SummaryThe Development Impact Evaluation (DIME) department seeks to recruit 17 Research Assistants and 11Field Coordinators to support our global portfolio of impact evaluations. The consultants will work withthe DIME team and external researchers on all phases of the impact evaluations (IEs), from study designto analysis. The details specific to projects hiring, including expected start date, can be found in section 8of this document. Applicants may also indicate interest in being considered for positions that will open inthe future.Both Research Assistants (RAs) and Field Coordinators (FCs) will be hired as Short-Term Consultants (STCs).RAs are typically based in Washington, DC; and Field Coordinators in the country where the study is takingplace. All Research Assistants will be remotely based until the World Bank headquarters in Washington,DC fully re-opens. Operating status of WB Country Offices varies globally; applicants will be expected torelocate to the country as soon as local operating status and travel regulations allow (details can bediscussed with individual project teams). The consultants will be involved with the projects during designand data collection, processing, and analysis. Qualified candidates should apply using this link no laterthan April 25, 2021. Background and objectivesDIME generates high-quality and operationally relevant data and research to transform developmentpolicy, help reduce extreme poverty, and secure shared prosperity. It develops customized data andevidence ecosystems to produce actionable information and recommend specific policy pathways tomaximize impact. Most DIME IEs are associated with a World Bank project. DIME works across thefollowing World Bank sectors: Agriculture, Governance, Climate Change, Financial & Private SectorDevelopment, Entertainment Education, Transport & Infrastructure, Social Protection & Jobs, and FragilityConflict and Violence. DIME establishes a research team to work on each IE study through its completion.Each research team typically includes a principal investigator and co-investigators, a field coordinatorbased in country to support the government team on all aspects of the IE, and one or more researchassistants based in Washington, DC, to support data cleaning, processing and analysis.3. Tasks and deliverablesThe consultants will report to the project Principal Investigators and other members of the ImpactEvaluation team.Duties for RAs include, but are not limited to: Clean administrative and primary datasets and create all indicators required for analysis

Write well-documented, reproducible code for data cleaning, descriptive statistics, regressionanalysis, data visualization, and any other analysis as per project needs; document all data workon the project’s GitHub repositoryManage databases, integrating various data sources (for example, project monitoring data,administrative data from local government, and household survey data). This may requireprogramming matching algorithms, using spatial data to create linkages, performing manualmatching, and linking up with field staff for additional information on specific tasksSupport primary data collection: participate in questionnaire design; program electronicquestionnaires, design and run high frequency quality checks on raw data; liaise with field staff toresolve data issues and required clarificationsConduct literature review and syntheses, contribute to impact evaluation reports and policybriefs, support the development of grant applications, and other writing and editing tasksPrepare push-button replication files academic papers and related outputsSupport receipt of ethical approvals and ensure that data security of identifiable information onproject are maintainedDeliver training courses like impact evaluation, data processing and analysis for governmentcounterpartsParticipate in regular code review sessions with DIME AnalyticsDuties for FCs include, but are not limited to: Act as a liaison among members of the research team, government representatives, localstakeholders and other locally hired field staff to promote understanding of and support for theimpact evaluation Contribute to the development and implementation of field protocols and procedures and surveyinstruments, including field protocol, data quality protocol, recruitment of field staff, field stafftraining, and survey pilots Conduct training sessions with stakeholders Coordinate acquisition of secondary data, such as administrative data Supervise the implementation of primary data collection and data entry activities (including fieldmonitoring, high frequency data checks, survey audits) and act as the primary point of contactwith the research firm hired to conduct surveys Ensure that impact evaluation interventions are carried out as planned, adhering toimplementation protocols and timelines. This may include ensuring IT systems for inspections areinstalled, inspection forms and checklists are properly used, tablets are prepared and available,and other similar tasks. Closely monitor the implementation of the interventions to be evaluatedto ensure that the identification strategy is not compromised Send weekly progress reports on the implementation to the research team Support data cleaning, processing, and analysis Support receipt of ethical approvals and ensure that data security of identifiable information onproject are maintained Support in-country capacity building by helping train local hires and stakeholders in impactevaluation methodology, data collection, etc. Support the dissemination of impact evaluation methodology and results

