serving your community, Candidacy Statements will be available at theClubhouse beginning April 1, 2016, or on-line at www.elvca.com. To prepare you for service on the Board, you are encouraged toread your Association’s Governing Documents (CC&Rs, Bylaws, Articles of Incorporation, Lake Management Committee Rules,Architectural Guidelines and Rules and Regulations). First, check the Governing Documents! The Governing Documents of the Association provide thespecific authorities and duties of the Board. The Davis-Stirling Act and other related laws that regulate corporations also providespecific authority and responsibilities to the Board. As a general outline, the Board has the following authorities: Overseeing the Association and its operationsDefining the vision and direction of the communitySetting Association policies and rules; and directing managementMaking sound business decisionsExecuting all contracts for services and productsDirecting and compensating its agents and employeesApproving annual operating and reserve budgetsMeeting monthly to review general business of the Association and review monthly financial statements (secondTuesday of each month at 7pm)Appointing all Committee members and volunteersConducting short and long range planningSecuring and training replacement leadershipBuilding a positive sense of communityBoard members are also required to:1. Attend Board meetings (second Tuesday of each month at 7pm).2. Prepare for the Board meeting in order to make informed decisions.3. Work with groups/committees in the community to provide guidance.4. Develop new leadership by example.5. Work with other Directors in a collegial relationship, presenting opposing views with professionalism and civility.6. Provide assistance and feedback to the officers to assure success of the operations.7. Important InformationThe Open Meeting ActCivil Code Section 4930 (The Open Meeting Act) requires thatbefore a Board may discuss a matter in open session, the proposal must first appear on an agenda published to the membership. Agendas are available to the membership four daysprior to a scheduled and noticed Board of Directors meeting.The agenda will be posted at the Clubhouse and on line atwww.elvca.com for homeowners’ review.The Board may only discuss items on the published agenda;however homeowners may still speak on issues not on theagenda during Homeowners’ Forum. The Board or staff maybriefly respond to statements made or questions posed by aperson speaking at a meeting.This law does permit the Board to take action on an item not onthe agenda if the Board determines that: (1) an emergencysituation exists; (2) there is a need to take immediate actionthat came to the attention of the Board after the agenda wasposted and distributed; or (3) the item appeared on an agendathat was posted and distributed for a prior meeting within 30calendar days prior.If you would like to have a matter addressed by the Board ofDirectors, please contact Susan Janowicz, General Manager nolater than the first Tuesday of the month. Our next Coffee with Council with be on May11th from 8 - 9am with Council Member TomLindsey.Dues To Be Increased April 1, 2017(Originally published in February)Since September the Association, through Management and theFinance Committee, has been working on the 2017/2018 budget. Atthe January Board of Directors meeting the final budget was reviewed with the Board of Directors, Finance Committee and Management. The Finance Committee recommended and the Board ofDirectors approved a 10 per month increase to 80 which will helpoffset increased costs and projected increases that are expected ininsurance, utilities and particularly minimum wage.The decision for an increase was not reached easily. Although thecurrent budget is expected to end better than planned, the2016-2017 did include a deficit of 78,260. That figure aloneaccounts for 3 of the current increase.The minimum wage, which is out of the control of the Associationand is government mandated, has increased dramatically with asubsequent ripple effect in our operating expenses. These effectsare not only seen in our own staffing (we are a service industry), butalso through all of our contracted services. At the time last year'sbudget was approved the minimum wage was 10. In April of 2016the State of California passed a law to increase the minimum wagefrom 10 to 15 by 2022. This has had, and will continue to have, acorresponding impact on our operating budgets in the future resulting additional increases in monthly dues.Even with the increase to 80 per month, East Lake Village is stillone of the lowest HOA dues in Orange County that offers multiplerecreation facilities, programs, events and services.Since its inception in 1978 the facilities have grown from the lakeitself to the main Clubhouse and Boathouse in 1984 with a familypool, wader pool, adult pool and spa. Later there was the remodeland expansion of the Boathouse, extensive landscapeimprovements along north and south shores of the lake, theHeritage pool and spa area and the RCII junior Olympic size pooland fitness center. In 1978 the dues were 44 and now 38 yearslater the dues have less than doubled.The Pro Forma Budget package was mailed to the membership atthe end of February.The Finance Committee meets the second Tuesday of the month at6 p.m. The Committee is responsible for overseeing the spending ofthe Association including operations, committees, clubs and events.We always welcome new participation. Easter FunEaster ContestsKids Coloring ContestBeginning March 1st, East Lake will provide coloring pictures for children to colorand bring back to the Clubhouse for our annual Coloring Contest. The age categoriesare: 5 & under, 6-9 years old, and 10-12 years old. All entries will be displayed in thefront windows of the Clubhouse. We will be accepting entries Wednesday, March15th through Sunday, April 9th. Winners will be announced on April 10th.Jellybean ContestStop by the Clubhouse Front Desk and guess how many jellybeans and pieces ofcandy are in the Candy Jar!
