ALL REGISTERED VOTERSOver more than the last year (2020-21) a larger and largernumber of people from out of town made use of theColorado City campground, Hollydot golf course, andrecreation programs held and supervised by theNOTICE OF ELECTION ON A REFERRED MEASURECOLORADO CITY METROPOLITAN DISTRICTColorado City Parks and Recreation. They spent theirmoney in our community to the extent that we have beenblessed. Unfortunately, TABOR laws say that much of thisexcess, again which came from out of the community, has tobe returned to Colorado City customers.Election Date and Hours:November 2, 2021, 7:00 AM to 7:00 PMLocal Election Office Address and TelephoneNumber:Pueblo County Election Department720 N. Main St., Ste. 200, Pueblo, CO 81003Telephone Number: (719) 583-6620If you vote for the ballot measure you will allow the ColoradoCity Metropolitan District to use excess revenue from thefees collected. De-Brucing, as it is called, will do that. It willlet the Metro District use the extra revenue being generatedby people primarily from outside the community to enhancethe community for the residents. It does not eliminateTABOR laws and protection for the taxpayer will still be inplace. Contrary to popular belief, the practice of “de-Brucing”does not free a government from TABOR restrictionsaltogether; a municipality is still fully subject to all of theother limitations set forth in TABOR.BALLOT ISSUE NO. 6A:WITHOUT CREATING ANY NEW TAX ORINCREASING ANY PROPERTY TAX RATES, UNLESSSEPARATELY APPROVED BY THE VOTERS, SHALLCOLORADO CITY METROPOLITAN DISTRICT BEAUTHORIZED TO COLLECT, RETAIN AND SPENDALL REVENUES IT RECEIVES FROM ALL SOURCESIN FISCAL YEAR 2020 AND THEREAFTER AS AVOTER-APPROVED REVENUE CHANGE AND ANEXCEPTION TO THE LIMITS THAT WOULDOTHERWISE APPLY UNDER ARTICLE X, SECTION20 OF THE COLORADO CONSTITUTION, THE 5.5PERCENT PROPERTY TAX REVENUE LIMITATIONSET FORTH IN SECTION 29-1-301 OF THECOLORADO REVISED STATUTES, OR ANY OTHERLAW?YESDe-Brucing appeals to most Colorado voters whounderstand that local entities are strapped for necessarycash. In fact, 51 out of the 64 counties in the state, 230 outof the 274 municipalities in Colorado, and 174 schooldistricts have all de-bruced since Tabor’s inception in 1992.Many different groups who rarely see eye to eye on publicpolicy issues agree that de-brucing is good for small, localgovernments and their constituents. All too recently we can all remember when the water tapswere dry and the metro district was handing out drinkingwater from a local parking lot. People rose up in droves tohelp their neighbors and even strangers as we faced thetough circumstances together. We banded together in aneffort to make a harsh situation less harsh. Thank you.NOSummary of Written Comments FORBallot Issue No. 6A:Colorado City Metropolitan District is asking ColoradoCity residents for the opportunity to pursue long termsolutions to water and sewer issues, improve communityrecreation, upgrade antiquated equipment, and giveevery age an opportunity to be more active andhealthier. Here is another opportunity for everyone to pull together andmake a harsh situation less harsh. Vote to let the ColoradoCity Metro District keep the funds earned by its hard-workingstaffs in every department and to help create a positiveimpact for us all.Summary of Written Comments AGAINSTBallot Issue No. 6A:Parks and Recreation is vital for a thriving community.Playgrounds, pools, athletics, events, indoor and outdoorrecreation are important for a community to be activeand healthy. The District is bringing in extra revenuefrom our campground and could greatly benefit fromutilizing those funds to enhance recreation in ourcommunity. This comes at no additional cost to taxpayers. If we donot de-Bruce, our tax revenue will drop and we will needto rely on finding more revenue sources to fund ouraging and outdated facilities, which will require raisingfees or eliminating programs. No comments were filed by the constitutional deadline.P-4