Skills Required Academic specialization: A Master’s degree in economics, public policy, statistics, computerscience or related field with strong quantitative research skills is essentialTechnical skills:o Advanced skills using either Stata or R for data processing and analysis is required forResearch Assistants and strongly preferred for Field Coordinators.o Experience with survey programming in an ODK based platform is strongly preferred,especially for Field Coordinators.o Experience with machine learning, natural language processing, Shiny dashboards, andgeospatial analysis are desirable, especially for Research Assistants. Knowledge of pythonis an advantage (and required for certain positions).o Experience coding in a team environment and using GitHub is highly desirable. Knowledgeabout the relevant sectors is desirable.Experience:o The candidate must have background in impact evaluation and econometric analysis.o Experience working with raw household survey data is required for most positions.o Field experience working on impact evaluations, and/or managing data collection, ispreferred.o Experience working in developing countries preferredCapacity Building Skills: Demonstrated ability and experience in designing and delivering trainingand capacity building activities or other teaching experience is a plus.Language:o Superior written and oral communications skills in English is essential.o Certain positions will require fluency in other languages (such as French, Portuguese,Hindi, Swahili), as detailed in section 8 of this document.Interpersonal skills: Motivated self-starter, with demonstrated ability to work effectively andsensitively in teams, and excellent cross-cultural communication skills.Any additional skills specific to a project are listed alongside the project description in the OpenPositions section (Section 8) of this document.5. 6. TermsThe Research Assistants and Field Coordinators will be hired as a short-term consultant and remuneratedaccording to the World Bank scale. Contract duration will be discussed on a project by project basis.7. Selection ProcessQualified candidates should apply using this link no later than April 25th, 2021. Applications will bereviewed on a rolling basis. Applicants will be asked to upload a zipped folder which include the following: resume brief statement(s) of interest (SOI). Candidates have the option to include a specific SOI for eachposition they are applying to. At a minimum, we request that candidates applying to both RAand FC positions submit two separate SOIs. Mozambique Rural DevelopmentThe consultant will work on the large DIME rural development program in Mozambique. In partnershipwith the EU delegation to Mozambique, DIME seeks to promote evidence-based policymaking in thesector. DIME will develop five IEs that focus on questions around technology adoption and establishing ofmarket linkages. The RA will be responsible for analytical work for different types of outputs, ranging fromacademic papers to policy briefs, and support to the setting up of different data collection systems.Fluency in English is required, and knowledge of Portuguese is preferred.Expected started date: July 1, 2021Firm Growth and E-CommerceDIME seeks to recruit a Research Assistant to support an engagement with one of the largest e-commerceplatforms in Africa. Measuring the Effects of Gender Based-Violence (GBV) in Public Spaces in Dar Es SalaamDIME is looking for a short-term consultant (STC) to remotely support an impact evaluation focused onmeasuring the effects of Gender Based-Violence (GBV) in public spaces in Dar Es Salaam (Tanzania) onwomen’s physical mobility i.e. route choice, mode choice, hours of travel and economic mobility includinglabor force participation, occupation choice, and wages. The research team will collect data through aGBV incident reporting mobile application (app), developed by an app development firm. The team willtest if the app facilitates measurement of women’s perceived safety as well as experienced harassmentand sexual violence. We will test app-embedded nudges to incentivize higher reporting in the app andoutside of it to authorities. The consultant will work remotely and will work with the DIME team and thepartner university in charge of data collection, on the management and supervision of the data collectionexercise through the incident reporting app.Expected started date: As soon as possibleMafita Skills Training ProgramDIME is looking for a highly qualified and technically component consultant/Research Assistant to supportdata analysis and other analytical work related to a set of impact evaluations of the “Mafita Skills Program”funded by FCDO and implemented by Adam Smith International (ASI) in three focal Northern Nigerianstates: Kaduna, Kano and Katsina. Working under the supervision of Task Team Leaders (TTLs) who areDIME staff and the broader Research Team, the consultant’s main duties and responsibilities will includecleaning and analyzing survey data, contribute to the drafting of policy reports and academic papers, helpdraft survey instruments and provide analytical contributions to potential research extensions of thisproject. High proficiency in Stata and econometrics as well as experience working with original/primarysurvey data from RCTs are required. Working under the supervision of Task Team Leaders (TTL) andin close collaboration with the various Research Teams, the consultant’s main duties and responsibilitieswill include: collecting new data from third parties and merging it with survey data from the PWP IEportfolio of projects; cleaning and analyzing relevant survey data, provide direct support to survey designand contribute to the drafting of policy reports and academic papers, help draft survey instruments andother research tools and support the rollout of fieldwork.
