CCTE 2020-2021 OverviewExecutive SummaryThe Tennessee Department of Education’s division of College,Career, and Technical Education (CCTE) plays a critical role in thefuture of our workforce. CCTE impacts the state’s economy, schooldistricts, students, and all stakeholders through ambitious projects and atireless commitment to improvement. This report serves to highlight theachievements of the past school year and to preview what is still to come.Economic ImpactThrough expansion of apprenticeship and pre-apprenticeship programs,CCTE gives all students—including those from historically marginalizedpopulations—the opportunity to earn while they learn. These initiativesnot only assist in breaking the cycle of generational poverty, they also helpguarantee well trained employees for state manufacturers and other vitalbusinesses.School District ImpactThe CCTE division provides intentional support for local school districtsto improve access and equity to high-quality CTE programs. This includeshelping LEAs to align their programs with local, regional, and statelabor market needs via the Tennessee Certified Pathways; improvingtraining for STEM educators, providing robust instructional resourcesfor CTE classroom use, and continuing to provide ongoing professionaldevelopment for teachers and administrators.Student ImpactTennessee students can earn valued industry credentials that helplead to expanded options for future job placement. The CCTE divisioncontinuously assesses and improves the credentials offered to studentsas well as the standards which guide CTE classroom instruction. Studentsalso benefit from the CCTE’s commitment to improving STEM/STE(A)Mprograms statewide. In addition, students can engage in robust workbased learning experiences and participation in Career and TechnicalEducation Student Organizations (CTSOs) that help them see theconnection between what they learn in school with what they will do inthe professional workforce.Future ImpactThe work of the CCTE division was made more challenging by thepandemic but it also provided opportunities to become more innovative.The future of Career and Technical Education in Tennessee is brighterthan ever with ambitious projects and initiatives on the horizon. Throughreimagining the high school experience; expanding access to AdvancedPlacement courses; improving how CTE data is collected and used;becoming more strategic about engaging younger students in careerexploration; and being even more intentional in how we listen to—andlearn from—Tennesseans from diverse backgrounds, CCTE will continueto keep our state’s workforce strong for years to come.1

CCTE 2020-2021 OverviewSECTION 1: CCTE Impact on TN EconomyApprenticeships Project Descriptionp Impact on TennesseeIn September 2018, the department was awardedover 600,000 from the US Department ofEducation (USDOE) for the Pathways to STEMApprenticeships for High School CTE StudentsGrant. The purpose of this grant is to establishcompetency-based registered apprenticeshipprograms in STEM-related fields, includingadvanced manufacturing and computer science,where high school students simultaneouslyparticipate in paid on-the-job training and receivehigh-quality related training instruction.This project provides alternative optionsfor students who were unlikely to transitioninto postsecondary education after highschool, closes equity and access gaps forspecial populations, and, most importantly,establishes a scalable youth apprenticeshipmodel that other districts can use with theiremployer partners statewide. CCTE 2020-2021 OverviewUSDOE Grants Project DescriptionOur division is overseeing two federal grants, TNSySTEM and Tennessee Expansion of ComputerScience Career Pathways (TEC) Project.TN SySTEM will develop, implement, and test the feasibility of STEM work-based courses (WBC)structured as EPSOs with a focus on computer science for students in grades 11-12. WBC willintegrate classroom and WBL in courses that are co-taught by academic faculty and employerinstructors with content taught both in classroom settings (remote and in-person) and throughapplied learning that uses the workplace as a laboratory.The TEC Project will demonstrate an exceptional approach to expanding STEM pathways in ruralcommunities. CCTE 2020-2021 OverviewSECTION 3: CCTE Impact on StudentsIndustry Credentials Project DescriptionThis year, the industry credential process was revisedto establish clear criteria to promote an industrycredential statewide. This new process allows forindustry credentials to be submitted for review byrepresentatives of the secondary, postsecondary,workforce, and other governmental agencies. Thestatewide promoted list can be utilized by all districts,and not just specific to some. If the credential is on thelist, it is applicable for all students in all districts, makingthem easier to obtain and met Ready Graduate criteria.p Impact on TennesseeIndustry credentials can be used as a measure of qualityand validate the technical skill and competencies students have acquired through their chosenCTE program of study. CCTE 2020-2021 OverviewCTE Programs Project DescriptionTennessee’s career clusters are organized into 16 broadcategories that encompass virtually all occupations fromentry through professional levels and are aligned withthe U.S. Department of Education’s structure of careerand technical education (CTE). Career clusters identify theknowledge and skills needed to follow a pathway towardcareer goals and provide a context for exploring the manyoccupational options available.Career clusters are reviewed every three years throughthe Comprehensive Career Cluster Review (C3R).Through this review, program managers engage withCTE educators, postsecondary partners, and business/industry partners to review various research and labordata points to determine improvements needed within thecareer cluster, program of study, and/or course standards.p Impact on TennesseeThis project ensure that course standards are aligned to current labor market needs to supportworker pipelines across industries in Tennessee. CCTE 2020-2021 OverviewSTE(A)M Project DescriptionAt its foundation, STEM and/or STE(A)M education is focused on building critical and creative thinkingand analysis skills by addressing how students view and experience the world around them. CCTE 2020-2021 OverviewCareer and Technical Student Organizations (CTSOs) Project DescriptionCareer & Technical Student Organizations (CTSOs) recognizeand promote the concept of well-rounded students as beingessential for all students to assume successful roles in societyand the labor market. In general, CTSOs help to improvethe quality and relevance of classroom instruction, developstudent leadership, enhance citizenship responsibilities, andserve students of special populations. As such, each CTSOmust support a career cluster. Currently, the departmentrecognizes the following seven CTSOs that support careerand technical education programs in Tennessee:DECA, FBLA, FCCLA, FFA, HOSA, SkillsUSA, & TSA.p Impact on TennesseeCTSOs provide the opportunity for students to demonstrate what they have learned in theclassroom in a competitive environment. Students who participate meet judges from industry andpostsecondary and develop relationships thatcan lead to internships, sponsorships, scholarships, and hiring.
